EU clears Germany's plan to take over gas giant Uniper

Companies Uniper SE FollowGazprom PAO FollowBRUSSELS/FRANKFURT, Dec 16 (Reuters) - The European Commission has approved the acquisition of Uniper SE (UN01.DE) by the German government, it said on Friday, paving the way for nationalising the gas trading firm which nearly collapsed after Russia stopped supplying gas. The acquisition was approved under the EU merger regulation after the Commission concluded it would raise no competition concerns. "The transaction was prompted by the ongoing European energy crisis, in particular the cessation of Russian gas deliveries and the sharp rise in gas prices, which resulted in Uniper, Germany's largest importer of Russian gas, requiring significant capital injections to prevent its insolvency," the Commission said. Gazprom (GAZP.MM) used to be Uniper's biggest gas supplier, but deliveries were reduced in the summer and fully halted at the end of August, forcing Uniper to buy gas elsewhere at much higher prices to meet existing contracts. "This is an important step in the proceedings," a spokesperson for Germany's Economy Ministry, which was key in negotiating the nationalisation, said.

Kremlin: No decision yet on repair of Nord Stream gas pipelines

Companies Gazprom PAO FollowDec 15 (Reuters) - Kremlin spokesman Dmitry Peskov said on Thursday that no decision had been made yet on whether to go ahead with a repair of the undersea Nord Stream gas pipelines that were damaged by explosions in September. He was commenting on Canada's plans to revoke a sanctions waiver that allowed turbines for Nord Stream 1, Russia's biggest gas pipeline to Europe, to be repaired in Montreal and returned to Germany. "Only repairs can affect Nord Stream now. Or launching the only surviving line of Nord Stream 2," Peskov told reporters. Peskov added there was no decision on whether to start gas exports via the intact part of the Nord Stream 2 line.
TotalEnergies has aimed to gradually withdrawing from its Russian assets while continuing to supply natural gas to Europe. PARIS— TotalEnergies plans to book a $3.7 billion impairment on its stake in PAO Novatek and withdraw its directors from the Russian gas producer’s board, as part of its efforts to scale back its business in Russia following the invasion of Ukraine. The Paris-based oil-and-gas major said it would write down the value of its 19.4% stake in Novatek, booking the accounting charge in the fourth quarter. That takes TotalEnergies’ total Russia-related impairments to over $14 billion this year, among the highest out of Western companies.

It holds a 19.4% stake in gas producer Novatek and minority holdings in liquefied natural gas (LNG) projects Yamal LNG and Arctic LNG. "Under these circumstances, the board of directors of TotalEnergies has decided to withdraw the representatives of the company from the board of PAO Novatek with immediate effect." "The stake in Novatek was, in our view, potentially the least arduous of TotalEnergies' interests to exit." He said he did not expect TotalEnergies to exit Yamal LNG and believed the decision would not impact Novatek dividend payments to TotalEnergies. It said the Novatek write-off also meant it would no longer book related reserves, with an impact on the company's reported proved reserves at the end of 2021 of 1.7 billion of barrels.

Moldovagaz to buy gas from Energocom as well as from Gazprom

Companies Gazprom PAO FollowMoldovagaz SA FollowCHISINAU, Dec 4 (Reuters) - Moldova's natural gas company Moldovagaz will start buying gas from domestic supplier Energocom while continuing to buy it from Russia's Gazprom (GAZP.MM), the head of Moldovagaz said late on Saturday. Gas supplies are an ongoing source of tension between Russia and Moldova, which lies between southern Ukraine and Romania. "Also, starting tomorrow, Moldovagaz will purchase natural gas from Energocom, according to daily nominations, in the amount of 3.5 million cubic meters." It was unclear where Energocom, Moldova's state energy firm, was purchasing the gas. In September, Energocom registered as a natural gas trader in Romania to smooth gas imports, according to the company's website.
Companies Gazprom PAO FollowNov 28 (Reuters) - Russian state gas producer Gazprom (GAZP.MM) withdrew a threat to reduce gas supplies to Moldova from Monday but said it reserved the right to lower or halt flows in future if Moldova failed to make agreed payments. Last week, Gazprom accused Ukraine of withholding gas supplies which pass through the country on the way to Moldova - something Kyiv denied - and said it could start reducing those flows from Monday. In its latest statement, Gazprom said that Moldovan natural gas company Moldovagaz had paid for gas deliveries in November, adding that it had received payment for what it called gas destined for Moldovan customers but which remained in Ukraine. However, Gazprom accused Moldova of "regular violations" of payment obligations and added: "Gazprom reserves the right to lower or to fully suspend supplies in case of payment violation." Both figures include flows to Moldova.

European gas prices rose last week on Gazprom's threat to cut flows to Moldova, as the supply route via Ukraine is the last functioning Russian gas corridor to Europe. Gas supplies are a constant source of tension between Russia and Moldova. Moldova and Ukraine last week accused Russia of using gas supplies as an instrument of blackmail, an accusation Moscow rejects.
The G7, including the United States, as well as the whole of the European Union and Australia, are planning to implement the price cap on sea-borne exports of Russian oil on Dec. 5. India has emerged as the second-largest single buyer after China of Russian oil since the conflict began in February. Indian refiners have taken the place of refiners in countries that have imposed sanctions on Russian crude imports, or have steered clear of Russian crude to avoid negative publicity. That means even the delivered cargoes are about the same level as the price cap. The U.S. Treasury guidance does not allow buyers in countries that have imposed sanctions on Russian crude imports, such as in the United States and the European Union, to buy Russian oil even under the price cap.
LUKOIL's Bulgarian refinery may shut down if it cannot export

The European Union has agreed to a ban on Russian crude oil imports as part of its sanctions against Russia for its invasion of Ukraine in February. The ban takes effect next month, but Bulgaria has been given an exemption and is allowed to import Russian crude until the end of 2024. The Bulgarian caretaker government plans to allow the LUKOIL Neftochim refinery to continue importing Russian crude once the ban takes effect and give it permission to export its output. LUKOIL Neftochim, which has switched to only Russian crude since the spring, expects to process a record high 7.1 million tonnes of crude oil this year, Sharafutdinov said. "The refinery cannot work if the exports are curtailed," Sharafutdinov told a joint news conference with Bulgarian deputy Prime Minister in charge of economic policy, Hristo Alexiev.

In September, Poland imposed sanctions on Gazprom and said its assets would be frozen. According to the daily newspaper the move concerns Gazprom's 48% stake in Europolgaz, the company that owns the Polish section of the Yamal pipeline. In April, Poland imposed sanctions on 50 Russian oligarchs and companies, including Gazprom, in a move to increase pressure on Moscow over its invasion of Ukraine. Simultaneously, Russia halted gas exports to Poland as Warsaw refused to pay in roubles.

South Africa will allow sanctioned Russian steel magnate Alexey Mordashov to pull his superyacht into Cape Town, making it the latest port stop on a controversy-laden voyage that shows the limits of Western sanctions. The journey of the 465-foot Nord—from the Seychelles to Vladivostok in Russia, Hong Kong and now en route to Cape Town—has become a closely watched barometer for the effectiveness of U.S. and European sanctions on its owner, Mr. Mordashov, one of Russia’s richest men and the largest shareholder of Severstal PAO, among the world’s biggest steelmakers.

Chen, party boss of the southwestern metropolis of Chongqing, is regarded as a steady technocrat and has often espoused Xi's ideologies and policies in public. A native of Zhejiang province in eastern China, Chen spent close to three decades there before being promoted to deputy party secretary in Guizhou province in 2012. In 2017, Chen was parachuted into the more politically challenging position of Chongqing party chief, a clean-up task after the sudden dismissal of Sun Zhengcai in a corruption scandal. Shanghai Party Secretary Li Qiang, another contender for promotion, was also in the group. In Zhejiang, Chen worked as chief editor of the party's main local media organ, the Zhejiang Daily, rising to become propaganda chief for the province.
Negotiations will be complex, however, not least because China is not expected to need additional gas supply until after 2030, industry experts said. The proposed pipeline would bring gas from the huge Yamal peninsula reserves in west Siberia - the main source of gas supply to Europe - to China, the world's top energy consumer and growing gas consumer. The idea gained impetus when the first pipes of the currently operational Power of Siberia pipeline were laid in Russia's eastern Yakutia region in 2014. DOES CHINA NEED MORE RUSSIAN GAS? Russia's Gazprom already supplies gas to China through the first Power of Siberia pipeline under a 30-year, $400 billion deal, which was launched at the end of 2019.
