July 17 (Reuters) - Large contingents of Russian forces are on the offensive in northeastern Ukraine's Kupiansk sector and engaged in heavy fighting, Ukrainian officials said on Monday. But officials have pointed to an intensification of Russian activity near Kupiansk and nearby Lyman, towns in the northeast retaken by Ukraine late last year. Russian forces in the area, Cherevatyi said, had drafted in airborne units and their best motorised infantry units. The Russian defence ministry's accounts of fighting in the region said Russian forces had hit Ukrainian positions in several towns in Kharkiv and the neighbouring Luhansk region. Russian forces, the ministry said, had also repelled 13 Ukrainian attacks further south in Donetsk, including areas near the shattered city of Bakhmut, captured by Russian forces in May after months of battles.

CNN —An “emergency incident” has been reported on the Crimean Bridge, halting traffic on the only link between the annexed peninsula and Russia, a Moscow-backed official said Monday. Sergey Aksenov, the Russia-appointed head of Crimea, did not specify the nature of the incident. Last October, a huge blast partially damaged the bridge, causing parts of it to collapse. The nearly 12-mile bridge, also known as the Kerch Bridge, is the longest in Europe and carries both road and rail traffic. It holds huge strategic and symbolic importance for Russia, which built the 19-kilometer bridge at a cost of around $3.7 billion after Moscow illegally annexed Ukraine’s Crimean Peninsula in 2014.

Ukraine says fighting in east has intensified

KYIV, July 16 (Reuters) - Fighting in eastern Ukraine has "somewhat intensified" as Ukrainian and Russian forces clash in at least three areas on the eastern front, a senior Ukrainian defence official said on Sunday. Separately, the Ukrainian military indicated it had taken control of part of a southeastern village in Donetsk region, near a string of small settlements Ukraine recaptured in June. Deputy Defence Minister Hanna Maliar said on Telegram that Russian forces have been attacking in the direction of Kupyansk in the Kharkiv region for two successive days. Maliar also said the two armies were pummelling one another around the ruined city of Bakhmut but that Ukrainian forces were "gradually moving forward" along its southern flank. Kyiv has made incremental gains in parts of the east and south since launching its long-awaited counteroffensive.

Ukraine receives cluster munitions, pledges limited use

"They will not be used on Russian territory...They will be used only in areas where Russian military forces are concentrated in order to break through enemy defences." Cluster munitions typically release large numbers of smaller bomblets that can kill indiscriminately over a wide area. Human Rights Watch says both Moscow and Kyiv have used cluster munitions. Russia, Ukraine and the U.S. have not signed up to the Convention on Cluster Munitions, which bans production, stockpiling, use and transfer of the weapons. "I think cluster munitions will expand the capabilities of our troops."

Russian accounts said heavy fighting gripped areas outside the eastern city of Bakhmut, captured by Russian mercenary Wagner forces in May after months of battles. Russian troops, she said, were defending Bakhmut, while Ukrainian forces had registered "a certain advance" on the city's southern flank. There were no changes in position to the north of Bakhmut, and Ukrainian forces remained engaged in heavy fighting west of Bakhmut and near Lyman, further north in Donetsk region. Zelenskiy acknowledged that advances were slower than what he and his generals wanted, but said Ukrainian forces held the initiative. Ukrainian military analyst Denys Popovych said Ukrainian forces had taken "important positions near Klishchiivka.

A Ukrainian official says the bridge to Crimea was targeted last year to disrupt Russian logistics. The bridge was seriously damaged after a truck rigged with explosives blew up while traveling on it. At the time, Russian President Vladimir Putin accused Ukraine of carrying out a "terrorist act." She noted that Saturday marks 273 days since the "first strike" on the bridge, which was carried out "in order to break the logistics of the Russians." Ukrainian responsibility for the October 2022 attack has been an open secret.

The back-and-forth is raising fears of another alarming new dimension to a war already marred by alleged war crimes and terrible suffering among civilians. In response, Kremlin spokesman Dmitry Peskov warned that the potential for “sabotage” by Ukraine at the plant was high. Ukraine’s Western allies are getting nervous about the fact that the progress of Kyiv’s long-awaited counteroffensive is being measured in meters, rather than kilometers. But the slower than expected pace of the counteroffensive means their support could become increasingly unsustainable if the conflict drags on. Many of the countries that are supporting Ukraine’s war efforts are struggling with high inflation, rising interest rates and sluggish growth. Multiple Ukrainian and Western officials have admitted that the counteroffensive has so far failed to yield major advances – but most were quick to add that the slow progress was justified. The front lines in southern and eastern Ukraine have not moved much over the past months, giving Russian troops plenty of time to dig in and prepare for a counteroffensive.

Russian accounts of the front line said Moscow's forces had repelled Ukrainian attacks near villages ringing Bakhmut and in areas further south, particularly the strategic hilltop town of Vuhlear. "In addition, the enemy has started an attack in the Svatove area," she said, referring to a region of northeastern Ukraine where Russian forces have been active. Maliar reported "partial success" south of Bakhmut, taken in late May by Russian forces after months of fierce fighting. And on the southern front, where Ukrainian forces have recaptured several villages, Maliar said there had been "gradual advances" in two areas. Ukraine has also had to endure persistent Russian air attacks on Ukrainian cities, though the Kremlin denies attacking civilian targets.
