The death toll from a landslide at a vast garbage dump in Uganda’s capital Kampala has risen to 13, police said on Sunday, as rescue personnel continued to dig for survivors. On Saturday, the Kampala Capital City Authority had put the death toll at eight. The landfill site, known as Kiteezi, has served as Kampala’s sole garbage dump for decades and had turned into a big hill. Efforts by the city authority to procure a new landfill site have dragged on for years. In 2017 at least 115 people were killed in Ethiopia, crushed by a landslide at a garbage dump in Addis Ababa.

Ukrainian drones struck a key military airfield in Russia's Lipetsk region, forcing authorities to declare a state of emergency in another Russian region this week in the face of Kyiv's ongoing cross-border offensive. All are receiving the necessary assistance," Artamonov said in a later Google-translated Telegram update, without detailing the state of those who had suffered injuries. Kursk was still reporting missile danger alerts as of Friday, according to Google-translated Telegram updates from regional Governor Alexei Smirnov, who said the local situation remained "difficult." Moscow has continued its own advances, with a Russian missile hitting a supermarket in the town of Kostiantynivka in the front-line Ukrainian region of Donetsk on Friday. At least 10 people were killed and 35 others were injured as a result, according to Minister of Internal Affairs Ihor Klymenko in a Google-translated Telegram update.

Struggling to feed her family after losing her job as a cleaner earlier this year, 56-year-old Norma Villarreal went to church Wednesday in the hardscrabble outskirts of Buenos Aires and waited in the pre-dawn darkness for over an hour to petition St. Cayetano, the patron saint of bread and work. Throughout decades of political change in Argentina, the annual Aug. 7 pilgrimage to St. Cayetano Sanctuary has served as a potent, and grim, reminder that in Argentina, economic despair remains a constant. But this year might be unique in one thing: The desperation over rising joblessness that drives Argentines to call on St. Cayetano has been matched by rage at the painful austerity program of libertarian President Javier Milei. While Milei has prioritized combating the country’s dizzying inflation rate — which fell in June to 4.2% month on month, the lowest since January 2022. Unemployment has become a growing concern as Milei’s government freezes public works projects and shutters ministries in his campaign to cut down the state.

Financial-services firms risk the wrath of the Securities and Exchange Commission if their employees make campaign contributions to state or local officials such as Walz. Donating to the campaign would violate the regulator's "pay-to-play" rule, which keeps firms from trying to sway politicians for favors such as managing their state's pension fund. Those employees are also required to get permission to donate to the Harris-Walz campaign. It is possible to sidestep the pay-to-play rule by donating to PACs or Super PACs that aren't directly tied to the relevant candidate. "The Pay-to-Play Rule, although well-intentioned, imposes unique, unquantifiable costs on individuals by impeding their ability to participate in the political process."

Yet in over half of the shootings we identified, ICE agents never made an arrest. But Ramos still became one of dozens of people on the receiving end of an ICE agent's deadly force. Given the many ways lower rates can affect your finances, here are some things to consider when deciding what steps to take in response. Here’s how lower rates may affect key areas of your financial life, along with tips on what to do about it. If that proves difficult to get, see if you can transfer your balance to a credit card from a credit union or local bank that offers lower rates than the biggest banks. And because many variables determine what that factor will be, it will be hard to figure out the impact of lower interest rates. On another occasion, dispatchers made an Amtrak train wait over an hour while allowing three separate freight trains to pass, officials said. Investors who are camped out in cash are nabbing sweet yields, but the clock is ticking on that attractive income. Money market fund assets totaled $6.14 trillion as of the week ended July 24, according to the Investment Company Institute . The largest money market funds are offering an annualized 7-day current yield of 5.12%, per the Crane 100 Money Fund Index. "Investors must also remember that the liquid securities held in money market funds have maturities capped at slightly over a year," he said. While these short-term bonds may be an attractive alternative to hiding out in cash, investors should avoid making them the lion's share of their fixed income holdings.

Since Harris kicked off her presidential campaign, there’s been a string of good news for the US economy. Harris will have Biden’s mostly strong economy to run on. By June 2021, Biden’s sixth month in office, the nation’s inflation rate jumped to more than 5%. After the Federal Reserve hiked interest rate hikes to a 23-year high to stamp out inflation, the economy — eventually — started to run at a slower pace. The Biden administration canceled $168 billion in student loan debt for 4.8 million Americans.

It sounded like a story ripped from a narco thriller: One of the biggest drug lords in Mexico was lured onto an airplane, flown across the border and presented to American federal agents by the son of his former partner in crime. As improbable as it may seem, that is exactly what appears to have happened on Thursday evening, when a Beechcraft King Air turboprop landed at a small municipal airport outside El Paso, and off stepped one of the most wanted men in Mexico: Ismael Zambada García, a founder of the notorious Sinaloa drug cartel. Mr. Zambada García, known as El Mayo, had for decades evaded capture by both Mexican and American officials, living a life of luxurious simplicity in the mountains of Sinaloa — despite the $15 million U.S. bounty on his head. But in the end, U.S. officials said, he was betrayed by an unlikely foe: a son of his closest criminal ally, Joaquín Guzmán Loera, the infamous drug lord known as El Chapo, who is now serving a life sentence in an American federal prison.

CNN —A local law enforcement commissioner revealed during a House Homeland Security hearing on Tuesday stunning new details about the security failures that led to the near assassination of Donald Trump, raising more questions for the embattled US Secret Service. Paris told lawmakers about the communications between the Secret Service and local law enforcement who initially spotted Thomas Matthew Crooks, the would-be assassin. “That is my understanding,” Paris said, adding that the officers went searching with other local officers in the area. State Police then received a call and a text from the ESU about Crooks’ activity that they immediately relayed to Secret Service. State Police “verbally turned right around and gave it to the Secret Service,” Paris said.

A key question after an assassination attempt on former President Donald J. Trump a week ago is why the Secret Service excluded from its secured zone a nearby warehouse the gunman used for his assault. But another possible flaw in the Secret Service’s plans for the campaign rally at the farm show grounds in Butler, Pa., is emerging. The protection agency expected the sizable contingent of officers from local law enforcement agencies to contain any threats outside of the secured zone but assigned almost all those officers to work inside it, according to numerous interviews with local law enforcement and municipal officials. More specifically, the local law enforcement officials say that none of them were assigned to safeguard the complex of warehouses just north of the farm show grounds. The gunman was able to use the roof of the warehouse closest to the stage — about 450 feet from the podium — from which to shoot.

While it offered few clues on how to tackle economic difficulties, the meeting did provide further insight into a shake-up of high-level personnel over the past year. If past sessions are a guide, a more detailed report may be released in the following days, but for now, “the plenum communique is light on specifics,” Evans-Pritchard added. That came days after China released disappointing economic data for the second quarter of this year. Analysts say that the coming months could offer more details on how Xi plans to revive the economy. Emphasizing short-term economic policies is rare in the history of the third plenums, said Larry Hu, chief China economist for Macquarie Group.

Amid a widespread global IT outage, some investors were experiencing disruptions on Friday at financial services companies, including Charles Schwab , one of the country's largest brokerage firms. The issues stem from a faulty software update from cybersecurity company CrowdStrike, which affected businesses worldwide, including airlines, banks and media outlets. CrowdStrike CEO George Kurtz said the company is "actively working with customers impacted by a defect found in a single content update for Windows hosts." A banner across Charles Schwab's website said "certain online functionality may be intermittently slow or unavailable," noting that phone services may be disrupted with "longer than usual hold time." CNN —While tourists in Barcelona risk being squirted with water pistols, those in the town of Calpe on Spain’s Mediterranean coast face another threat: a hefty fine for reserving space on the beach for themselves. Those who do not comply with this rule face being reported, their belongings being removed and fines of €250 euros (around $270). Chairs, hammocks and umbrellas that are left unattended for more than three hours during the day may be removed, the council said. In May, there were further crackdowns on party boats and public drinking on the islands of Ibiza and Mallorca. And in April, locals in the Canary Islands protested against excessive tourism, blaming visitors for pricing them out of their homes and causing environmental damage.
