SAN FRANCISCO — Elon Musk had a demand. On Oct. 28, hours after completing his $44 billion buyout of Twitter the night before, Mr. Musk gathered several human-resource executives in a “war room” in the company’s offices in San Francisco. But Mr. Musk’s team said he was used to going to court and paying penalties, and was not worried about the risks. Two days later, Mr. Musk learned exactly how costly those potential fines and lawsuits could be, three people said. The order for immediate layoffs, the ensuing panic and the about-face reflect the chaos that has engulfed Twitter since Mr. Musk took over the company two weeks ago.

REUTERS/Igor RussakLONDON, Nov 1 (Reuters) - Russia does not need a presidential decree to formalise the completion of a partial mobilisation of reservists to fight in Ukraine, and none will be issued, the Kremlin said on Tuesday. Russia had already said it had recruited the 300,000 reservists it needed in just over a month, and that no more were required. But the Kremlin's refusal to issue a formal decree ending recruitment may increase concern among Russians that the mobilisations could still be restarted. "The Presidential Administration's legal department has reached its conclusion ... partial mobilisation has been completed. The part of Putin's mobilisation decree outlining how many would be called up was classified and never made public, adding to fears that the enlistment campaign could resume.

TMTG launched Truth Social in February in the Apple App Store and in Google’s Play Store in October. Truth Social has been downloaded 2.9 million times across both platforms, according to market tracker Appfigures. Trump had 4.37 million followers on Truth Social as of Oct. 27, compared to the more than 88 million followers he had on Twitter when the platform permanently suspended him.

The doctor sent along the questions and answers and received a resounding “no” from the PR official: “We ask that you do not comment to the NY Times at this time.”“They’re censoring me,” the doctor told CNN. Even when they are permitted to speak about abortion as private citizens, these doctors say, their employers have made it clear that they would prefer the doctors not talk at all, and so they have hesitated to speak up. UT Southwestern isn’t the only medical center that has been hesitant to allow their doctors to speak with the media. About 10 hospitals and medical practices said no, Wade told CNN. And I thought we would use our position as a respected women’s health institution to continue to educate about the impact these laws have on women’s health,” she told CNN.
The move underscores huge business headwinds facing chipmakers and chip equipment makers around the world, as the Biden administration published a sweeping set of export controls on Friday aimed at slowing China's progress in advanced chip manufacturing. The source added that the company would also cease supplying China chip plants owned by Intel (INTC.O) and SK Hynix, the world's second-largest memory chipmaker. SK Hynix reiterated its stance that it would seek a license under new U.S. export control rules for equipment to keep operating its factories in China. Another source at an overseas chip equipment company told Reuters that all of the major suppliers to fabs were working round-the-clock to assess the long-term impact of the regulations. Shares in KLA tumbled nearly 5% on Monday, hit by the latest U.S. export control measures.

Some of the world's largest banks from Goldman Sachs to Morgan Stanley will cough up nearly $2 billion in penalties to the US regulators for failing to sufficiently monitor their employees' use of unauthorized messaging apps. At the heart of the matter here are bankers' use of communications platforms like Whatsapp or Signal. These are encrypted messaging apps that bankers regularly use to communicate with clients and even journalists. The largest US banks, boutiques, and European lenders were caught up in a probe around the use of unauthorized messaging apps. Whatsapp, for example, is a popular messaging app with bankers dealing with clients based outside the US.
Kenya's Finance Minister Ukur Yatani and former Bank of England Governor Mark Carney attend the UN Climate Change Conference (COP26) in Glasgow, Scotland, Britain, November 3, 2021. REUTERS/Yves Herman/File PhotoSept 21 (Reuters) - Major Wall Street banks have threatened to leave United Nations climate envoy Mark Carney's financial alliance over legal risks, the Financial Times reported on Wednesday, citing several people involved in internal talks. Some members of the alliance have recently said that they "feel blindsided by tougher UN climate criteria and are worried about the legal risks of participation", the report said. The banks' legal departments are particularly anxious about U.S. Securities and Exchange Commission (SEC) rules around climate-risk disclosures, the report added. The SEC will soon require formal disclosures in annual reports about governance, risk-management and strategy with respect to climate change.
Insider spoke with experts who constructed a tool kit for HR to facilitate layoffs the right way. But there is a better way — and a worse way — to tell workers you're laying them off. To help get it right, Insider pulled together a tool kit for HR professionals who carry the weight of conducting layoffs. Human resources professionals are responsible for managing layoffs under these difficult conditions and making sure they're done right. To avoid making cuts that can appear targeted, HR staff should review layoff rosters with the company's legal department.
