(AP) — The Louisiana Legislature has until Jan. 15 to enact a new congressional map after a lower court last year ruled that the current political boundaries dilute the power of the state’s Black voters, a federal New Orleans appeals court said Friday. Louisiana is among states still wrangling over congressional districts after the U.S. Supreme Court in June ruled that Alabama had violated the Voting Rights Act. They argue that Black populations in the state are too dispersed to be united into a second majority Black district. Lawmakers now have until mid-January to draw and pass a new map, which would have to be done through a special session. However, in the appeals court’s order it does say that the district court will have discretion to grant “limited additional time” if requested.

Before a single ballot was cast, Louisiana Democrats knew they couldn’t win control of the State Legislature this year. It was mathematically impossible, because a lack of candidates meant they were not even contesting the majority of districts. Their best hope for political success rested with Shawn Wilson, a former state transportation secretary, and the expectation he would force a runoff against Jeff Landry, the state’s hard-line Republican attorney general, in an open primary for governor. At least, Democrats reasoned, Mr. Wilson would make it a little harder for the overwhelmingly favored Republican to flip control of the governor’s mansion in a region increasingly dominated by conservatives. But when Mr. Landry won a majority of the primary vote in October, eliminating the need for a runoff, the results instead laid bare the bleak conditions of a state Democratic Party decimated by internal divisions, paltry fund-raising totals and a disenchanted voter base.

As attorney general, Landry fought the EPA’s investigation. Health officials, for example, wanted the unilateral power to decide if and when they had to do the EPA-proposed analysis. The XFL is owned by movie star Dwayne 'The Rock' Johnson while the USFL is under the ownership of Fox Corp. In a joint statement the XFL and USFL said the merger will be subject to customary regulatory approvals. Neither the XFL or USFL or a new league pose a threat to NFL dominance with the merged entity continuing to play a Spring schedule. McMahon relaunched the league in 2020 but never finished the season due to the COVID-19 pandemic.

All three states lean heavily Republican in federal elections, yet Democrats currently control the governorship in two out of the three. As usual, we are rating these races on the following scale: Safe Republican, Likely Republican, Lean Republican, Toss-Up, Lean Democratic, Likely Democratic and Safe Democratic. The race moving in the Republican direction is Louisiana, which we’re shifting from Likely Republican to Safe Republican. But for now, we’ll keep it at Likely Republican. That may be in tune with Kentucky voters, who, despite the state’s Republican lean, rejected a 2022 ballot measure that would have enhanced the state’s ability to outlaw abortion.

NEW ORLEANS (AP) — A federal appeals court Friday significantly whittled down a lower court's order curbing Biden administration communications with social media companies over controversial content about COVID-19 and other issues. Circuit Court of Appeals in New Orleans on Friday said the White House, the Surgeon General, the Centers for Disease Control and the FBI cannot “coerce” social media platforms to take down posts the government doesn’t like. Even the appeals court’s softened order doesn’t take effect immediately. The administration has 10 days to seek a Supreme Court review. The case was heard by judges Jennifer Walker Elrod and Edith Brown Clement, nominated to the court by former President George W. Bush; and Don Willett, nominated by former President Donald Trump.
