Kenya’s government will not await a court of appeal ruling before deploying its forces to Haiti, a senior government official said, further underscoring the government’s determination to move ahead with the proposed multinational force aimed at bringing stability to the gang-ravaged Caribbean nation. Abraham Korir Sing’Oei, the principal secretary at the Ministry of Foreign Affairs, told The New York Times in an interview that Kenya and Haiti were working to finalize a bilateral agreement in the next two weeks and that, once in place, Kenyan forces would immediately deploy. The declaration from Mr. Sing’Oei comes just a week after the country’s High Court blocked the deployment of 1,000 police officers, saying it could go ahead only if there was a “reciprocal arrangement” detailing the framework under which Kenyan forces can operate in Haiti. High Court judge Chacha Mwita ruled on Friday that President William Ruto and his National Security Council do not have the authority to send police officers to Haiti or any other country under Kenyan law. CNN —Concerns over Kenya’s human rights record have cast a shadow over a UN decision that gave Kenya the go ahead to lead an armed multinational force to Haiti amid brutal gang violence in the Caribbean country. The resolution authorizes the force to deploy for one year, with a review after nine months. Ethiopia’s Gudaf Tsegay also broke the women’s 5,000-meter record with a time of 14 minutes, 0.21 seconds. Sweden’s Duplantis needed just one attempt at 6.23m – a centimeter higher than his own record set in France earlier this year. Duplantis clears 6.23m at Hayward Field -- the seventh time he has broken the world record. Tsegay’s effort means that the women’s 5000m record has now been lowered by nearly 11 seconds over the past three years.

CNN —The inaugural Africa Climate Summit drew to a close on Wednesday, with the host, Kenya’s president William Ruto, saying that a total of $23 billion had been pledged to green projects by governments, investors, development banks and philanthropists. Among the most eye-catching finance announcements, the United Arab Emirates pledged $4.5 billion to clean energy initiatives in Africa. “It is our ambition that this will launch a new transformative partnership to jumpstart a pipeline of bankable clean energy projects in this important continent,” Al-Jaber said, adding that the investment could lead to the generation of 15 gigawatts of clean energy by 2030. At the Africa Climate Summit, UN Secretary General Antonio Guterres noted that the continent was responsible for less than four per cent of global carbon emissions.
