Hong Kong CNN —Shanghai was brought to a standstill on Monday morning by what authorities say was the strongest typhoon to directly hit the Chinese financial hub in more than seven decades, with flights, trains and highways suspended during a national holiday. Typhoon Bebinca made landfall in an industrial suburb southeast of the metropolis of 25 million people around 7:30 a.m. local time. The Joint Typhoon Warning Center (JTWC) said it packed top wind speeds of 130 kilometers per hour (80 mph), the equivalent of a Category 1 Atlantic hurricane. The storm is the strongest to make landfall in Shanghai since 1949, according to Chinese state media. The China Meteorological Administration on Monday issued a red typhoon warning, its most severe alert, warning of gale force winds and heavy rainfall in large swathes of eastern China.

Honolulu (AP) — Investigators reviewing the emergency response to last year’s wildfire that killed 102 people on Maui said in a report released Friday they found “no evidence” Hawaii officials made preparations for it, despite days of warnings that critical fire weather was coming. The Hawaii Emergency Management Agency didn’t immediately respond with comment. Maui fire commanders discussed the forecast, but “no evidence of pre-event preparedness plans by the MFD were produced,” the report said. Maui County and the state use private contractors to help fight fires with water tankers and heavy equipment. And despite the warnings, the heads of the county emergency management agency and the Maui Fire Department were off-island that day, attending conferences in Honolulu.

U.S. crude oil jumped more than 1% to trade above $68 per barrel on Thursday, after Hurricane Francine churned through the Gulf of Mexico, disrupting oil production before making landfall in Louisiana. Oil futures rose more than 2% in the previous session as the storm threatened supplies. "Hurricane Francine has likely disrupted about 1.5mn barrels of US oil production, which we estimate will reduce September production in the Gulf of Mexico by around 50,000bpd," Giovanni Staunovo, an analyst at UBS, told clients in a Thursday note. Staunovo said the recent slump may be due to traders losing confidence in OPEC's ability to maintain compliance with production cuts at lower price levels. UBS expects oil prices will continue to rise, at least the short term.

Oil prices were flat on Thursday as concerns about lower demand erased the gains from the previous session spurred by Hurricane's Francine's impact on output in the U.S., the world's biggest crude producer. But with the storm set to eventually dissipate after making landfall, the oil market's attention again turned to lower demand. U.S. oil stockpiles rose across the board last week as crude imports grew and exports dipped, the Energy Information Administration said on Wednesday. The data also showed gasoline demand fell to its lowest since May at the same time distillate fuel demand dropped, with refinery runs also declining. Flooding rainfall, powerful winds and potentially life-threatening storm surge could pummel parts of the upper Texas and Louisiana coastlines as Francine passes through. In addition to a hurricane warning in Louisiana, tropical storm warnings and watches have been issued along a stretch of the Louisiana and Texas coast. Tropical Storm Francine is expected to strengthen to a hurricane by midweek when it reaches the U.S. Gulf Coast. The storm started as a disturbance in the Gulf of Mexico and strengthened into a tropical storm Monday. The National Oceanic and Atmospheric Administration had predicted above-normal hurricane activity in the Atlantic basin this year, forecasting 17 to 25 total named storms — which is defined as having winds of 39 mph or higher — with eight to 13 forecast to become hurricanes. The above-normal activity was forecast because of near-record warm ocean temperatures in the Atlantic, La Niña conditions in the Pacific, reduced Atlantic trade winds and less wind shear.

ATLANTA — Walt Ehmer, the president and CEO of Waffle House and a member of the board of trustees for the Atlanta Police Foundation, has died at age 58, the foundation announced Sunday. The board of directors for Waffle House issued a statement Sunday afternoon saying Ehmer died after a long illness. Ehmer was chair of the Georgia Tech Alumni Association Board of Trustees from 2012 to 2013 and served numerous organizations, including the Georgia Tech Foundation Board and the Georgia Tech Advisory Board. The Waffle House chain of around-the-clock diners opened in 1955 and now boasts more than 1,900 locations in 25 states.

A quarter of US homeowners (26%) said they are financially unprepared for extreme weather events, according to Bankrate, which surveyed a nationally representative sampling of nearly 1,300 homeowners at the end of July. Those most likely to say they were unprepared lived in the South (29%), the West (28%) and the Northeast (25%).
