She also ruled that a license must come from federal environmental agency IBAMA and not state agency IPAAM. Brazil Potash on Wednesday declined to comment on the ruling, which was based on an appeal by the state environmental agency IPAAM. Brazil Potash says it would have minor environmental impact because salt separated from the potash at a processing plant would be returned underground.

Building collapse in Havana kills at least one, others trapped

HAVANA, Oct 4 (Reuters) - A building partially collapsed in the Cuban capital Havana on Tuesday night, killing at least one person and leaving at least two others trapped beneath the rubble, the municipal government said. The collapse in the Old Havana tourist district gutted the insides of the decrepit building that was home to 13 families and 54 people. It wrenched terraces off its facade and trapped many people beneath piles of rubble and rebar. One person had been killed and two others were hospitalized in critical condition, the municipal government said in a statement. The building collapse is the latest in a series of disasters that have beset crisis-racked Cuba, including a gas explosion that destroyed Havana´s Saratoga Hotel in 2022 and a massive tank farm fire in Matanzas, an hour east of the capital, several months later.

US prepares measures to help Cuban small businesses

WASHINGTON, Sept 18 (Reuters) - The Biden administration is preparing to unveil new regulatory measures to allow more U.S. financial support for small private businesses in Cuba, a person familiar with the matter said on Monday. The new measures could be rolled out while Cuban President Miguel Diaz-Canel is visiting New York for the United Nations General Assembly beginning on Tuesday. The official insisted that any U.S. steps to aid the Cuban people would be carried out "restricting to the furthest extent possible any benefit to the Cuban military." The Cuban embassy in Washington did not immediately respond to a request for comment. The new measures could help facilitate a flow of U.S. loans.

Cuban authorities have arrested 17 people in connection with what they described as a network to recruit Cuban nationals to fight for Russia in Ukraine. Cuba's Foreign Ministry said on Monday that the government had detected a network operating from Russia to recruit Cuban citizens living both in Russia and in Cuba to fight in Ukraine.
