Roy Cooper has taken himself out of consideration to be Vice President Kamala Harris’ running mate, according to two sources familiar with the discussions, in a sign that the accelerated search has entered a new phase. She intends to have private conversations with top contenders, sources said, but it was unclear whether those discussions have started. Cooper, whose friendship with Harris dates back to their time serving as the attorneys general of their respective states, was also the oldest candidate under consideration. Polling and extensive research is underway for other top contenders, sources said, including Pennsylvania Gov. The party has said its goal is to nominate its presidential and vice presidential candidates by August 7.

New York CNN —State Farm is seeking increases of as much as 52% for some of its residential insurance rates in California, which could ramp up the financial burden for many homeowners and renters in the state’s troubled insurance market. It’s the third major change for State Farm in California within the last year. “State Farm General’s latest rate filings raise serious questions about its financial condition,” California Insurance Commissioner Ricardo Lara said in a statement. A few months following State Farm’s decision to stop offering new home insurance, Farmers Insurance also started limiting new homeowners insurance policies in California, citing high costs and wildfire risks. Farmers is the second-largest provider of homeowners insurance in the state, after State Farm.

That’s how Mark Robinson’s aides characterize any attention to his diatribes against Jewish people, gay people, women. They want voters in North Carolina, where he is the Republican nominee for governor, to see him as just another conservative whose straight talk and religiousness come under predictable fire from the ambassadors of wokeness. And Robinson’s fate will be an especially revealing referendum on just how much, in the America of 2024, tribalism trumps common sense and common decency and voters tune out the truth. The governor’s race pits Robinson, who’d be North Carolina’s first Black governor, against Josh Stein, the Democrat, who’d be its first Jewish one. And they’re the very foundation of his improbable political career: He was elected lieutenant governor of North Carolina in 2020 almost solely on the basis of a single speech in opposition to sensible restrictions on firearms.

CNN —Maryland’s governor pardoned more than 175,000 marijuana convictions Monday – a significant act of mass clemency that reflects the rapidly changing attitudes toward a drug that more than half of Americans want to see legalized. Wes Moore, a Democrat, will forgive low-level marijuana possession and certain paraphernalia charges for an estimated 100,000 people, the governor’s office said, noting it was possible for a person to have more than one conviction pardoned. But it will result in the pardons of more than 150,000 misdemeanor convictions for simple possession of cannabis and more than 18,000 misdemeanor convictions for use or possession with intent to use drug paraphernalia. Officials framed the pardons as an effort to undo the lasting harm left by these convictions, which are disproportionately borne by Black and brown people. CNN —Louisiana lawmakers on Thursday gave final approval to a bill that would classify the abortion-inducing drugs misoprostol and mifepristone as Schedule IV controlled dangerous substances in the state, placing them in the same category as highly regulated drugs such as narcotics and depressants. The state Senate voted 29-7 to pass the bill, which the state House approved earlier this week. If signed into law, Louisiana would become the first state to classify the drugs as controlled dangerous substances. Senate Bill 276 would make it a crime to give abortion medication to a person without their consent. Pregnant women in possession of mifepristone and misoprostol for their own consumption would be exempt from such penalties under the legislation.

Kristi Noem did herself no favors with “No Going Back,” her new book featuring a fake story about a dictator and a true story about a dog. I’m truly grateful to Noem for writing — or at least publishing — this book. But the book by the South Dakota governor and presumably erstwhile contender to be Donald Trump’s running mate is worth reading in full for two additional reasons. Only Trump can decide whether Noem’s slaying of a dog named Cricket also killed off the governor’s vice-presidential hopes. Reading the rest of it makes clear not only why Noem killed the dog, but why she chose to share the story — and why she belongs nowhere near the vice presidency.
