What did Kurt Vonnegut, the novelist, and François Mitterand, the socialist president of France from 1981 to 1995, have in common with Donald Trump? Both, at some point, believed in what economists call the lump of labor fallacy. And Trump clearly shares that belief. As I noted in my most recent column, it underlies his hostility to immigration — well, that and his belief that immigrants are “poisoning the blood of our country.” It also underlies his protectionism. So this seems like a good time to talk about the lump of labor fallacy, how we know it’s a fallacy and why it’s a zombie — an idea that refuses to die and instead keeps shambling along, eating people’s brains.

It is widely suspected that Orban is using his veto on the funds for Ukraine to force Brussels into unlocking the money for Hungary. Beyond Europe, there are also major concerns about what a second Donald Trump presidency would mean for Ukraine and European security as a whole. As the Ukraine crisis approaches the two-year mark it is becoming increasingly difficult for Europe to manage. On the other, the consequences of Ukraine losing the war could be unconscionable for the rest of Europe.

BERLIN (AP) — Efforts to fight public sector corruption are faltering around the world, in part because a “global decline in justice and the rule of law since 2016," according to a corruption index released Tuesday. Transparency International, which compiles the annual Corruption Perceptions Index, found 23 countries at their worst level since the global ranking began almost three decades ago, including both high-ranking democracies and authoritarian states. The global average was unchanged at 43 for the 12th consecutive year, and more than two-thirds of countries scored below 50. Arab countries’ average score on the index hit an all-time low of 34, and sub-Saharan Africa remained stagnant at 33. Transparency International said that the government's “pervasive control of public institutions facilitates the widespread abuse of power without accountability" while judicial independence is eroding.

The estimated program cost is 10.4 billion Canadian dollars, of which just under 6 billion dollars is the purchase price of the planes. (The program cost includes weapons, training simulators, spare parts and renovations at the Air Force bases in British Columbia and Nova Scotia where the planes will be stationed.) As with the 1980s vintage CP-140 Aurora planes they will replace, the main duty of the newcomers will be tracking submarines. But, as is the case now, they will most likely perform a number of other tasks ranging from tracking drug smuggling in the Caribbean to monitoring pollution in Canada. In particular, they wanted it to consider a proposed marine surveillance plane from Montreal-based Bombardier.

OSCE Limps Through Another Year as Russia Relents on Veto

SKOPJE (Reuters) - The Organization for Security and Cooperation in Europe (OSCE) should continue to function for another year as frequent holdout Russia joined others on Friday in approving Malta as OSCE chair for 2024 and extending four senior officials in their positions. The OSCE is the successor to a body set up during the Cold War for the east and west to engage with each other. In recent years, however, and especially since it invaded Ukraine, Russia has used what is effectively a veto each country has to block many key decisions, often crippling the organization. Russia spent months preventing NATO member Estonia from becoming the next OSCE chair as originally planned. While relenting on vetoes that could have brought the OSCE even closer to collapse, Russia showed no sign of warming to its critics among the OSCE's 56 other member states, particularly the United States.
