In 1940, Benjamin O. Davis Sr. became the first Black person to achieve the rank of brigadier general in the US Army. Twenty years after his father made history, Davis Jr. became the first Black brigadier general in the Air Force in 1960. Davis Sr. was born in Washington, DC, less than 20 years after the ratification of the 13th amendment, which abolished slavery. So, Davis Jr. moved alone to Chicago for nearly two years to secure the nomination and his spot at West Point. “So, (the Army) provided no opportunities for African Americans to lead troops, it provided no opportunities before 1940 for African Americans to fly airplanes, there were no African Americans in the Marine Corps,” Moye added.

A few schools have created new aid forms or processes on the fly to award their own grants and scholarships. In 2020, Congress passed a law that required enormous changes to the processes used to award federal aid. The first was to the Free Application for Federal Student Aid, or FAFSA, form to make it easier to complete. The updated FAFSA — which is slated to be available by the end of December — will not only streamline the process and make it easier for families to apply for aid, but also expand eligibility for federal aid, including Pell Grants. Under the changes, 610,00 more students nationwide will become eligible for Pell Grants and nearly 1.5 million more students will receive maximum Pell Grant eligibility, the Department of Education said in a press release on Wednesday. The maximum Pell Grant award was $7,395 for the 2023-24 aid year. Kelli Williams, a former construction manager for Atlanta-based Southern Co., filed a whistleblower lawsuit against the company and its subsidiary Mississippi Power Co. in 2018. The Kemper County power plant was supposed to be a world leader in turning soft coal into a gas and burning it to generate power, while removing climate-warming carbon dioxide and other pollutants. The cost of the plant ballooned and Mississippi Power could never make it run reliably. For example, she alleged Mississippi Power erected piping without permanent fasteners, knowing the work would have to be redone again later at higher cost, an allegation first aired by The Guardian in 2018.

After two years of receiving federal subsidies, 220,000 child care programs across the country were cut off from funding Saturday. The largest investment in child care in U.S. history, the monthly payments ranged from hundreds to tens of thousands of dollars, and stabilized the industry during the COVID-19 pandemic. She said taxpayers will end up paying more in the long run to welfare programs if the government doesn't make investments now in child care. There are just two child care centers in the entire county, and the community can't afford to lose either one, she said. If West Virginia wants to grow its economy, child care is part the infrastructure necessary for that to happen, Tiffany Gale said.
