The Biden administration is preparing to publicly accuse several Chinese hackers of conducting sweeping hacks against US companies on behalf of China’s civilian intelligence service, three people familiar with the matter told CNN. An announcement identifying the hackers with names and photos is expected as soon as Monday, the sources said. The hackers have been using a Chinese technology company as a front to cover their hacking activity, one of the sources said. The British government is also preparing to accuse the hacking group of targeting UK organizations, the sources said. The cybersecurity industry knows the hacking group as APT31 or Judgement Panda, and researchers have found the hackers targeting everything from US law firms to European industrial organizations to international apparel companies.

CNN —Former President Donald Trump’s team is in discussions with Paul Manafort, his 2016 campaign chairman whom he later pardoned, to potentially help with the Republican National Convention in Milwaukee, three sources familiar with the ongoing conversations told CNN. Manafort, who was one of several individuals who ran Trump’s 2016 presidential campaign, was pardoned by Trump after being found guilty of several financial crimes in 2018. Trump has told allies he wanted to bring Manafort back into the fold, but it was unclear in what capacity. The former Trump campaign staffer was found to have committed financial fraud in 2019. Even after resigning as chairman of Trump’s campaign, he was still involved with the former president’s transition to the White House, CNN reported at the time.

In the 388-page report released last month, Hur concluded that Biden mishandled and improperly disclosed classified information after leaving the vice-presidency. But Hur said that he didn’t believe there was enough evidence to charge Biden with a crime. According to the transcript, Biden asks aloud when he was vice president, as he tried to recall timelines. “Remember, in this time frame, my son is either deployed or is dying,” Biden said, according to the transcript. The transcript shows investigators at times seeming to struggle to keep control, as Biden used up time with long answers.

which found evidence Biden willfully retained classified materials but that the evidence did not rise to the level of proof beyond a reasonable doubt. And he took on criticism directly over his inclusion of the state of Biden’s memory. On the Republican side, lawmakers pressed Hur on why he didn’t charge Biden despite the evidence of classified documents in Biden’s possession. “In short, to borrow a phrase from the last administration, the Hur report represents the complete and total exoneration of President Biden,” Nadler said. Hur found some evidence that Biden willfully retained classified materials after he left the Obama White House.

CNN —Commercial fishermen off the coast of Alaska have found what officials are concerned could be another spy balloon and are bringing it to shore with them, three sources familiar with the matter told CNN. The existence of high-altitude surveillance balloons burst into US consciousness last year, when a Chinese spy balloon appeared to blow off course and transited across the continental US. The US assessed that the spy balloon was part of an extensive surveillance program run by the Chinese military, as CNN reported at the time. There were three additional shootdowns of unidentified high-altitude objects in the weeks following the Chinese balloon incident. NORAD later said in a statement that the balloon was “likely a hobby balloon” that posed no threat.

CNN —Special counsel David Weiss charged a former FBI informant with lying about President Joe Biden and his son Hunter Biden’s involvement in business dealings with Ukrainian energy company Burisma Holdings. Alexander Smirnov, 43, is facing charges in connection with lying to the FBI and creating false records. CNN is working to determine whether Smirnov has an attorney. Smirnov’s charge undercuts a major aspect of Republicans’ claims that Joe Biden was financially benefiting from his son’s business dealings in Ukraine. According to court records, Smirnov told an FBI agent that he had spoken with the owner of Burisma about the company’s efforts to buy a company in the United States.

White House and Biden allies have taken aim at Hur for what they view as a gratuitous characterization of the president. White House Counsel Ed Siskel and Robert Bauer, the president’s personal attorney, were in the White House Map Room for the president’s interview with Hur, people briefed on the matter said. It was a mistake for the White House to “put him out on weakness and not strength,” one administration official said. White House officials stood by the forcefulness of the White House’s pushback to Hur’s report, saying not only did Biden take questions from reporters Thursday night, but the next day, White House counsel spokesman Ian Sams joined the press briefing. The White House has also sent a letter to the White House Correspondents’ Association taking issue with news coverage of the Hur report, the officials pointed out, while the Biden campaign has pointed to allies and legal experts questioning aspects of the report that the White House sees as problematic.

Carolyn Kaster/AP/FileUS national security officials have to weigh whether publicly calling attention to disinformation might inadvertently amplify the very message they’re trying to bat down. In both scenarios, federal officials favored a muted public response, largely choosing to let state and local governments take the lead. State and local officials run elections and are more trusted voices in their communities, but how can federal officials act decisively to support them? “It’s a trick box,” said Adam Hickey, who worked on election security issues for the Justice Department’s National Security Division. “[W]e prioritize tabletop exercises that integrate the range of cyber, physical, and operational threats election officials may encounter,” Conley said in a statement to CNN.

The special counsel report found that Biden willfully retained classified information, including top secret documents, and knew he was in possession of some documents as far back as 2017. House Oversight Committee Republicans, who have separately investigated Biden’s handling of classified documents, criticized Hur’s report before it was even released or delivered to Congress. “Most notably, after being given multiple chances to return classified documents and avoid prosecution, Mr. Trump allegedly did the opposite.” Hur wrote. “Among the places Mr. Biden’s lawyers found classified documents in the garage was a damaged, opened box containing numerous hanging folders, file folders, and binders,” the report said. The photos included in Trump’s charging documents showed how he allegedly stored classified documents in various places at his Mar-a-Lago estate, including a ballroom, bathroom shower and his bedroom.

CNN —FBI Director Christopher Wray on Wednesday warned that Chinese hackers are preparing to “wreak havoc and cause real-world harm” to the US. Chinese government-backed hackers, Wray said, are targeting things like water treatment plants, electrical infrastructure and oil and natural gas pipelines, Wray said. The Chinese hackers are working “to find and prepare to destroy or degrade the civilian critical infrastructure that keeps us safe and prosperous,” Wray said. The court order allows the Justice Department to update vulnerable software used by thousands of devices in the US that are vulnerable to the Chinese hacking, the source said. The Justice Department action is an effort to undercut the Chinese hackers’ ability to communicate with some of the infrastructure used in the hacks. The Justice Department and FBI declined to comment. Rob Joyce, a senior National Security Agency official, has told CNN that the Chinese activity is “unacceptable” because of its potential disruptive effects. “I think the difference here is how brazen it is in scope and scale,” Joyce told CNN last May.

Garland said he agrees with special counsel Jack Smith’s assertion that the “public interest requires a speedy trial” in the 2020 election currently set for trial in March in Washington, DC. “The matter is now in the hands of the trial judge to determine when a trial will take place,” Garland said during the interview taped Thursday. And it’s is now in the hands of the judicial system, not in our hands,” Garland said. It’s unclear if that case – or the three other criminal cases pending against the former president and GOP presidential front-runner – will go to trial before the 2024 election. Garland also defended his use of special counsels to lead several investigations into Trump, President Joe Biden, and Biden’s son, Hunter, arguing that regulations keep investigators independent.

(CNN) – Fulton County prosecutors have discussed potential plea deals with at least six additional co-defendants charged alongside Donald Trump for attempting to subvert the 2020 presidential election, multiple sources tell CNN. Pro-Trump lawyer Robert Cheeley is among those who have been offered a plea deal in the Georgia case but, according to his lawyer, turned it down. A source with knowledge of the Fulton County DA’s strategy tells CNN that it would be open to discussing plea deals with anyone, but there is little room for compromise when it comes to the charges against Trump. To be clear, there is no indication that prosecutors or Trump’s legal team are interested in discussing a plea deal.
