President Biden has asserted executive privilege to deny House Republicans access to recordings of his interview with a special counsel investigating his handling of government documents, Justice Department officials and the White House counsel said on Thursday. The move is intended to shield Attorney General Merrick B. Garland from prosecution if House Republicans succeed in their effort to hold him in contempt for refusing to turn over audio of Mr. Biden’s conversations with the special counsel, Robert K. Hur. The move is certain to draw the ire of former President Donald J. Trump and his allies, but it is in keeping with the practice of his administration and that of his predecessor, President Barack Obama. The Justice Department cited executive privilege in opting not to pursue charges against two of Mr. Garland’s predecessors when they were held in contempt: Eric H. Holder Jr., a Democrat, in 2012 and William P. Barr, a Republican, in 2020. “It is the longstanding position of the executive branch held by administrations of both parties that an official who asserts the president’s claim of executive privilege cannot be prosecuted for criminal contempt of Congress,” Carlos F. This year, the headline film for the first summer weekend was Universal's "The Fall Guy." The result could send the 2024 summer box office down as much as $800 million compared to 2023, according to Comscore's Paul Dergarabedian, and have ripple effects for the whole year. At present, analysts believe the summer movie season will exceed $3 billion in ticket sales, but just barely. Before Covid, the summer box office consistently topped more than $4 billion.

The Louisiana secretary of state has ordered that the congressional map be finalized by May 15. Even so, they said, it was evident that creating a second district with a majority of Black voters was lawmakers’ overarching objective. Last year, a woman in Albany, N.Y., filed a complaint with the civilian board responsible for investigating allegations of misconduct by the city’s police: She believed officers had not thoroughly investigated her claim that the father of her 3-year-old daughter had sexually assaulted the girl. But when the board asked the Albany Police Department for a copy of the case file and issued subpoenas to compel the investigators to answer questions, the police refused to cooperate. Releasing investigative files, they argued, could endanger victims, according to internal emails. Eric Hawkins, the police chief, also told the board that he would not allow officers or detectives to cooperate with any of the panel’s investigations because forcing officers to respond to subpoenas would violate the police union’s contract, according to a lawsuit the board filed against the Police Department. The resistance to the Albany board’s demands is emblematic of the struggles such panels continue to face across the United States, decades after being created to increase police accountability.

Eric Hovde, the Republican banking executive challenging Senator Tammy Baldwin in Wisconsin, may be developing a problem with older voters. The bank he leads, Utah-based Sunwest, last month was named as a co-defendant in a California lawsuit that accuses a senior living facility partly owned by the bank of elder abuse, negligence and wrongful death. Mr. Hovde’s campaign called the suit meritless and said it was farcical to hold the chairman and chief executive of a bank responsible for the actions of a business that it seized in a foreclosure in 2021. Whatever its merits, the suit might have been largely irrelevant to Mr. Hovde’s political campaign had he himself not boasted recently of having gained expertise in the nursing home industry as a lender to such residences. In comments this month in which he suggested there had been irregularities in the 2020 election, Mr. Hovde drew on that experience to say that residents of nursing homes “have a five-, six-month life expectancy” and that “almost nobody in a nursing home is at a point to vote.” Those remarks were quickly condemned by Democrats in Wisconsin and by the former Milwaukee Bucks star Kareem Abdul-Jabbar.

CNN —Indiana’s ban on transition care for minors can take effect, an appeals court ruled Tuesday, issuing a stay on the district court’s ruling that blocked parts of the law last summer. The ruling from the US Court of Appeals for the Seventh Circuit in Chicago ordered the preliminary injunction from the district court in June 2023 to be stayed – meaning the law will take effect immediately. Indiana Attorney General Todd Rokita, a Republican, applauded the ruling in an audio statement shared with CNN. “Following the court’s order yesterday, Indiana’s common-sense law is now enforceable again,” Rokita said. “Meaning that we’re going to be banning dangerous and irreversible gender transition procedures for minors.

Washington CNN —The White House wrote to Attorney General Merrick Garland the day before special counsel Robert Hur’s report was released, vehemently objecting to aspects of the report – including its “multiple denigrating statements” about the president’s memory. Ultimately, Hur did not appear to heed calls by Biden’s lawyers to produce a narrow and concise report limited to the facts of the charging decision. The lawyers wrote Hur’s report “mirrors one of the most widely-recognized examples in recent history of inappropriate prosecutor criticism of uncharged conduct.”“The FBI and DOJ personnel’s criticism of uncharged conduct during investigations in connection with the 2016 election was found to violate ‘long-standing Department practice and protocol,’” the lawyers wrote. The letter underscores the deep anger generated by Hur’s report inside the White House and lays bare tensions between Biden’s team and Garland. CNN has previously reported that frustrations have run high inside the White House regarding some of Garland’s decisions related to the classified documents matter.
