With abortion access hotly debated since the end of Roe v. Wade last year, GOP politicians are trying to satisfy the base while positioning for next year’s general election. Photo: Probal Rashid/Zuma PressAs states, Congress and the Supreme Court weigh abortion restrictions, GOP presidential hopefuls are divided over how far to go on limits that are demanded by their base but unpopular with the voters who decide general elections. Former President Donald Trump nominated three justices to the Supreme Court, making a conservative majority that voted to overturn the constitutional right to an abortion last year. His spokesman suggested last week that Mr. Trump opposes any national abortion bans, which some Republicans are urging.
CEDAR RAPIDS, Iowa—Sen. Tim Scott ’s language was heavy with spiritual references during a recent speech here in the state that will start the Republican presidential nomination balloting early next year. Moving amid tables of GOP activists assembled in a country club ballroom, like a minister who had stepped down from the pulpit, the South Carolina senator thanked “God almighty,” talked of “false prophets,” spoke of “redemption” and “blessings” and thanked “God almighty” again.

PHOENIX— Arizona Sen. Kyrsten Sinema , the Democrat-turned-independent, is preparing for a re-election campaign, setting the stage for what could be an unpredictable three-way contest in the highly competitive state. Ms. Sinema and her team gathered in Phoenix earlier this week for a staff retreat, according to people familiar with the session. One meeting included a slideshow laying out a timeline of a potential run, according to slides reviewed by The Wall Street Journal. While Ms. Sinema hasn’t announced her plans, the materials reviewed by the Journal provide details on steps Ms. Sinema is taking to potentially run for re-election.
Democrats believe former President Donald Trump, who was indicted on Tuesday for his alleged role in paying hush money to a porn actress ahead of the 2016 election, is a threat to democracy and shouldn’t return to the White House. Many of them also think he is the best possible opponent for President Biden in 2024. With protesters and news media assembled in the streets, Mr. Trump reported to a Manhattan courthouse, where he pleaded not guilty to 34 counts related to the hush money and the alleged coverup. On his way to the proceedings, he posted on his social-media site: “Seems so SURREAL—WOW, they are going to ARREST ME. Can’t believe this is happening in America.”
PHOENIX—A fight in Arizona over a half-cent sales tax that funded much of the highway system is creating a rift between some Republicans and the business community and threatening to impede the operation of a major semiconductor project. The four-decade-old tax funds most transportation and infrastructure projects in Maricopa County, which gained more residents than any other in the U.S. last year. The tax is set to finish at the end of 2025 unless state lawmakers approve a plan to renew it that would go before voters on next year’s ballot.
The first test in the race to replace Sen. Dianne Feinstein of California is a year away, but the top three contenders are already furiously raising money, crisscrossing the state and amassing endorsements in what could become one of the most expensive statewide contests in recent memory. Reps. Barbara Lee , Katie Porter and Adam Schiff have been hitting the campaign trail hard, shoring up support and introducing themselves to new voters since Mrs. Feinstein announced in February that she would retire at the end of her term. The trio are some of the biggest names in Democratic politics but the field appears wide open, with no candidate drawing more than a quarter of the vote in an early poll.
GILBERT, Ariz.—Mike Landers enjoys taking his dog, Luci, for walks along the lush communal grass in the Islands, the master-planned neighborhood where he lives. This year, the grass looks particularly verdant. It’s been painted. “Could you tell? It looks like green grass,” said Mr. Landers, who is 69, and came from Minnesota, adding that Luci doesn’t seem to mind.
President Biden appears unlikely to face a serious challenge from a fellow Democrat in his expected re-election campaign. LAS VEGAS—President Biden is visiting the battleground state of Nevada to raise campaign cash and tout his economic message, as the state’s Democratic Party completes a tumultuous leadership change that saw the ouster of a divisive liberal as party chair. Fast-growing Nevada and its six electoral votes could be key in a tight presidential election. The state has voted for a Democrat in the past four election cycles for president. The state will be one of the first on the 2024 primary calendar for both parties, though Mr. Biden appears unlikely to face a serious challenge from a fellow Democrat in his expected re-election campaign.

Fast-growing Nevada and its six electoral votes could be key in a tight presidential election. The state has voted for a Democrat in the past four election cycles for president. PHOENIX— Kari Lake is still contesting the result of the Arizona governor race she lost. But she is now turning her attention to the state’s 2024 Senate contest, setting the stage for a political bounceback while worrying some Republicans who feel she is too extreme to win a general election. Ms. Lake, an ally of former President Donald Trump, has said she is focused on her election lawsuits, but aides say she is considering entering the race for Senate. Her entrance would add further unpredictability to what could be a three-way contest for the seat currently held by independent Sen. Kyrsten Sinema . Republicans see the seat as a prime pickup opportunity as they try to win back the Senate.
Sen. Joe Manchin of West Virginia is up for re-election next year. Sen. Joe Manchin of West Virginia, a centrist Democrat, on Sunday wouldn’t rule out running for the 2024 presidential nomination, potentially pitting him against President Biden. And I’m not putting anything on the table,” Mr. Manchin said on CBS News when asked about a run for president. Earlier in the show, he declined to say if he would endorse President Biden if he runs for re-election. Mr. Biden is preparing for a re-election bid and no other prominent Democrats have indicated they would challenge him.

Larry Hogan recently served as Republican governor of Maryland, a state that has long favored Democrats. Former Maryland Gov. Larry Hogan said Sunday he won’t run for president in 2024, removing a potential moderate from the Republican field, which already includes former President Donald Trump. “I didn’t want to have a pileup of a bunch of people fighting,” Mr. Hogan said in an interview on CBS News that is set to air Sunday, according to a transcript released ahead of the show.
Former President Donald Trump appearing Saturday before the Conservative Political Action Conference in National Harbor, Md. Former President Donald Trump and Florida Gov. Ron DeSantis dug in this weekend for what is expected to be a bitter and personal race between the two for the 2024 GOP presidential nomination. Mr. Trump revved up supporters Saturday at the Conservative Political Action Conference outside Washington—an event Mr. DeSantis skipped—while the governor appeared before Republican groups in Texas and has a speech Sunday afternoon at the Ronald Reagan Presidential Library in California. The two will then descend on Iowa, which holds the first GOP nominating contest.
Speaker of the House Kevin McCarthy visited the U.S.-Mexico border in the Arizona district of Rep. Juan Ciscomani earlier this month. Juan Ciscomani and Eli Crane both flipped Democrat-held seats in the 2022 midterm elections, helping Republicans eke out a small majority in the House. They live close to each other and their children even attend the same school. But the first-term Arizona lawmakers are now on opposite sides of a still-simmering intraparty fight over the leadership of House Speaker Kevin McCarthy (R., Calif.). Mr. Ciscomani has embraced Mr. McCarthy, while Mr. Crane was the only freshman Republican not to vote for him in January’s marathon balloting for speaker and believes conservatives should use their leverage to challenge GOP leaders.
RNC Chairwoman Ronna McDaniel said the final criteria for the debate were undetermined. The Republican National Committee has selected Milwaukee as the location for its first presidential primary debate in August, according to a letter from the chair to members. The debate is the first of what is expected to be several candidate showdowns as Republican voters choose their 2024 presidential nominee. Wisconsin has become a perennial swing state that can become crucial to winning the White House in the general election.
‘Montanans need a fighter holding Washington accountable and I’m running to defend our Montana values,’ said Sen. Jon Tester. WASHINGTON—Sen. Jon Tester said Wednesday that he would seek reelection in 2024 in solidly conservative Montana, boosting Democrats’ hopes of hanging on to control of the Senate in what is expected to be a difficult landscape for the party. “I am running for re-election so I can keep fighting for Montanans and demand that Washington stand up for our veterans and lower costs,” Mr. Tester said in a statement. “Montanans need a fighter holding Washington accountable and I’m running to defend our Montana values.”
Donald Trump’s criticism of mail-in voting helped chip away at GOP faith in early voting, polls show. After years of assailing early voting, Donald Trump is having a change of heart. The 2024 presidential candidate remains critical of various forms of early voting, advisers say, but his campaign is nonetheless mounting an effort to pursue such votes after Democrats excelled at doing so in recent elections. His team is studying state laws governing absentee and mail-in voting as well as ballot collection, called “ballot harvesting” by critics, in which third parties gather and turn in votes, people familiar with the effort said.

Republican Tim Scott has said the support of his mom and a mentor turned his life around and taught him conservative principles. South Carolina Sen. Tim Scott is taking steps to run for president, people familiar with his plans said, adding to the stable of Republicans looking to wrest the party mantle from former President Donald Trump. Mr. Scott, the only Black Republican in the Senate, is testing a message with GOP voters in key early states focused on unity and optimism as some Republicans say it is time to move on from the Trump era. Mr. Trump has announced a bid for president in the 2024 election.
