The Mexican Embassy and the Russian Embassy did not respond to a request for comment. “Part of this is a function of the fact that so many Russian intelligence officers have been kicked out of Europe. Those are Russian intelligence personnel, and they keep an eye very closely on their opportunities to have influence on U.S. opportunities and access,” VanHerck said. Russian intelligence could conceivably also take advantage of Mexico’s proximity to target Putin’s political enemies inside the U.S., former intelligence officers said.

This may be the first supply chain attack that actually really deserves to be called a supply chain attack,” said Thomas Rid, a Johns Hopkins University professor who studies the history of intelligence operations. “Supply chain compromises are tried and true in intelligence work,” said Harding, who is the director of the Intelligence, National Security, and Technology Program at the Center for Strategic and International Studies. “I literally cannot think of a single example that is unclassified.”But she said the combined scope, planning and violence behind the pager and walkie-talkie operation made it a unique incident in the history of supply chain compromises. While the attack in Lebanon broke with spy agencies’ tradition by using a supply chain for an attack rather than for espionage, it could benefit Israel’s military objectives and have larger political implications.

On social media, accounts with the usernames “Heather Baker Midwife” and “heatherbakermidwife,” one of which had her photo, sent “cease and desist” messages to Nosek and another former client. John Beard, a spokesperson for the Wisconsin licensing agency, declined to answer questions about Baker, citing an ongoing investigation. After an initial check when Baker arrived, Nosek told NBC News, Baker checked his heartbeat only four times after her labor began. Baker, Nosek said, tried to resuscitate him.

Some lawmakers have called for more Secret Service funding, while others said the Secret Service could be more effective by shifting resources. But if it's signed into law, Trump and Harris would be granted the same standard of Secret Security protection as President Joe Biden. Biden said this week that the Secret Service "needs more help" and called on Congress to act. And both Senate Majority Leader Chuck Schumer, D-N.Y., and Speaker Mike Johnson, R-La., have committed to getting the Secret Service what they need. Sen. John Cornyn, R-Texas, said he wants the Secret Service to provide “clarification of what the current practices are” to confirm that.
