A railroad worker died over the weekend after he was struck by a remote-controlled train in a CSX railyard in Ohio, raising concerns among unions about such technology. The National Transportation Safety Board is investigating the death, which happened shortly before 4 a.m. Sunday in Walbridge, Ohio. The Federal Railroad Administration has approved the use of remote-controlled locomotives since 2005. Typically, a railroad worker stationed on the ground near a train controls its movements with a remote, although sometimes that worker rides aboard the train while it is moving. Railroad safety has been a key concern nationwide this year ever since a Norfolk Southern train derailed and caught fire in eastern Ohio in February.

The 2030 target, unveiled shortly after Biden took office, is central to Biden's broader plan to decarbonize the U.S. economy by 2050. The energy research firm expects 21 GW of offshore wind along U.S. shores in 2030, breaking 30 GW by 2032. Still, offshore wind developers including Orsted have said the IRA’s subsidies are insufficient for projects to thrive in the current environment, and are lobbying the administration for additional concessions. The nation currently has just two pilot-scale offshore wind farms capable of producing 42 megawatts of electricity. Stephanie McClellan, executive director of the offshore wind advocacy group Turn Forward, said making sure the first fleet of projects succeeds was more important than a particular timeline.

"El Niño dampened rainfall in August, and it will also have a negative impact on September rainfall," said a senior official at the India Meteorological Department (IMD). The weather department did not immediately respond to requests for comment. India is heading for its driest August in more than a century, weather department officials said earlier this month. The current monsoon has been uneven, with June rains 9% below average but July rains rebounding to 13% above average. The last four Septembers have seen above-average rains due to delayed withdrawal of the monsoon, he said.

New Delhi had already restricted lower quality broken rice supplies in 2022. In 2008, rice prices reached a record high above $1,000 per ton after India, Vietnam, Bangladesh, Egypt, Brazil and other small producers restricted exports. CHAIN REACTIONGlobal prices have risen by around 20% since India's ban. This week, rice prices in Thailand and Vietnam soared to 15-year highs as buyers rushed to cover shipments to compensate for the decline in India's exports. Rao said only Indian supplies can restore equilibrium in the global rice market.

Invasive hammerhead flatworms have distinctive curved heads, striped bodies ranging in color from light yellow to dark brown, and they can secrete tetrodotoxin — a neurotoxin found in puffer fish and blue-ringed octopuses. Five species of invasive hammerhead worms — four in the genus Bipalium and one in Diversibipalium — are established in North America, said Bruce Snyder, an associate professor of biology at Georgia College and State University. Today, most hammerhead worms (also known as broadhead planarians) are concentrated in the Southeast, where they favor warm, damp habitats. Bazzano Photography/Alamy Stock PhotoTo date, more than 3,000 sightings in southeastern states of just one invasive hammerhead species — Bipalium kewense — have been shared to the citizen scientist database iNaturalist. Hammerhead tetrodotoxin, which disrupts neurons’ signaling to muscles, can sicken pets if they eat the worms, according to the New Jersey Department of Environmental Protection.

The cargo plane flew in low over southeastern Nigeria, its lights out, its radio off, its pilot navigating by the glow of refinery flares along the coast. On the ground, a team of boys suddenly ran out of the bush to light rows of kerosene lamps to guide the craft toward the tiny airstrip, just 75 feet wide and 1,200 feet long. Aboard were 26 tons of antibiotics, flour and salted fish, as well as a 34-year-old Irish priest named Dermot Doran. Father Doran was one of 1,000 priests and nuns, mostly from Ireland, who had been working in the area when the fighting broke out. Overnight, they pivoted from their peacetime roles as educators — Father Doran had been a high school principal — to aid workers during one of the 20th century’s worst humanitarian crises.

"Just stay inside man, just stay in side," Materniak said as his advice for dealing with the heat. Phoenix residents were under "extreme heat risk, (an) increase in heat related illnesses, including heat cramps, heat exhaustion, and heat stroke," the service warned. That air blocks cooler air and storm systems from rolling through the area, so it's "just full sun and heat," he said.

CNN —When authoritarian Middle Eastern regimes feel threatened by their public, they often shut down the internet. Internet Society, a US-based non-profit organization that advocates for global internet access, last week released a new tool called NetLoss, which calculates the economic damage of government-imposed internet blackouts. After tracking global internet shutdowns in 2022, the organization found that countries in the Middle East and North Africa tightened restrictions on internet access over time. In the Middle East, internet shutdowns are correlated with authoritarian regimes, particularly during social unrest or conflict, Jones said. Neither country has ever imposed a complete internet shutdown, according to Internet Society, and both have a shutdown risk of under 10%.

The Indian Meteorological Department (IMD) issued a red alert warning last week for extreme heat in some regions of the country, including Uttar Pradesh and Bihar. There is no concrete evidence of heat wave behind these deaths." The government fired Diwakar Singh, the chief medical official at the main state hospital in Ballia, for saying that the deaths were due to heat. While the heat wave was expected to continue in some regions on Monday, parts of India's northeastern Assam state reeled under floods triggered by heavy rains. Many pockets are expected to receive heavy to extremely heavy rainfall this week, which could lead to flooding," said a senior official with the IMD.

The EU's migration chief spoke ahead of talks between home affairs ministers of the bloc's 27 member states on Thursday. "It's about having a European migration policy," EU migration commissioner, Ylva Johansson told reporters. Agreeing a joint approach has proven all but impossible for EU countries since 2015 when the sea arrivals caught them by surprise, overwhelming their reception and security capacity. Bad blood spilled over as eastern EU countries like Poland and Hungary refused to host any refugees and migrants from the mainly-Muslim Middle East and North Africa. Johansson said the tentative deal allowed for the latter, adding that it envisaged no "mandatory relocations" of people and that EU states could help differently.

The letter said the Nigerian Air Force is committed to human rights and “further deliberations” on the issue, according to the report. “The absence of details raises the question of whether the air force carried out the air strike based on mere suspicion,” Human Rights Watch said. The U.S. State Department and the Pentagon had no immediate comment about the airstrike or the U.S. relationship with the Nigerian Air Force. Before now, neither the Nigerian government nor the military had provided any public explanation for what happened on Jan. 24. When a devastating earthquake struck in February, President Bashar al-Assad of Syria spotted opportunity in disaster. He called for an end to international sanctions on his country and within days, some were suspended. Other Middle Eastern states sent planeloads of aid and senior officials from those countries soon followed for the first high-level visits in years. In the three months since, Mr. al-Assad has made a remarkable comeback, going from more than a decade of near-total global isolation after a series of atrocities, to being welcomed back into the Arab fold with virtually no strings attached. Mr. Assad was shunned for brutally suppressing his country’s Arab Spring uprising in 2011, which morphed into a civil war that has ground to a standstill, but has still not ended.

"This has been a hard fight ... by many, many Tasmanians over a number of generations," state Premier Jeremy Rockliff said in the state capital Hobart. The AFL targeted richer eastern states and continues to spend a fortune propping up expansion teams in territory long owned by rugby league. In the words of a television spot from 1979: “It’s not city beer. Rather than acknowledge Bud Light’s place in a faceless globalized chain of ownership, advertisements for the beer attempt to underscore its supposedly distinctive American and working-class character. Some years ago a series of advertisements featured the Bud Knight, a character who figured in faux-medieval settings alongside a royal personage known as the Dilly Dilly King. In one spot, the king enters a tavern and orders “Bud Lights for everyone,” eliciting cries of approval from the assembled crowd. The implication is that Bud Light is for ordinary decent people who just want to have a good time with their friends, not smug effete connoisseurs.

"I am convinced that both Ukraine and Russia are waiting for someone else to say, 'Let's sit down and talk,'" Lula told journalists last week. Lula has suggested a peace solution could be the return of newly invaded territory, though not Crimea - an option that Ukrainian President Volodymyr Zelenskiy has rejected outright. For his initiative to advance, Lula needs China to send a message to Russia, said a European diplomat in Brasilia. Some 20 agreements to be signed include creation of a sixth satellite in a joint program started in 1988, which will be used for monitoring the Amazon, Brazil's foreign ministry said. China overtook the United States as Brazil's top trading partner in 2009 and is a major market for Brazilian soybeans, iron ore and oil.
