Representative Kelly Armstrong won the Republican nomination for governor of North Dakota, The Associated Press said on Tuesday, defeating the state’s lieutenant governor, Tammy Miller, and positioning himself as the strong favorite in the general election. The primary featured two Republicans who are well known in the state and whose platforms shared many similarities. Mr. Armstrong, a lawyer and a former state Republican Party chairman, was elected to Congress in 2018 from North Dakota’s lone House district. Ms. Miller, an accountant and businesswoman, was appointed as lieutenant governor last year after working as Gov. After failing to gain traction in the Republican presidential primary, he announced in January that he would not seek another four years as governor.

Representative Kelly Armstrong and Lt. Gov. Tammy Miller, two well-known Republicans, are vying for their party’s nomination to replace Gov. Doug Burgum, a Republican who is not seeking a third term. After taking his software company public in 1997, Doug Burgum gathered a few colleagues in his office and swore them to secrecy. He wanted to uphold the modesty and decorum central to his North Dakota birthright and his chimney-sweeper past, but he was eager to boast about a splashy new purchase. While others splurged on cars or boats, Mr. Burgum’s big reveal was a Bobcat front-end loader — a dirt mover for his ranch near Fargo. “I remember thinking, ‘Yeah, Doug, you’re not big-timing anyone with that one,’” Jeff Young, the software company’s former operations chief, recalled with a laugh. Now the governor of North Dakota, Mr. Burgum’s long-held scruples over being seen as an attention-monger have hurled the longtime Republican out of political obscurity and into the limelight as one of a handful of the leading contenders in Donald J. Trump’s search for a running mate.

Doug Burgum, the Republican governor of North Dakota, has emerged as a key adviser on energy issues in Donald J. Trump’s campaign to retake the White House, acting as a liaison between Mr. Trump and the oil billionaires whom the former president has encouraged to fund his presidential bid. Along the way, Governor Burgum has articulated a sophisticated policy approach that can at times seem environmentally conscious, but in fact is designed to benefit oil, gas and coal, the fossil fuels that are driving climate change. “It’s a tale of two Dougs,” said Dustin Gawrylow, a conservative political commentator in North Dakota. Mr. Burgum set a goal in 2021 that North Dakota would stop adding carbon dioxide to the atmosphere by 2030, becoming “carbon neutral.” Carbon dioxide from burning oil, gas and coal is a major driver of global warming.

CNN —Vetting materials have been sent to several candidates under consideration to be former President Donald Trump’s running mate, according to a person familiar with the process, as the quest to round out the 2024 Republican ticket heats up ahead of next month’s national party convention. It is unclear which potential candidates have received the vetting materials, and people familiar with the process caution that the search for Trump’s running mate is in flux. Doug Burgum, Florida Sen. Marco Rubio and Ohio Sen. JD Vance are all top contenders. NBC News was first to report that the vetting materials had been sent out. In an interview with Newsmax on Tuesday, Trump mentioned Scott, Burgum, Rubio, Vance and Ben Carson, his former Housing and Urban Development secretary, when asked about his search for a potential running mate.

Trump also reportedly told the executives that he would auction off more oil drilling leases in the Gulf of Mexico. "I was at that meeting – that did not happen," Burgum said on CBS' "Face the Nation" on Sunday. "He didn't ask for a billion dollars in donations, and there was no quid pro quo." In January, Burgum endorsed Trump for president. Burgum, who's also a software entrepreneur, announced earlier this year that he won't be seeking a third term as governor.

CNN —In recent weeks, an increasingly familiar list of Republicans has dominated the not-very-subtle competition to become Donald Trump’s running mate. Trump himself has added to the air of inevitability by floating these names in interviews and appearances over and over. Many around the campaign believe the lack of secrecy surrounding the open audition raises the possibility Trump ultimately picks someone off the public’s radar. A source confirmed Trump floated Cotton’s name during a recent private dinner, surprising some of his guests. Earlier this year, Hagerty was spotted at Trump International Golf Club in West Palm Beach with the former president.

Senator Tom Cotton of Arkansas has unexpectedly emerged as a top contender to become Donald J. Trump’s running mate, a signal that the former president is heavily weighing experience and the ability to run a disciplined campaign over other factors. Mr. Cotton’s ascendance comes as Mr. Trump’s leading vice-presidential options have increasingly come into focus, according to three people with direct knowledge of Mr. Trump’s thinking who insisted on anonymity to discuss private meetings. These people said that Mr. Trump’s other current favorites were Gov. Doug Burgum of North Dakota and three of Mr. Cotton’s Senate colleagues: Marco Rubio of Florida, Tim Scott of South Carolina and J.D. Still, the people close to Mr. Trump cautioned that his vice-presidential preferences might change.

The idea that Cohen talked to Trump about Daniels on that call “was a lie,” Blanche alleged. Moreover, my experience has been that juries don’t decide based upon one moment — they base their judgment on an overall view.”There were allegedly three parties aware of the scheme to conceal the real reason Trump paid Cohen more than $400,000 in supposed legal fees: Trump, Cohen and Allen Weisselberg, then-chief financial officer of the Trump Organization. “Weisselberg could be the linchpin to validate Cohen’s claims about Trump agreeing to reimburse him through Trump Organization, as a business expense,” wrote attorney Stacy Schneider. Trump seems to be tempted to go mano a mano and show that he is better fit to be commander-in-chief. The new requirement for GOP politicians wanting to demonstrate their loyalty to Trump seems to be visiting the Manhattan courthouse where he’s on trial.

The cavalry of Republican vice-presidential contenders and other party officials inside the courthouse for Donald J. Trump’s criminal trial was so large one day this week that the group initially had trouble arranging themselves in the two rows set aside for guests of the defense team. Wedged into their seats, they were immediately confronted with testimony accusing their party’s leader — who was trying to inoculate his 2016 presidential campaign from political damage — of writing checks for bogus legal expenses to hide hush-money payments to a porn star. None of the conservatives in the courtroom flinched or raised an eyebrow, including Gov. Doug Burgum of North Dakota and Representative Byron Donalds of Florida, both of whom are said to be under consideration for Mr. Trump’s running mate. Instead, their stoic, protective presence underscored the biggest political quandary facing ambitious Republicans who want Mr. Trump to pick them for vice president: how to fiercely defend him without stealing any of his precious spotlight.

It’s just the latest sign that the pilgrimage to Trump’s criminal trial in New York has become a new litmus test for Trump loyalty inside the GOP ahead of November. But while the former president has been uncharacteristically restrained recently, a cast of Republican lawmakers and Trump surrogates have traveled to court to rail about the proceedings. It's raised questions about whether the "surrogates" could be violating Trump's gag order. Sen. Tommy Tuberville of Alabama, who has been floated as a potential VP pick, told Newsmax one reason he attended was to "overcome this gag order." Under the gag order, Trump is not allowed to comment about Cohen. But Neama Rahmani, a former federal prosecutor, told BI that "practically speaking," Judge Merchan can do little to stop lawmakers from speaking on Trump's behalf.

“Sounds like something I would say,” responded Cohen, Trump’s former lawyer and fixer. The question set the tone for the cross-examination of the Manhattan district attorney’s key witness in the hush money trial against the former president. For roughly two hours, Blanche began a cross-examination to try to discredit Cohen’s allegations against Trump. CNN —House Speaker Mike Johnson is not waiting for ex-President Donald Trump to be judged by a jury of his peers. Vance, a possible VP contender, was there along with Alabama Sen. Tommy Tuberville, a famed former college football coach. The speaker’s appearance is different, given the constitutional heft of his office and the figurative connotations it evokes. Some experts have questioned whether any other defendant besides Trump would face the same indictment at the hands of a prosecutor, Manhattan District Attorney Alvin Bragg, a Democrat. Trump is exercising his right to mount a defense and is considered innocent until proven guilty.

Ambassador to the United Nations Nikki Haley (L) and Former U.S. President and Republican presidential candidate Donald Trump, campaigning in New Hampshire on Jan. 23rd, 2024. Donald Trump on Saturday made it clear that former Republican presidential candidate Nikki Haley is not on his running mate shortlist, quieting rumors that his campaign had been considering her as an option. The comment came several hours after Axios reported that Haley was in the Trump campaign's vice president conversation, citing two anonymous sources. Haley's wealthy donor base could help Trump make up his fundraising problems, which are compounded by legal fees related to several ongoing lawsuits. "Now when I say that, that probably means that she's not going to be chosen as the vice president."

Other VP contenders at the weekend meeting included Stefanik, Scott and North Dakota Gov. This may help to explain why some influential Trump donors are especially wary of Ohio Republican Sen. J.D. Rubio, Stefanik, Scott and Burgum have all privately been pitched to Trump as top prospects with close ties to top business leaders. Those ties could bolster Trump's fundraising operation if one of them is chosen as his running mate, according to people familiar with the matter.
