Those from the Indigenous Maori community were especially vulnerable to abuse, the report found, as well as those with mental or physical disabilities.

Under the court’s orders, Bangladesh will now reserve only 5 percent of government jobs for the children and grandchildren of those who fought for the country’s independence from Pakistan in 1971, according to Shah Monjurul Hoque, a lawyer representing student groups. That is down from a quota of 30 percent for the group. The court ruling also orders the reduction of quotas for some other groups, and abolishes quotas for women and those from certain districts. It cuts the quota of jobs for ethnic minorities to 1 percent, down from 5 percent, but leaves in place the 1 percent of jobs that are already reserved for those with disabilities. In all, the ruling shrinks the number of reserved jobs to 7 percent from 56 percent, a move that will open up many more civil service jobs to university students, who had called the old system unfair and demanded its reform.

At least 25,000 people were sterilized under the law, Kishida told a meeting at his official residence of about 130 survivors, many now elderly and in wheelchairs, public broadcaster NHK reported Wednesday. About 25,000 people were sterilized without consent during that period, according to the court ruling, citing ministry data. In the fifth case, the lower court had ruled against the plaintiffs and dismissed their case, citing the 20-year statute of limitations. ☆ Congestion Pricing Delay Will Stop Billions in Subway Upgrades

Transit leaders in New York City are preparing to scale back billions of dollars’ worth of upgrades to the nation’s largest transit network after Gov. Kathy Hochul halted a tolling program that would have paid for improvements and repairs. Gone were plans to make subway stations more accessible to riders with disabilities, repairs to some nearly century-old infrastructure and the expansion of the Second Avenue subway line, among other now-deferred projects. The board has yet to officially revise its capital plans but did pass a resolution on Wednesday to remain prepared to put the congestion pricing program into effect once it gets the green light from Albany. Governor Hochul has not indicated when that might be.

Many merchants and trade groups including the National Retail Federation opposed the accord, saying card fees would remain too high, while Visa and Mastercard would retain too much control over card transactions. The decision could force Visa and Mastercard to negotiate a settlement more favorable to merchants, or go to trial. Visa and Mastercard said they were disappointed with the outcome. Some U.S. senators have promoted legislation, the Credit Card Competition Act, to let merchants use other payment networks to process Visa and Mastercard transactions. The judge's decision does not affect an earlier $5.6 billion class action swipe fee settlement among Visa, Mastercard and about 12 million merchants.

In March, the first lady, Jill Biden, announced a new White House women’s health initiative that highlighted a seemingly obscure research question: What if you could delay menopause and all the health risks associated with it? The question comes from a field of research that has started to draw attention over the last few years, as scientists who study longevity and women’s health have come to realize that the female reproductive system is far more than just a baby-maker. The ovaries, in particular, appear to be connected to virtually every aspect of a woman’s health. Once that happens, a woman enters menopause, which accelerates her aging and the decline of other organ systems, like the heart and the brain. While women, on average, live longer than men, they spend more time living with diseases or disabilities.
