CNN —Israeli Prime Minister Benjamin Netanyahu is considering a plan to force all Palestinian civilians out of northern Gaza, including Gaza City, in order to lay siege to Hamas and force the release of hostages. The plan does not mention whether, when, or how civilians would be allowed to return to northern Gaza. The idea comes from a group of retired Israeli military generals, who have formally presented it to the Israeli cabinet and a powerful parliamentary committee. “The right thing to do is to inform the approximately 300,000 residents who remained in the northern Gaza Strip, citizen residents, of the following: Not that we are suggesting you leave the northern Gaza Strip, we are ordering you to leave the northern Gaza Strip.”“In a week, the entire territory of the northern Gaza Strip will become military territory. A fire that erupted from a Texas natural gas pipeline that was struck by a vehicle died down and was extinguished Thursday, the city of Deer Park said. A car struck the Energy Transfer pipeline on Monday and caused the fire, which sent a geyser of flame into the air and caused nearby homes to be evacuated, officials said. That burned vehicle and human remains were found Thursday, the city said. Evacuation orders had covered nearly 1,000 homes and businesses in La Porte, which is just to the east of Deer Park. The fire erupted around 10 a.m. Monday, and by Thursday night Energy Transfer said that it had extinguished, Deer Park said.

The body found Wednesday near the Kentucky highway where a gunman opened fire Sept. 7 has been identified as the suspected shooter, Joseph A. Couch, officials said on Friday. Personal effects and a weapon were found with the body, officials said. Authorities have been searching for Couch, 32, since the shooting spree next to Interstate 75 in Kentucky that left five people seriously injured. Victims' families and a survivor of a Maryland bridge collapse that killed six people filed claims Friday for wrongful death and punitive damages against the owner and the operator of the massive cargo ship that crashed into the bridge earlier this year. The 100,000-plus-ton ship Dali slammed into the Francis Scott Key Bridge in the early hours of March 26 as a work crew was fixing potholes. Six construction workers died when the bridge went crumbling down into the Patapsco River. The nearly two dozen crew members on the ship survived, along with two pilots who were helping the vessel navigate the harbor. Days after the bridge collapse, the ship’s Singapore-based owner and manager petitioned a Maryland court to limit their monetary liability to $43.67 million, the value of the ship and its cargo, based on a pre-Civil War provision of maritime law.

An initial DNA test on remains believed to be those of Joseph Couch, the suspect in the Interstate 75 shootings, was inconclusive, but an autopsy confirmed the cause of death was a self-inflicted gunshot wound, state officials said. The soft tissue DNA test was “inconclusive due to extreme decomposition of the body,” and a further DNA test with material extracted from bone will be completed, the Kentucky Justice and Public Safety Cabinet said in a news release. The remains were found in deep brush by a highway exit in Laurel County, which is where London is and where the shootings occurred, state officials said. A couple livestreaming the search for Couch's body helped in the effort and the discovery, state police said. The DNA test from bone is expected to begin Friday and take 24 to 48 hours, the Justice and Public Safety Cabinet said.
