CNN —Violent clashes erupted between protesters and police in Georgia’s capital, Tbilisi, on Tuesday as the country’s parliament continued debating a controversial “foreign agents” bill, criticized by Western and domestic opponents as authoritarian and Russian-inspired. “Second night of massive protest in Tbilisi against the Russian Law,” Georgia’s President Salome Zourabichvili said in a post on social media on Tuesday. The Georgian Dream party, which has been pushing for the law, has the parliamentary majority which could override a presidential veto. At least one employee of the Ministry of Internal Affairs was injured during Tuesday’s clashes, the ministry said in a statement. If protesters “continue their illegal actions,” the Ministry of Internal Affairs will “administer special measures defined by law,” it warned.

Leaders from the three nations are meeting in a first-ever trilateral summit in a show of solidarity as China's assertiveness in the South China Sea has raised tensions in the region. Topping the meeting's agenda is China's increasing pressure in the South China Sea, which has escalated despite a personal appeal by Biden to Chinese President Xi Jinping last year. China claims almost the entire South China Sea, including the maritime economic zones of neighboring nations. Japan has a dispute with China over islands in the East China Sea. Chinese foreign ministry spokesperson Mao Ning said "China's activities in the East China Sea and South China Sea fully comply with international law" and that they were prepared to resolve issues through "dialogue and consultation" but criticized both the U.S. and Japan for ratcheting up tensions.

Washington CNN —The White House is very concerned by China’s actions in the South China Sea, a senior administration official said, as President Joe Biden prepares to draw two Asian allies closer at a historic meeting on Thursday. Japan and the Philippines both have separate territorial disputes with China, in the former’s case the Senkaku Islands in the East China Sea and in the latter’s areas of the South China Sea. Meanwhile, China claims the shoal, which is in the Philippines’ exclusive economic zone, as its sovereign territory, as it does much of the South China Sea, in defiance of an international arbitration ruling. CNN has previously reported that the three leaders will hold private discussions on the South China Sea. A senior administration official also said that on Thursday the White House will be announcing a new infrastructure project in the Philippines.

President Biden intends to use a first-ever joint meeting with the leaders of Japan and the Philippines on Thursday to send a blunt diplomatic message to an increasingly aggressive China: Beijing’s harassment of Philippine ships in the South China Sea is a violation of international law and must stop. In recent months, Chinese coast guard ships have been ramming Philippine vessels, blasting them with water cannons and aiming lasers at their crews in what the United States condemns as “coercive and unlawful tactics” in one of the most crucial waterways in the world. So far, the Chinese provocations, asserting disputed claims to the international waters, have fallen short of the kinds of attacks that would trigger the military defense pact that the United States and the Philippines signed in 1951. But Biden administration officials said the meeting of the three leaders on Thursday is intended to demonstrate to China even stronger military and diplomatic unity among the leaders of the three allies. One U.S. official, speaking on the condition of anonymity to discuss the meeting in advance, called the issue of security in the South China Sea a “pillar” of the discussions between Mr. Biden, Prime Minister Fumio Kishida of Japan and President Ferdinand Marcos Jr. of the Philippines.

Both the Philippines and Japan are US defense treaty allies, and the US military retains permanent bases in Japan and has base rights in the Philippines. That threat is manifested in three key areas – Taiwan, the South China Sea and the Japanese-controlled Senkaku Islands in the East China Sea, analysts say. As the country's founder and first prime minister, David Ben-Gurion, once declared, "America's greatest gift to Israel was Al Schwimmer." Joining the Haganah, Schwimmer discovered, wasn't as easy as just strolling through the door. "He felt he had to do his part in creating a Jewish state, so this could never happen again," Schwimmer recalled. Rather than melt down the surplus weapons for scrap, Liff told Greenspun to take as much as he wanted — free of charge. In 2001, at the urging of Brian Greenspun, Schwimmer received a presidential pardon from Bill Clinton.

Hong Kong CNN —China’s coast guard used water cannon against Philippine boats in a contested area of the South China Sea on Saturday, the latest in a string of maritime clashes between the two countries. The AFP also accused the Chinese coast guard of performing a “dangerous maneuver” by crossing the bow of the resupply vessel before using the water cannon. It said China subsequently installed floating barriers to “prevent further entry of any vessels.”A Philippine Coast Guard vessel had been “impeded and encircled” by a Chinese coast guard ship and two Chinese “maritime militia” vessels, the agency said, cutting it off from the resupply boat. The ship is now mostly a rusted wreckage and is manned by Philippine marines stationed on rotation. The latest run-in came just four days after Secretary of State Blinken told a news conference in Manila that the United States had an “ironclad commitment” to defending the Philippines in the South China Sea.

Secretary of State Antony J. Blinken warned China on Tuesday that an “armed” attack against Philippine vessels in the South China Sea would trigger a mutual self-defense pact between Washington and Manila, a reflection of rising tensions in the region that risk dragging the United States into armed conflict with Beijing. But in a sign that the United States hopes to de-escalate the situation, Mr. Blinken, on a visit to Manila, gave no indication that recent Chinese provocations — which include ramming Philippine vessels and blasting them with water cannons — crossed the threshold of “armed” attacks. Pressed during a news conference alongside his Philippine counterpart on how to deter what some analysts call China’s “gray-zone coercion tactics,” which Philippine officials say include aiming a high-powered laser at a Philippine Coast Guard vessel and temporarily blinding some crew members, Mr. Blinken pointed to diplomatic, not military, measures. “The very visibility of those actions, I think, has provoked from a number of other countries clear statements in support of the Philippines and against these provocative actions that are a threat to peace, security, freedom of navigation and basic rights under international law,” he said.

The Philippine Coast Guard said it counted five China Coast Guard vessels and 18 boats belonging to Beijing’s “maritime militia." Boat tours around Kinmen are still operating, though under a closer watch by Taiwan’s coast guard. Officers visit each boat before they set sail and warn captains not to stray into Chinese waters. “In the past, whenever a mainland ship crossed the median line (into Taiwan’s waters), our cannons would fire toward it without warning,” Hung said. On Monday, five Chinese coast guard ships entered prohibited or restricted waters around Kinmen, but left shortly after being warned away by Taiwan’s coast guard, according to a Taiwan minister. Last week, Chinese coast guard officers boarded a Taiwanese tour boat for inspection, an unprecedented move that startled passengers on board.

In the midst of an exceptionally warm winter, resorts like Campo Felice have a major problem: there’s no snow. And a long-running drought means there isn’t enough water to make the amount of artificial snow needed to paint its slopes white. And with a lack of rain and record-breaking heatwaves, the lakes that normally provide water for artificial snow have run dry. Across all of Italy’s ski resorts, nearly 90% use artificial snow to some degree, according to Carlo Carmagnola, a snow expert with Météo France who studies the impact of climate change on ski resorts. It was time to smell Scriabin’s “Prometheus: The Poem of Fire.”This music, from 1910, has an element of synesthesia in its score, which calls for a color organ — a keyboard instrument that projects lights of a dozen hues — along with a full orchestra, a piano soloist and a choir. But in October at Davies Symphony Hall, the home of the San Francisco Symphony, the piece was being prepared with an additional sense in mind. Onstage, the pianist Jean-Yves Thibaudet practiced his solo part in “Prometheus,” which the San Francisco Symphony will perform March 1 through 3, while the conductor Esa-Pekka Salonen listened attentively to the wooden vortexes as they were being tested; the sound they made while emitting smoke, he noticed, was nearly a G.Mathilde Laurent, Cartier’s longtime perfumer, who had designed the scents, double-checked notes on her iPad. For this day’s test, without the orchestra, she wanted to be sure the diffusers were timed to match the music. So they were going to play a recording overhead.

Near Odesa, Ukraine CNN —All it took was six sea drones, powered by jet skis, to fell a Russian guided missile ship last week, according to a rare interview with the secretive Ukrainian unit behind the attack. But the sinking of the Ivanovets is another victory in Ukraine’s campaign against Russia’s Black Sea Fleet. Controlled from afar via a Starlink connection, the drones can also be pre-programmed for the long journeys across the Black Sea. Ukrainian drone pilots drove six drones into the Russian warship, causing it to sink. At a demonstration of the drones on the Black Sea, CNN saw one drone – identical to those used against the Ivanovets – pull off tight turns at speed on autopilot.

Kyiv CNN —Aid to Ukraine is frozen in US Congress, and Kyiv could be dealing with a Trump presidency more sympathetic to Moscow. “I don’t worry much about it,” Kyrylo Budanov, the head of Ukraine’s defense intelligence directorate, told CNN in an exclusive interview in Kyiv. Ukrainian social media is bursting with footage from frontline troops showing drones spying on, attacking and even capturing Russian troops, although Moscow uses many of the same tactics. The report said that the Bradley armored vehicles had been vital in holding off Russian attacks near the town of Avdiikva, eastern Ukraine, which has been the target of fierce Russian attacks. The US supplied Ukraine with 160 Bradley armored vehicles as part of an aid package in early 2023, and they were used extensively as part of Ukraine's counteroffensive over the summer.
