Short selling involves borrowing a stock to sell it in the expectation the price will fall, then repurchasing the shares and pocketing the difference. Short interest in the U.S. market totaled $927 billion as of Thursday, according to analytics firm S3 Partners. The new rules require institutional investors to report their gross short positions to the SEC monthly and certain "net" short activity for individual dates on which trades settle. "Investment advisers will face more risk when selling short, which will harm investors, market participants, and market efficiency," said its CEO Bryan Corbett. Associated Press calculations show projected incentives will rise by more than $290 million from the $1.8 billion deal originally announced last year. SEC Chair Gary Gensler said the rules will increase transparency and competition in the private funds industry, which oversees around $20 trillion in assets and has been accused by advocacy groups of opacity and conflicts of interest. The changes require private funds to issue quarterly fee and performance reports and to perform annual audits. Bryan Corbett, chief executive officer of the Managed Funds Association (MFA), said the rules will increase costs for investors and curb competition, he added. The other petitioners are the National Venture Capital Association, American Investment Council, Alternative Investment Management Association, National Association of Private Fund Managers and the Loan Syndications & Trading Association.

Hyundai, LG to spend $2 billion more on Georgia battery plant

Hyundai Motor Group and LG Energy Solution will boost their joint investment in a Georgia battery manufacturing plant by $2 billion and add 400 additional jobs, the companies and the state said Thursday. The auto manufacturing plant is scheduled to begin producing vehicles in January 2025 and will build 300,000 vehicles annually. Auto parts maker Hyundai Mobis will assemble battery packs using cells from the plant, then supply them to Hyundai Motor manufacturing facilities in the United States for production of Hyundai, Kia, and Genesis electric vehicles. Last year, Hyundai global chief operating officer Jose Munoz said the Georgia plant could eventually produce 500,000 vehicles annually, if demand warrants. Hyundai Motor in April said it had finalized a separate $5 billion electric vehicle battery joint venture in the US with partner SK On, a battery unit of SK Innovation Co.

Russia is sinking ships to protect the Kerch Bridge to Crimea from Ukraine's naval drones. The barrier is estimated to be less than a mile in length — a small fraction of the massive 12-mile-long bridge. The ships Russia appears to be sinking were destined for the scrapyard, but could have been valuable for recycling parts. With Crimea being among the most important territory for Kyiv to reclaim in the war, the Kerch Bridge is an important bond to sever.

More than 50 IRGCN and Iranian Navy personnel were killed, while the US lost one SeaCobra helicopter and its two crew members. After all, Iran has made significant changes to its naval forces and tactics over the past 35 years, becoming "much more asymmetric," according to Bryan Clark, a senior fellow at the Hudson Institute and expert on naval operations. Iran's naval force now consists of the Islamic Revolutionary Guard Corps Navy, known as the IRGCN, and the regular Iranian Navy, Clark told Insider. The Iranian Navy still primarily consists of frigates and corvettes, which operate outside the Gulf, and is much more like other conventional navies. A small town in Kansas has become a battleground over the First Amendment, after the local police force and county sheriff’s deputies raided the office of the Marion County Record. Raids of news organizations are exceedingly rare in the United States, with its long history of legal protections for journalists. At the Record, a family-owned paper with a circulation of about 4,000, the police seized computers, servers and cellphones of reporters and editors. They also searched the home of the publication’s owner and semiretired editor as well as the home of a city councilwoman. The searches, conducted on Friday, appeared to be linked to an investigation into how a document containing information about a local restaurateur found its way to the local newspaper — and whether the restaurant owner’s privacy was violated in the process.
