Lou Conter, the last known survivor of the battleship Arizona, which sank with the loss of 1,177 sailors and Marines in Japan’s sneak attack on Pearl Harbor, plunging the United States into World War II, died on Monday at his home in Grass Valley, Calif. “The ship was consumed in a giant fireball,” he wrote in his memoir, “The Lou Conter Story: From U.S.S. Arizona Survivor to Unsung American Hero” (2021), a collaboration with Annette C. Hull and Warren R. Hull. An Ohio man who threatened to kill Katie Hobbs in 2022 during her successful bid for governor of Arizona was sentenced on Monday to two and a half years in prison, prosecutors announced. The man, Joshua Russell, 46, of Ohio, pleaded guilty in U.S. District Court in Arizona in August to one count of making an interstate threat, according to the Justice Department. He was indicted in December 2022 on charges that he had left several voice messages containing death threats with the office of Ms. Hobbs, who was then Arizona’s secretary of state. Ms. Hobbs, a Democrat, was the state’s top election official when Joe Biden’s 2020 victory there was certified. In the letter, Mr. Russell apologized to Ms. Hobbs and said that he was being treated for anger and drug and alcohol abuse, which he cited as a factor in making the threats.

Another threat to election officialsAt least four swatting incidents have been aimed at the homes of senior officials who oversee or work to secure elections since December. Separately, a Department of Justice taskforce launched in 2021 has reviewed more than 2,000 allegations of hostility, harassment, abuse, or threats to election officials and staffers, a department spokesperson said. Swatting was featured in a tabletop exercise for election officials in New Jersey last month, a spokesperson for the secretary of state told CNN. Such incidents have prompted The Elections Group, a consulting group led by former election officials, to begin sharing resources on swatting with election workers and incorporating the topic into trainings. A wave of election officials have departed their roles since November 2020, when false claims of a stolen election proliferated.

CNN —A man who sent a bomb threat in 2021 to Katie Hobbs, then-Arizona’s secretary of state and now Democratic governor, has been sentenced to three and a half years in prison. James Clark of Falmouth, Massachusetts, pleaded guilty in August 2023 to one count of making a threatening interstate communication after being indicted the previous summer on three counts, including making a bomb threat, the Justice Department announced. “Those using illegal threats of violence to intimidate election workers should know that the Justice Department will find you and hold you accountable under the law,” Attorney General Merrick Garland said in a statement. Following Clark’s threats, law enforcement said they conducted partial evacuations and bomb sweeps of the Arizona secretary of state’s office as well as Hobbs’s home and car. The case was brought by the Justice Department’s election threats task force, which was established in June 2021 to address threats of violence against election workers.

Katie Hobbs of Arizona vetoed a bill on Monday that would have authorized the state police to arrest undocumented immigrants. Her veto on highlights the election-year tensions over border security as border states and major cities grapple with a record number of migrants crossing the southern border. Ms. Hobbs has expressed frustration with the Biden administration’s handling of the border crisis, but said the Republican-backed measure was anti-immigrant and most likely unconstitutional. The bill, called the Arizona Border Invasion Act, would have made crossing the border without authorization a misdemeanor state crime, and a felony for migrants who crossed after being deported or ordered to leave. It would also have allowed state law enforcement officials to detain migrants, and Arizona judges to order deportations.

PORTLAND, Maine (AP) — The state of Maine's long-cherished reputation for political independence is being threatened by the nation's polarized politics, with more and more of its voters feeling pressured to take sides. So-called independents, or unenrolled voters, have gone from the state's largest voting bloc to trailing both major parties in just four years. Republicans, too, overtook unenrolled voters two years later. As of last month, a tally of active voters indicated there were 343,488 Democratic voters, 279,936 Republican voters and 273,298 unenrolled voters. The economist served in the Maine Senate as an independent, and remains active on political issues.

Senate Republicans’ campaign arm on Tuesday endorsed Kari Lake in Arizona, signaling the party’s embrace of a firebrand candidate in a state central to their efforts to regain a majority. The chairman of Arizona’s Republican Party resigned abruptly on Wednesday, a day after the publication of a 10-minute recording of a conversation between himself and Kari Lake, a former nominee for governor, in which he appeared to offer a bribe to persuade Ms. Lake to drop her 2024 Senate campaign. In the recording, which was published by The Daily Mail, Jeff DeWit, the chairman, tells Ms. Lake that there are “very powerful people that want to keep you out” of the race, and suggests he is passing on a message from them. He says he had been told to ask her: “Is there any companies out there or something that could just put her on the payroll and give her — to keep her out?”Later in the conversation, which Mr. DeWit repeatedly urges Ms. Lake not to repeat to anyone, he starts to ask, “Is there a number at which — ” before Ms. Lake interrupts, saying “I can be bought?” He replies, “Not be bought,” but instead wait a few years before running. Ms. Lake brushed off the attempts, repeatedly telling Mr. DeWit that she was offended by the approach. “That’s immoral — I couldn’t look at myself in the mirror,” she says, according to the recording.

SACRAMENTO, Calif. (AP) — Federal officials said Wednesday that conditions have improved on the Colorado River to the point that a plan by California, Arizona and Nevada to voluntarily reduce water use should help keep the river basin on stable footing for the next few years. The states failed to reach a consensus on cuts, and the federal government did not end up forcing any. The threat of those two options finally forced the three states to reach their own voluntary plan for how to reduce their use of the river's water. Already, the three states have lowered their water use, said Tom Buschatzke, director of the Arizona Department of Water Resources and the state’s representative on Colorado River issues. Now, the states can turn their attention to a new long-term agreement for how to share the river’s water beyond 2026.
