TOKYO, July 19 (Reuters) - Japan needs to rapidly expand computing power as it vies to become a global leader in artificial intelligence, said Hideki Murai, a special AI adviser to Prime Minister Fumio Kishida. "The government's key priority is computing power. We feel a real sense of crisis about that," Murai, a ruling Liberal Democratic Party lawmaker who heads the government's AI strategy team, told Reuters in an interview on Tuesday. Japan, the world's third-largest economy, has been slow to invest in the field, and lags the United States in AI computer infrastructure. Some 3,000 companies in Japan have access to a supercomputer at the government's National Institute of Advanced Industrial Science and Technology (AIST) offering 0.8 exaflops of computing power.

MELBOURNE, June 16 (Reuters) - Australia's peak sports authority has recommended testosterone limits for transgender athletes seeking to compete in elite female competitions as part of guidelines on inclusion released on Friday. The 'Transgender & Gender-Diverse Inclusion Guidelines for HP (high-performance) Sport' recommends transgender athletes have plasma testosterone levels of less than 2.5 nanomoles per litre for two years prior to competition. Transgender inclusion in female competition has become one of the most contentious and divisive issues in sport. Australia's guidelines come months after the national basketball federation rejected a transgender athlete's application to play in a semi-professional league, drawing criticism from LGBTI groups. Eligibility requirements for transgender athletes in elite female competition vary broadly in Australian sports.

BRUSSELS/STOCKHOLM, June 14 (Reuters) - EU lawmakers on Wednesday voted for tougher landmark draft artificial intelligence rules that include a ban on the use of the technology in biometric surveillance and for generative AI systems like ChatGPT to disclose AI-generated content. The lawmakers agreed the amendments to the draft legislation proposed by the European Commission which is seeking to set a global standard for the technology used in everything from automated factories to bots and self-driving cars. Microsoft, which has called for AI rules, welcomed the lawmakers' agreement. However, the Computer and Communications Industry Association said the amendments on high-risk AIs were likely to overburden European AI developers with "excessively prescriptive rules" and slow down innovation. The lawmakers will now have to thrash out details with European Union countries before the draft rules become legislation.

Suleyman, of course, has a vested interest in personal AI assistants. Suleyman isn't the only tech leader that thinks personal AI assistants will mark a profound change in how we use technology.

The latest surge of dark fleet ships began after Russia invaded Ukraine and the West tried to limit Moscow’s oil revenue with sanctions. The ships most likely sell their Russian oil to China above a price limit set by the sanctions. “The price cap is achieving its dual goals: restricting Russia’s oil revenues while keeping Russian oil flowing, and markets stable and well-supplied,” a U.S. Treasury spokesperson told The Times. The spoofing tankers using American insurance show that the practice is not limited to Russian oil alone. The company, Gatik Ship Management, owns a fleet of 50 newly acquired tankers dedicated to the Russian oil trade, the report said.

DeepMind co-founder Mustafa Suleyman has a chilling warning for Google, his former employer: The internet as we know it will fundamentally change and "old school" Search will be gone in a decade. During his final period at Google, Suleyman worked on LaMDA, a large language model. With or without Google, the search experience will evolve to be conversational and interactive, Suleyman said on the No Priors podcast. A new chatbot called Pi, launched by Inflection AI, offers personal advice and support. There's a new AI chatbot on the scene — and this one wants to get personal. At one point, I asked Pi to share museum recommendations for a friend visiting New York City. Insider asked Pi how to restart the conversation, and Pi said to "start talking about whatever is on your mind." Inflection AI also said it's "creating a new form of 'boundary training' that will redefine how AIs learn and are trained."
The Russian navy ships were traced using satellite images and intercepted radio communication from the Russian fleet, the four broadcasters, Denmark's DR, Norway's NRK, Sweden's SVT and Finland's Yle, said. Authorities in Denmark, Sweden and Germany have said the explosions that ruptured the Nord Stream 1 and newly-built Nord Stream 2 gas pipelines that link Russia and Germany across the Baltic Sea were deliberate. The Kremlin on Tuesday denied Russian ships had any involvement in the sabotage and called for results of the investigations to be published. The Russian ships traced by the four broadcasters had all switched off their AIS signal, an automatic tracking system used on ship, they said. One of the ships in the area was Russian navy research vessel Sibiryakov, satellite images indicated.
That's according to billionaire Microsoft co-founder Bill Gates, who says AI chatbots are on track to help children learn to read and hone their writing skills in 18 months time. AI chatbots, like OpenAI's ChatGPT and Google's Bard, have developed rapidly over the past several months, and can now compete with human-level intelligence on certain standardized tests. But AI chatbots' ability to recognize and recreate human-like language changes that dynamic, proponents say. And AI technology must improve at reading and recreating human language to better motivate students before it can become a viable tutor, Gates said. Gates said he regularly asks Microsoft AI developers why chatbots can't perform relatively simple calculations, or even multiply some numbers.
