United Nations Secretary-General Antonio Guterres spoke to the media on a visit to the Rafah border crossing between Egypt and the Gaza Strip on Friday. (Amr Abdallah Dalsh/Reuters)United Nations Secretary-General Antonio Guterres said restrictions were being imposed on aid deliveries to Gaza, and called on Israel to lift its blockade. “We are actively engaging with all the parties in order to clarify these restrictions so we can have these trucks moving towards where they’re needed. We need these trucks moving as soon as possible,” said Guterres at a press briefing outside the Egyptian gates of the Rafah border crossing. He didn't elaborate on what the restrictions were.

Egyptian President Abdel Fattah al-Sisi attends a meeting with Russian President Vladimir Putin on the sidelines of Russia-Africa summit in Saint Petersburg, Russia, July 26, 2023. "Egypt rejects any attempt to resolve the Palestinian issue by military means or through the forced displacement of Palestinians from their land, which would come at the expense of the countries of the region," he said. Sisi said the Egyptian people would "go out and protest in their millions ... if called upon to do so" against any displacement of Gaza's residents to Sinai. Egypt is wary of insecurity near its border with Gaza in northeastern Sinai, where an Islamist insurgency intensified a decade ago. Any transfer of Palestinians to Sinai would mean "that we move the idea of resistance, of combat, from the Gaza Strip to Sinai, and so Sinai would become the base for launching operations against Israel", Sisi said.

REUTERS/Amr Alfiky/File photo Acquire Licensing RightsOct 18(Reuters) - A number of U.S. banks saw continued pain in the third quarter on delinquent commercial real estate (CRE) loans in their portfolios, as stress in the sector persists. As a result, banks recorded continued provisions for credit losses and charge-offs from the previous quarter, driven by their non-performing (NPL), or delinquent, CRE loans. Borrowers have struggled to refinance their CRE loans as property values have declined and interest costs have risen. Some $20 billion of office commercial mortgage-backed securities, which bundle together individual loans, mature in 2023, according to real estate data provider Trepp. "While overall credit quality remains strong across our portfolio, the pressures we anticipated within the commercial real estate office sector have begun to materialize," PNC Chief Financial Officer Robert Reilly told analysts.

On Monday, local media and Egyptian security sources said that Israel had struck the vicinity of the crossing in Gaza. Two of the sources said the aid deliveries were now waiting for the Gaza side of the border to open and for assurances of safe passage before entering the crossing. This concern, along with fears that aid would be used as cover for weapons, had hindered a planned delivery on Monday, two Egyptian security sources said. An understanding was reached that the aid would be delivered to specific secure locations in Gaza under monitoring, the Egyptian security sources said, in exchange for limited evacuations of foreign passport holders. Another security source said Egypt had repaired the roads within the crossing that had been damaged by Israeli strikes.

Moody's downgrades Egypt deeper into junk territory

REUTERS/Amr Abdallah Dalsh/File Photo Acquire Licensing RightsOct 5 (Reuters) - Moody's on Thursday downgraded Egypt's credit rating by a notch to 'Caa1' from 'B3', citing the country's worsening debt affordability. Egypt has been facing an economic crisis with record inflation and a chronic foreign currency shortage, and a borrowing spree over the last eight years has made external debt repayments increasingly onerous. "Moody's expects the materialization of asset sale proceeds at the central bank to help restore the economy's foreign currency liquidity buffer," the credit rating agency said, placing Egypt's outlook at 'stable'. Egypt has imposed import restrictions to remedy the shortage of foreign currency, while at least two national banks have suspended the use of Egyptian pound debit cards outside the country to stop a drain on foreign currency.

The COP28 summit is scheduled to take place in Dubai between Nov. 30 and Dec. 12. The United Arab Emirates' president of the conference, Jaber, has said the oil and gas industry needs to be part of the conversation on climate change. He has urged the energy industry to achieve net-zero emissions by or before 2050 and to accelerate an industry-wide commitment to reach near-zero methane emissions by 2030. "If the oil and gas industry signs up to decarbonization agreements and methane abatement that is a huge contribution to the debate," Amin said. Jaber, who is also head of UAE state oil giant ADNOC, was a controversial pick to lead the climate summit because his country is an OPEC member and a major oil exporter.

[1/2] Indicted FTX founder Sam Bankman-Fried leaves the United States Courthouse in New York City, U.S., July 26, 2023. U.S. District Judge Lewis Kaplan in Manhattan said evidence of the former billionaire's donations were "intertwined inextricably" with charges he defrauded FTX customers by stealing billions of dollars in deposits. Prosecutors said he used $100 million in stolen FTX deposits to fund those donations, which he hoped would spur the passage of crypto-friendly legislation. Prosecutors said Bankman-Fried later sought to interfere with the bankruptcy estate, and undermine FTX creditors, by moving assets to cryptocurrency wallets controlled by Bahamian regulators. Kaplan said such evidence would be relevant at trial.

But in a written order, U.S. District Judge Lewis Kaplan said three proposed witnesses cannot take the stand, because their testimony was irrelevant or could confuse the jury. He also said Bankman-Fried may seek to call the remaining four experts, but only to rebut prosecution witnesses. Among the witnesses Kaplan rejected was Peter Vinella, a consultant who intended to testify about "FTX's use of widely-accepted practices in the financial services industry." WASHINGTON (AP) — The Biden administration said Thursday that Egypt's poor human rights record hasn't improved, but it won't withhold as much military aid as it did last year regardless. Egypt has been a top recipient of U.S. military aid since it signed a U.S.-brokered peace deal with Israel in 1979. Congress in recent years has attached restrictions meant to pressure Egyptian leaders to curb human rights abuses to a comparatively small portion of the more than $1 billion in annual military aid to the country. Rights groups and some congressional Democrats had urged the Biden administration to take a hard line against Egypt on human rights, while some lawmakers said strategic interests should be prioritized. U.S. officials said the decision announced Thursday did not signal that the U.S. believed Egypt had made progress on human rights.
