Applications to refinance a home loan surged 20% last week compared with the previous week, according to the Mortgage Bankers Association's seasonally adjusted index. "As a result of lower rates, week-over-week gains for both conventional and government refinance applications increased sharply." Mortgage applications to purchase a home rose just 1% for the week and were 2% higher than the same week one year ago. Mortgage rates haven't moved much to start this week, and will likely wait for more pressing economic data later this week and at the start of October.

According to TikTok, the company does “not allow ads featuring political content across any of our monetization features, including paid ads, creators being paid to make branded political content, and other promotional tools on the platform.”TikTok stands apart among its big tech peers in banning political ads — Facebook, Instagram, X and Google all allow political advertisements. The continued presence of political ads on TikTok illustrates the difficulties in patrolling its own platform just weeks ahead of the 2024 presidential election and amid the court proceedings over its potential ban. The findings come as recent research shows that political ads on social media platforms are often filled with misinformation. There were no obvious signs of misinformation among the TikTok videos NBC reviewed.

ISER Caribe executive director Stacey Williams dives underwater to clip lines of astroturf-like material where baby sea urchins are growing. The group is working to restore 5 acres of coral reef in Puerto Rico by planting fragments across six reefs and returning long-spined sea urchins to the ecosystem. Using Shienfield’s low estimate, that’s over 1.5 billion balls lost in the US every year since 2020. “While precise global estimates are challenging … the worldwide figure could easily exceed 3 to 5 billion golf balls lost each year,” Petersen told CNN. Mitchell Schols, founder of Canada-based Biodegradable Golf Balls, put a “very conservative” estimate for North America at one million balls lost to oceans annually. One UK-based man told CNN in 2015 that he could earn up to £100,000 (about $114,000) annually by diving to retrieve golf balls from lakes on golf courses.

USPS will work “around the clock” and implement “extraordinary measures” to ensure the timely delivery of mail-in voting, DeJoy said. A record 43% of voters cast mail ballots in 2020, during the Covid-19 pandemic. The level isn’t expected to be as high this year, but many states across the country have expanded the availability of mail-in voting. The USPS says during the 2020 election, which was conducted amid the Covid-19 pandemic, it delivered nearly 99% of ballots from voters to election officials within seven days. Specifically, the election officials said they’ve experienced “exceptionally long delivery times” for election mail, including ballots, which could lead to those ballots getting rejected because they didn’t arrive before the deadline.

Moscow — Vladislav Bakalchuk, the estranged husband of Russia’s richest woman, was arrested and charged with murder Thursday, his lawyers said, after a deadly shootout at the Moscow office of Russia’s largest online retailer. Two people were killed in a shooting Wednesday just a few blocks away from the Kremlin at the Wildberries office, as a dispute over the company’s future took a violent turn. Tatyana founded Wildberries, Russia’s answer to Amazon, in 2004, growing it from an online clothes reseller into a major marketplace for all kinds of goods.
