The firm upgraded the technology stock to outperform from in line and increased its price target to $135 from $131. Analyst Kirk Materne said Oracle's 13% slide since mid-September presents investors with a strong buying opportunity, while the company will continue to grow its cloud segment. Oracle also invested $400 million in Ampere through a convertible note in its fiscal 2023, the proxy said. Ampere builds custom server chips based on Arm technology that compete with designs produced by Intel (INTC.O) and Advanced Micro Devices (AMD.O), which use X86. Oracle has invested hundreds of millions of dollars in Ampere since it was founded, according to filings. Amazon.com makes its own server chips that compete with Ampere, and Google makes its own artificial intelligence processors.

Larry Ellison, the co-founder, chairman and chief technology officer of Oracle , has been going up against Microsoft to in database software for more than 30 years. He has also had to deal with clients looking to connect their Oracle and Microsoft products. Putting the Oracle equipment in Azure data centers means that applications will be able to quickly access data from the databases. Nadella said the new collaboration might help companies more quickly move their workloads from their existing data centers to the public cloud. But Ellison controls 42% of Oracle's outstanding shares, while Gates owns just over 1% of Microsoft stock, according to FactSet.

Stocks fell Wednesday in Asia after a slide in technology stocks dragged Wall Street lower ahead of a key report on U.S. inflation. Stocks have been see-sawing in recent weeks amid the revived uncertainty about whether the Federal Reserve is done with its avalanche of hikes to interest rates. High interest rates work to undercut inflation by slowing anentire economy and knocking down prices for stocks and other investments. Still, traders overwhelmingly expect next week’s meeting for the Federal Reserve to end with interest rates staying where they are. But it’s been struggling since the end of July and has reported three straight quarters where its revenue fell from year-earlier levels.

Oracle could see more pain ahead, even when accounting for Tuesday's slide, according to JPMorgan. Analyst Mark Murphy downgraded the cloud stock to neutral from overweight and cut his price target by $12 to $100. Oracle offered mixed results for its fiscal first quarter Monday, with the company missing consensus expectations of analysts polled by LSEG for revenue despite beating on earnings per share. Oracle now also has raised concerns about its ability to execute on a data center buildout that could hamper cloud growth. And though there's reasons to be excited about AI, he did note a survey of CIOs left "room for improvement."
