CNN —Mere moments after SpaceX’s Starship system — the most powerful rocket ever built — was lost in a test flight Saturday, a somewhat complicated narrative around the vehicle began to emerge. “What we did today will provide invaluable data to continue rapidly developing Starship,” SpaceX said Saturday in a statement. SpaceX's mega rocket Starship launches for a test flight from Starbase in Boca Chica, Texas, on Saturday, November 18, 2023. The Starship spacecraft was then able to ignite its own engines and break away from the Super Heavy rocket booster to continue the mission. SpaceX's Starship rocket prototypes are seen at the SpaceX Starbase in Brownsville, Texas, on August 19, 2023.

The decision has increased tensions within Chancellor Olaf Scholz's coalition, in particular between junior partners the Greens and the Free Democrats (FDP). But Scholz is unlikely to call for new elections as they would not benefit any of the coalition partners. "Scholz definitely wants to keep the government together and believes this will work as none of the three coalition partners stand to benefit from a break," a source close to the chancellor said. "In reality, the chancellor should dismiss his coalition partners now." "And the strength of the AfD is also the reason why no actors - not even the conservatives - currently have any interest in new elections."

Chancellor Olaf Scholz speaks next to Finance Minister Christian Lindner and Economy and Climate Minister Robert Habeck during a hearing at Germany’s lower house of parliament Bundestag in Berlin, Germany, November 15, 2023. The finance ministry has frozen future spending pledges across almost the entire federal budget, a letter by the budget state secretary showed, in a sign of how seriously it was taking the potential fallout to its finances. "The step reflects the necessity of the situation," an economy ministry spokesperson said about the budget freeze. That could include planned chip factories, the expansion of the battery supply chain and the decarbonisation of steel, government sources said on Monday. German budget crisis tests limits of its 'debt brake'
  + stars: | 2023-11-20 | by ( ) www.reuters.com   time to read: +3 min
The ruling has sent budget talks into disarray and sparked calls within Chancellor Olaf Scholz's coalition to suspend a constitutionally enshrined "debt brake" that sets legal limits on borrowing. WHAT IS THE DEBT BRAKE AND WHY WAS IT INTRODUCED? HAS GERMANY SUSPENDED ITS DEBT BRAKE BEFORE? Some analysts say the debt brake is ripe for reform and a more flexible fiscal policy would let governments take on more debt to fund much-needed investments. The government is still weighing options, including suspending the debt brake or curtailing spending.

The economy and finance ministry declined immediate comment. "So the ruling could have a negative impact on economic growth," the source added. Last month, the economy ministry predicted 1.3% growth for next year. Although the Greens want additional spending, the Free Democrats (FDP), which heads the finance ministry, reject additional debt and higher taxes. "There is a clear political decision in favour of Intel and nothing has changed yet," said an economy ministry spokesperson on Friday.

REUTERS/Liesa Johannssen/File Photo Acquire Licensing RightsBERLIN, Nov 17 (Reuters) - Germany's budget committee paused final deliberations on the 2024 draft budget early on Friday morning, according to the chief budget officers of the coalition government, after a constitutional court ruling threw negotiations into disarray. The contents of the ministries' budgets were finalised during the committee meeting, the budget officers said. On Wednesday, the constitutional court decision prompted the government to postpone the formal vote of the budget committee until next Thursday. Despite the court ruling, the 2024 budget is expected to be passed as planned at the end of the Bundestag's budget week on Dec. 1, according to members of the budget committee. The chief budget officers of the coalition government accused the opposition of refusing to cooperate in budget deliberations.

REUTERS/Annegret Hilse/File Photo Acquire Licensing RightsFRANKFURT, Nov 11 (Reuters) - German chancellor Olaf Scholz's governing coalition has agreed in principle to double the country's military aid for Ukraine next year to 8 billion euros ($8.5 billion), a political source in Berlin said on Sunday. Defence minister Boris Pistorius, interviewed by broadcaster ARD, referred to the planned doubling of military aid to Ukraine. "Doubling the military spending is both the right thing to do and important," it quoted member of parliament Andreas Schwarz, who acts as an SPD military budget official, as saying. A European Union plan to spend up to 20 billion euros ($21 billion) on military aid for Ukraine is meeting with resistance from EU countries, diplomats said this week.

After three years of record growth, luxury companies are feeling the pain as sales slow to a more normal pace. Nowhere have the struggles of the luxury sector been more prominent than in the French conglomerate LVMH Moet Hennessy Louis Vuitton , the group's bellwether. This dynamic tends to hurt the less-prestigious luxury brands more, according to Rogerio Fujimori, an analyst at Stifel. "Chinese [consumers] are back to Southeast Asia and Japan, but there's still a long way to go in terms of Europe. LVMH and other European luxury brands have been market leaders among European equities since 2021 until the first half of 2023.

Hansen’s 1988 appearance before a Senate committee conventionally marks the beginning of the era for climate alarm, when many Americans started worrying about global warming and why their leaders were doing so little about it. This process is already embedded in conventional modeling of our climate future. But the uncertainty range is much higher for aerosol cooling than for other, more widely measured climate inputs, and the high end of that estimated range is above a full degree of cooling. In the “Pipeline” paper, Hansen gives a higher estimate still: that aerosols are cooling the planet by perhaps 1.5 degrees Celsius. assumes and that a collapse of one of the ocean’s major circulation systems is possible this century, much sooner than most believe.

It’s not often that the standout star of a show is its music supervisor, arranger or orchestrator, but in the gala presentation of “Pal Joey” at New York City Center through Sunday, all three are one man, Daryl Waters. That the rest of the revival (really a new creature, made from spare parts) is more suggestive than convincing is no crime; there has never been a satisfactory “Pal Joey.” Though the 1940 original featured some soon-to-be standards by Rodgers and Hart — “Bewitched, Bothered and Bewildered” chief among them — its book by John O’Hara, based on his epistolary novel and New Yorker stories, didn’t match them in tone or dramatic serviceability. Back then, the problem was thought to be the nature of Joey himself, a greasy heel trying to scheme his way from itinerant crooner to supper club smoothie. Along the way he picked up and discarded an innocent named Linda English, traded sex for financial support with a socialite named Vera Simpson and generally ruined everything he touched with his grifty hands. The problem faced by the various would-be saviors of “Pal Joey” — there were Broadway revivals in 1952, 1963, 1976 and 2008 — is rather what new throughline to impose and how to make the best use of its songs.

‘Treason,’ the Musical Where the Fans Came First

The catchy, folk-tinged numbers from “Treason the Musical” have been streamed online over a million times, in 96 countries. Its fans — known as “Plotters” — have been listening to an EP, an acoustic record and a live album of the songs, as well as sharing their own performances on TikTok. Unlike “Beetlejuice,” “Heathers” or “Dear Evan Hansen,” which all parlayed onstage popularity into huge digital followings, “Treason” is turning the formula for musical success around. Its producers cultivated an online fandom for three years before raising the curtain on the show, and are now banking on those fans buying theater tickets, too. “Treason” is currently on a 27-show tour of Britain that culminates in two performances at London’s largest theater, the 2,286-seater Palladium, on Nov. 21-22.

Global warming may be happening more quickly than previously thought, according to a new study by a group of researchers including former NASA scientist James Hansen, whose testimony before Congress 35 years ago helped raise broad awareness of climate change. The study warns that the planet could exceed 1.5 degrees Celsius, or 2.7 degrees Fahrenheit, of warming this decade, compared with the average temperature in preindustrial days, and that the world will warm by 2 degrees Celsius by 2050. When countries signed the landmark Paris Agreement in 2015 to collectively fight climate change, they agreed to try and limit global warming to “well below” 2 degrees Celsius and aim for 1.5 degrees. “The 1.5 degree limit is deader than a doornail,” said Dr. Hansen, now the director of the Climate Science, Awareness and Solutions Program at Columbia University, during a news conference on Thursday. The world has warmed by about 1.2 degrees Celsius so far and is already experiencing worsening heat waves, wildfires, storms, biodiversity loss and other consequences of climate change.

Some other scientists, however, have cast doubt on the paper’s conclusions that climate change is accelerating faster than models predict. Hansen, a director at the Earth Institute at Columbia University, is a renowned climate scientist whose 1988 testimony to the US Senate first brought global attention to climate change. US scientist James Hansen, pictured in 2013, is credited as the first to publicly raise the alarm about climate change in the 1980s. But while science is clear that the rate of global warming is increasing, the idea that it is accelerating beyond what models predict is controversial. The findings “are very much out of the mainstream,” said Michael Mann, a leading climate scientist at the University of Pennsylvania.

Countries pledged in the 2015 Paris Agreement to hold global warming to within 1.5C above pre-industrial temperatures but the new paper by a team of scientists, including from NASA and Columbia University, adds to evidence suggesting that this goal is already out of reach. Most emissions scenarios under the United Nations Intergovernmental Panel on Climate Change (IPCC) envision the world breaching 1.5C during the 2030s. EARTH SENSITIVITYThe study's findings, published in the journal Oxford Open Climate Change, result from two factors. The IPCC has given a best-guess estimate that the doubling of atmospheric carbon dioxide levels would yield global warming of around 3C (5.4F). Cleaning the skies, while bringing health benefits and saving lives, accelerates climate change.
