WASHINGTON — During Donald Trump’s White House tenure, Republicans assembled the most conservative Supreme Court in a century. Now, they’re excited about the prospect of building on those efforts by confirming even more conservative justices, as well as lower-court judges, if he wins another four years. Two long-serving conservative justices will be on retirement watch in the coming years: Clarence Thomas, 76, and Samuel Alito, 74. It takes 51 votes to confirm a Supreme Court justice, so in that scenario Republicans would have the power to replace them without any input from Democrats. On the campaign trail, Harris hasn’t said much about the prospect of Supreme Court vacancies under the next president.

Some of the ads feature doctors speaking passionately about abortion and saying that Republican candidates shouldn't represent "us" or "our" communities in Congress. But in at least four instances, House Majority PAC, a super PAC aligned with House Democratic leadership, featured Republican-blasting doctors in their ads who did not live in the district where they were advertising. The path to the House majority runs through all four of the districts where these ads ran. Since then, both doctors and patients have often become key personal messengers on abortion for Democrats. But Republicans blasted House Majority PAC over the ads, calling them misleading and accusing the group of spreading falsehoods about GOP incumbents and candidates.

The Central Intelligence Agency is releasing instructions in Farsi, Mandarin and Korean to allow people to share information with the agency without running afoul of authoritarian regimes. The instructions, in a text-only video and infographic, were posted online across multiple social media platforms and sites on the dark web, the agency said. In 2023, the CIA announced it had posted instructions in Russian on how to access a site on the dark web accessible only through a Tor internet browser, which unlike most browsers has encryption protections. The spy agency’s director, William Burns, has said that disaffection in Russia after Moscow’s full-scale invasion of Ukraine has created a “once-in-a-generation” recruiting opportunity for the CIA. Once a message lands at the agency, the CIA will evaluate it, the agency said.

The idea behind a high-risk pool was to provide a safety net for people with pre-existing conditions struggling to find coverage. The high-risk pools, however, were critically underfunded, making monthly premiums for some patients double what they would be for a healthy individual, Cox said. “If you got into a high-risk pool, you might have had an exclusion on your coverage for six to 12 months,” Cox said. “When it doesn’t, it collapses.”Graves said that the U.S. could move back to a high-risk pool model but it would require “a massive amount of government subsidies to work.”“They would basically have to infuse the high-risk pool with enough subsidies to keep premiums affordable for people,” he said. “We had isolated pre-existing pools for the past 25 years, and they don’t work.”

DETROIT — Stellantis’ U.S. new vehicle sales continued a yearslong free fall during the third quarter, despite CEO Carlos Tavares’ attempts to correct what he has called “arrogant” mistakes. Stellantis was expected to be the worst sales performer of major automakers during the third quarter. Auto industry forecaster Cox Automotive had projected a sales decline of roughly 21% for the carmaker. All of Stellantis’ brands except for its niche Fiat unit experienced sales declines in the third quarter, led by more than 40% reductions for Chrysler and Dodge. Stellantis’ performance compares with the overall U.S. new light-duty vehicle sales market, which increased 13% last year, according to federal data.

The U.S. Department of Justice has launched a review and evaluation of the 1921 race massacre in Tulsa, Oklahoma, Assistant Attorney General Kristen Clarke said. “When we have finished our federal review, we will issue a report analyzing the massacre in light of both modern and then-existing civil rights law,” said Clarke, who oversees the Justice Department’s civil rights enforcement efforts. The review will be conducted under the Emmett Till Unsolved Civil Rights Crime Act, which allows the Department of Justice to investigate death-resulting civil rights crimes that occurred on or before Dec. 31, 1979. The massacre started after a Black man was accused of assaulting a white woman. “Although a commission, historians, lawyers and others have conducted prior examinations of the Tulsa Massacre, we, the Justice Department, never have.”Clarke said the department is examining available documents, witness accounts, scholarly and historical research and other information related to the massacre.

The demand far outstrips capacity: Of more than 15,000 requests for help in 2023, the nonprofit helped resettle 23 refugees through the Welcome Corps program in cities as large as Houston and towns as small as Arlington, Vermont. In Detroit as in the rest of the U.S., the violent crime rate has dropped and is near historic lows. Last month, new FBI numbers showed that murder declined 11.6% in 2023, the largest single year drop on record. But Trump and his allies have also cherrypicked statistics and falsely told supporters that FBI crime data can’t be believed. Crime data skeptics also have attributed declining crime numbers to “woke prosecutors” who are failing to file charges. But Trump uses these low 2020 and 2021 victim survey numbers, despite the doubts cast on them, to argue that violent crime has spiked significantly during the Biden-Harris administration.

Two rapid-attribution studies released Tuesday found that human-caused global warming made Hurricane Helene stronger and wetter, elements that contributed to the storm's destructive power. A report from ClimaMeter, a consortium that analyzes extreme weather events, found that Helene’s rainfall totals and winds were strengthened by human-driven climate change, with the rainfall up to 20% heavier and winds up to 7% stronger. The consortium noted that elevated temperatures in the Gulf of Mexico — something climate scientists have been warning about for years — likely contributed to Helene's power. "Furthermore, we estimate that the observed rainfall was made up to 20 times more likely in these areas because of global warming," the report added. Copious research has revealed a strong link between climate change and rapidly intensifying and wetter tropical systems because warmer atmosphere allows for heavier rain over land.

With just over a month before the election, Vice President Kamala Harris’ campaign has been courting a group of Asian American voters, Filipino Americans, that may play a decisive role in the crucial swing state of Nevada. While Asian Americans make up almost 12% of Nevada’s electorate, well over the previous margin of victory, Filipino Americans constitute by far the largest ethnic group in that demographic. SEOUL, South Korea — A North Korean defector living in South Korea was detained Tuesday after ramming a stolen bus into a barricade on a bridge near the heavily militarized border, in an apparent attempt to get back to the North, Yonhap news agency reported. The man, who is in his 30s and had defected more than a decade ago, told police that he was trying to return to North Korea after struggling to settle in the South, the report said. It is highly unusual for North Koreans who have fled their isolated country to try to return, though many struggle to adapt to life in their democratic, capitalist neighbor. As of June, around 34,200 North Koreans had resettled in South Korea, mostly after arduous, sometimes life-threatening journeys, usually via China, to escape poverty and oppression at home, according to Seoul’s unification ministry. In early 2022, a defector in his 30s made a rare, risky return to North Korea across the heavily fortified border after struggling to cope in the South, igniting fresh debate over how such escapees are treated in their new home country.
