Mexican officials find 129 migrants in truck amid heat wave

Read moreMEXICO CITY, June 17 (Reuters) - Mexican authorities found 129 migrants, mostly from Guatemala, crowded into a truck trailer in the eastern state of Veracruz, the National Migration Institute (INM) said in a statement on Saturday. The migrants were crammed into a trailer in the midst of a heat wave in Mexico, where higher-than-normal temperatures have topped 45C (113F) in several states, including Veracruz, where the operation took place. Immigration agents in late May had uncovered another 175 migrants further south, mainly from Central America, in Chiapas state. Migrants fleeing violence and poverty in Latin America frequently pay smugglers in an attempt to pass through Mexico bound for the U.S. Among the travelers found on Friday were adults from Guatemala, Honduras, India and El Salvador, and 19 unaccompanied minors, the migration institute said.

Greg Abbott signed a law Thursday barring transgender college athletes in the state from competing in sports that align with their gender identity – expanding a 2021 law that banned transgender students in K-12 Texas school districts and some charter schools from doing the same. Abbott framed Senate Bill 15, titled the “Save Women’s Sports Act,” as designed to protect female athletes from unfair competition. The new law, which takes effect September 1, allows individuals to sue institutions that allow trans athletes to compete on teams that align with their gender identity. At least, that’s the impression left by Jamie Dimon’s answers to recent questioning in relation to Jeffrey Epstein, the dead sex-trafficker who was a JPMorgan (JPM.N) client for 15 years. Taken altogether, the case is a sign that the bank is simply too big for one person to manage. Epstein was a JPMorgan client from 1998 until 2013. Epstein killed himself in a Manhattan jail cell in August 2019 while awaiting trial on sex trafficking charges. Litigation related to Epstein is still pending between the U.S. Virgin Islands and JPMorgan, as are claims by JPMorgan against its former head of investment banking, Jes Staley.

China issues draft guidelines to tackle online bullying

BEIJING, June 9 (Reuters) - China is canvassing public opinion on draft guidelines to punish cyber violence, authorities said on Friday, as concern grows over online bullying and attacks targeting women and children in the world's largest internet community. Cyber violence, unlike traditional crimes, often aims at strangers so that victims face "extremely high" costs to protect their rights, the guidelines showed, leading to consequences such as social death, insanity and suicides. June 25 is the deadline set for comment on the guidelines drafted jointly by the public security ministry, the supreme people's procuratorate (SPP) and the supreme people's court. The measures target behaviours such as the spread of online rumours, insults and personal information, and perpetrators could face criminal punishment. Over the last year, state legislators concerned about a mental health crisis among the nation’s young people have passed a raft of children’s online safety measures. Now Louisiana lawmakers have passed an even broader bill that could affect access to large swaths of the internet for minors in the state. The Louisiana measure would prohibit online services — including social networks, multiplayer games and video-sharing apps — from allowing people under 18 to sign up for accounts without parental consent. It would also allow Louisiana parents to cancel the terms-of-service contracts that their children signed for existing accounts on popular services like TikTok, Instagram, YouTube, Fornite and Roblox. Laurie Schlegel, the Republican state legislator who spearheaded the new measure, said her bill simply made it clear that the state’s existing contracting rules also covered accounts on online content-sharing platforms.

Still, the unanimous vote in both chambers of the Louisiana state legislature underscores the popularity of legislation aimed at protecting kids from online harms. NetChoice, a group that represents internet platforms including Amazon , Google , Meta and TikTok, said it opposes the Louisiana bill and hopes the governor will veto it. NetChoice Vice President and General Counsel Carl Szabo said in a statement that the Louisiana bill would also violate the First Amendment. CNN —Louisiana lawmakers have sent a bill to the state’s governor that would require online platforms to obtain a parent’s consent before creating an account for users under 18, the latest in a raft of legislation restricting digital services for kids and teens. The legislation, known as HB61, covers a broad range of companies and content, including video games, social networks, and other services that allow users to create accounts and exchange text, photos or videos online. Under the bill, online platforms could use third-party services to obtain a parent’s consent. The bill’s passage comes after states including Utah and Arkansas signed similar bills into law this year requiring parental consent for minors who wish to access social media. US lawmakers have spent years calling for new safeguards to address concerns about social platforms leading younger users down harmful rabbit holes, enabling new forms of bullying and harassment and adding to what’s been described as a teen mental health crisis.

Instagram's recommendation algorithms have been connecting and promoting accounts that facilitate and sell child sexual abuse content, according to an investigation published Wednesday. Meta's photo-sharing service stands out from other social media platforms and "appears to have a particularly severe problem" with accounts showing self-generated child sexual abuse material, or SG-CSAM, Stanford University researchers wrote in an accompanying study. Stamos, who is now director of the Stanford Internet Observatory, said the problem has persisted after Elon Musk acquired Twitter late last year. "They then cut off our API access," he added, referring to the software that lets researchers access Twitter data to conduct their studies. Earlier this year, NBC News reported multiple Twitter accounts that offer or sell CSAM have remained available for months, even after Musk pledged to address problems with child exploitation on the social messaging service.
