Washington on Tuesday said it plans to halt shipments to China of more advanced artificial intelligence chips designed by Nvidia and others. It also restricted a broader swathe of advanced chips and chipmaking tools to a greater number of countries including Iran and Russia, and blacklisted Chinese chip designers Moore Threads and Biren. China's CSI Semiconductor Index (.CSI931865) dropped 1.4% on Wednesday following the announcement, while the STAR Chip Index (.STARCHIP) lost 1.2%. AI stocks were further hit after the U.S. announced further controls on Nvidia chip exports to China, UBS wrote in a note to clients. The latest crackdown on tech exports to China coincides with U.S. efforts to thaw difficult relations between the world's two largest economies. One, named the H800, has as much computing power at some settings used in AI work as the company's more powerful but blocked H100 chip. The U.S. now plans to introduce new guidelines for AI chips that will restrict certain advanced datacenter AI chips that are not currently captured, the U.S. official said. In order to keep AI chips the U.S. views as too powerful from China, the official said the U.S. planned to remove one of the parameters — the "bandwidth parameter" — it has used to restrict exports of certain AI data center chips. This would likely mean the speed at which AI chips talk to each other would be reduced.

The new rules will block some AI chips that fall just under current technical parameters while demanding companies report shipments of others, said the official, who provided information on condition of anonymity. Last year, government restrictions kept Nvidia (NVDA.O), the world's most valuable chipmaker, from shipping two of its most advanced AI chips to Chinese customers, chips that have become the industry standard for developing chatbots and other AI systems. The U.S. now plans to introduce new guidelines for AI chips that will restrict certain advanced datacenter AI chips not currently captured, the official said. The update to the October 2022 rules is also meant to cover AI chips as technology evolves. The new restrictions may also close a loophole that gives Chinese companies access to American artificial intelligence chips through Chinese units located overseas, as Reuters reported last week.

SAS announced last week that Air France-KLM (AIRF.PA) and U.S. investment firm Castlelake would become new major shareholders alongside the Danish state. Total investments by new shareholders, which also include Danish investment firm Lind Invest, in the reorganized SAS would amount to 12.9 billion Swedish crowns ($1.18 billion). A senior official involved in the report declined to say if the panel's intelligence briefings showed any Chinese and Russian nuclear weapons cooperation. "The United States and its allies must be ready to deter and defeat both adversaries simultaneously," the Strategic Posture Commission said. If such measures are not taken, the United States "will likely" have to increase its reliance on nuclear weapons, the report said.

The question of Iranian access to the funds has been in the spotlight since Iran-backed Palestinian Hamas militants attacked Israel on Saturday, killing more than 1,300 people and taking scores of hostages back to the Palestinian Gaza Strip. "Iran will not be able to access the funds for the foreseeable future," a senior U.S. official, speaking on condition of anonymity, told Reuters. Several U.S. media outlets reported on Thursday that the United States and Qatar had agreed to stop Iran from accessing the money. It did not respond to a request for comment on whether Iran had yet tried to access the funds.

Paul-Henri Nargeolet was the director of underwater research for RMS Titanic, Inc, the Georgia-based firm that recovers and exhibits Titanic artifacts. Nargeolet was lending his expertise to a separate company, OceanGate, when he and four others died on the Titan's final dive near the Titanic in June. The former French navy officer had already completed 37 dives and supervised the recovery of about 5,000 Titanic artifacts. A hearing was still scheduled for Friday afternoon in U.S. District Court in Norfolk, Virginia, which oversees Titanic salvage matters. The firm said it “will not recover artifacts at this time, nor conduct other activity that would physically alter or disturb the wreck,” the company wrote Wednesday.

Reuters exclusively reported last week that U.S. officials had warned China to expect rules restricting shipments of semiconductor equipment and advanced AI chips to China to be updated this month. The rule restricting exports of chipmaking equipment was posted for review last week, Reuters reported on Oct. 5.
