July 22 (Reuters) - Tropical storm Don became a hurricane on Saturday, the U.S. National Hurricane Center (NHC) said in its latest advisory. Hurricane Don, which is moving in a northwest direction over the central Atlantic, is located about 775 kilometers (481.56 miles) south-southeast of Cape Race Newfoundland and packing maximum sustained winds of 75 miles per hour, the Miami-based forecaster said. Don is forecast to become a post-tropical cyclone Sunday night, NHC said, adding that steady weakening should begin Saturday night or early Sunday. The hurricane is expected to turn northeastward later tonight or early Sunday, and a northeastward to east-northeastward motion should continue until the system dissipates Monday night or early Tuesday, the forecaster said. The Miami-based forecaster did not provide any warnings or coastal watches for the hurricane.

The ECHR ruled, by a slender majority of four votes to three, that Semenya's original appeal against World Athletics regulations had not been properly heard. The Court of Arbitration for Sport ruled in 2019 that World Athletics' rules were necessary for fair female competition. CNN —Wall Street bankers, investors and economists have for months waffled over whether a US recession is coming. But for some Americans, the unforgiving economic pain typical during recession has already set in. Consumer spending accounts for about two-thirds of economic output, so if more Americans are forced to cut back because they were laid off, that might throw the US economy into a recession. Bank of America Chief Executive Brian Moynihan told CNN last week that he expects a mild recession early next year, rather than the late 2022 recession many have predicted. That means that laid-off Americans were often able to find a new job quickly due to a hot job market.

A 6.4 magnitude earthquake had just struck Rio Dell, California, upending homes and lives for the community of 3,400 people near Oregon. “It’s a gamble to not have it,” Rio Dell City Manager Kyle Knopp said. A whopping 90% of homes in California aren’t covered by earthquake insurance, according to Glenn Pomeroy, CEO of the California Earthquake Authority, a nonprofit quake insurer established by the state. Gavin Newsom proclaimed an emergency for Humboldt County, where Rio Dell is located, in part to help local governments access services. Despite seeing how costly earthquake damage can be, she doubts she’ll buy earthquake insurance for her next home.
