The delay was announced as part of a joint agreement between California Forever, the company behind the development, and a member of the Solano County’s Board of Supervisors. The agreement means that a ballot initiative, which the company had hoped to put before Solano County’s voters this year, will not appear on the November ballot as planned. California Forever said it would instead spend the rest of this year and next preparing an environmental impact report and trying to craft a development agreement with the county. The project would still have to go before voters to win final approval.

“Border czar.”If Donald Trump and his campaign staff could tattoo that epithet onto Kamala Harris’s forehead or dress her in a sandwich board bearing only that phrase, they would. So it’s not surprising to encounter it at the start of the first major ad that the Trump campaign has released since Harris became the de facto Democratic nominee. “This is America’s border czar,” says an unseen narrator, in an ominous voice, as the words “Border Czar Kamala Harris” appear onscreen, just to hammer home the designation. And like him, it doesn’t play fair — in tying illegal border crossings to terrorism and in assigning her ultimate responsibility for those crossings. But the ad is smart, and it’s a clear signal of what will be a main theme, possibly the main theme, in Republicans’ attacks against Harris in particular and Democrats in general.

In order for people in prison to use phone or video calls to chat with family, the person on the other line must pay. As of 2021, according to research by the Prison Policy Initiative, they've paid an average of $3 for a 15-minute phone call. The new rules will force a business model change for correctional telecommunications companies as they contend with an estimated $500 million loss in revenue, according to Worth Rises. Only five states have passed legislation to make jail phone calls free, according to Prison Legal News. Wanda Bertram, a communications strategist for the Prison Policy Initiative, said prisons tend to negotiate better contracts with telecommunications companies and, therefore, tend to have better rates for prisoners.

From the beginning of President Biden’s ill-fated re-election bid, Democrats struggled to frame the race as a choice between two radically different visions, rather than a referendum on Mr. Biden’s age and abilities. But now that he has dropped out and Vice President Kamala Harris is cruising toward the Democratic nomination, her party sees fresh opportunities to turn the public’s attention back to the vulnerabilities of former President Donald J. Trump on key issues for voters, including abortion rights, fundamental democratic principles and questions of economic fairness. Democrats hope that Ms. Harris — a history-making former prosecutor who is nearly two decades younger than Mr. Trump — can draw a sharp new set of contrasts and tap into arguments that were out of reach for Mr. Biden, 81, starting with the issue of age but extending into matters of policy and personality. That is especially clear on abortion rights. The Secret Service official said extra security accommodations could not always be made for Trump due to the department's limited resources. "In some instances where specific Secret Service specialized units or resources were not provided, the agency made modifications to ensure the security of the protectee," Secret Service spokesperson Anthony Guglielmi told NBC News.
