In its most aggressive move yet to protect federal land from oil and gas exploration, the Biden administration announced on Wednesday that it would prohibit drilling in 13 million acres of pristine wilderness in the National Petroleum Reserve in Alaska and cancel all drilling leases in the Arctic National Wildlife Refuge. The new regulations would ensure what the administration called “maximum protections” for nearly half of the petroleum reserve but would not stop the enormous $8 billion Willow oil drilling project in the same vicinity, which President Biden approved this year. Climate activists, particularly young environmentalists, were angered by Mr. Biden’s decision in March to allow the Willow project, calling it a “carbon bomb.” Many called the move a betrayal of Mr. Biden’s campaign promise of “no new drilling, period” on federal lands and waters. CNN —The manhunt for Danelo Cavalcante has expanded and two school districts have closed after the escaped murderer was spotted outside the original search area, Pennsylvania police said Tuesday. Police have now expanded the perimeter of the search area after a security camera recorded Cavalcante at Longwood Gardens on Monday evening. Police are eliminating the northern end of the previous perimeter and shifting the search area south of Route 1. Kennett Consolidated School District, which is about 9 miles from the prison, and Unionville-Chadds Ford School District, about 5 miles from the prison, both announced they will be closed Tuesday. Environmentalists say Indigenous groups are the best guardians of the rainforest and deforestation data shows that the forests on their reservations are the best conserved. Lula, who pledged to legalize the greatest number of reservations possible, has so far signed decrees recognizing eight Indigenous territories since taking office in January. The Supreme Court, however, is expected rule that the cut-off date for claiming ancestral lands that were not lived on in 1988 is unconstitutional for denying recognized Indigenous rights. The reservations legalized by Lula on Tuesday are the Acapuri de Cima and the Rio Gregorio Indigenous territories in the states of Amazonas and Acre, respectively.

"Blue" bonds, securities focused on protecting bodies of water, are popping up with increased frequency with the help of nonprofits. Earlier this month, Denmark's renewable energy producer Ørsted said it would become the first energy company to issue blue bonds. But he said there likely won't be more options until there is wider demand for those blue bonds already available. Because of this, he recommends investors look beyond blue bonds to green bonds that have some focus on water issues. The primary investment thesis behind blue bonds, Atkinson said, is understanding the risk of ignoring the need for healthy oceans and clean water.

California Forever says it wants to build a "walkable" city with new jobs, surrounded by an agricultural greenbelt. The company, Flannery Associates, has been quiet until now, but its parent company California Forever just launched a new website detailing its master plan. Solano County sits between Sacramento, San Francisco, and Napa Valley, and has a population of around 450,000 across just over 900 square miles. Sramek founded California Forever in 2017 and recently bought a family home there. A group of Silicon Valley investors are planning to build a city in Solano County. The project, Solano City, failed as money ran dry and investors couldn't attract enough buyers. "The Market is TWO HOURS AWAY," one advertisement read, pointing an arrow from San Francisco to Solano City. Solano Irrigated Farms was soon unable to keep up with bills, and "Solano City died almost overnight," according to the historical database. U.S. officials had touted the auction as a key milestone in Biden's agenda to make offshore wind a cornerstone of U.S. efforts to fight fossil-fuel-driven climate change. In addition to lower wind speeds and hurricane risks, potential wind farm developers in the Gulf waters must also accommodate relatively lower local power market prices than other parts of the United States, which greatly undermines wind power earning potential in the region. As offshore wind power systems are still in their relative infancy compared with other power sources, the average cost of power generated from offshore sites can be twice the cost of that from a gas-fired plant. Without a viable offshore wind sector, those industries may now struggle to secure the quantities of green hydrogen they may be anticipating in coming decades, and so could look for ways to support the wind sector's development in the years ahead.

In a rural slice of California’s Solano County, between the cities of the Bay Area and Sacramento, rumors have been swirling for years about “the Flanneries,” a mystery company buying up mostly undeveloped land. “There’s sheep farms, there’s cattle ranches, and guys that are doing hay and safflower farming,” said the employee, Ashley Morrill, 40. “That’s what they do. There’s livestock, and things to feed the livestock.”Solano County’s rural roots are still front and center in an area where a company backed by tech industry billionaires has been buying up land to create what they imagine to be a city of the future. That company, Flannery Associates, has committed roughly $900 million to secure thousands of acres of farmland, court documents show.
