Known as the de minimis loophole, the trade provision allows packages with a value of less than $800 to enter the United States with relatively little scrutiny. Over the past decade, the number of de minimis shipments has exploded, from roughly 140 million to more than a billion, according to a White House estimate. Each individual package is typically worth far less than $800, and thereby qualifies for the de minimis exemption. The Biden administration also called on Congress to pass legislation to overhaul the original de minimis rules.

Before we get into the charts, it's important to discuss the process of choosing to write about TSLA this week. Wall Street appears to have given Nvidia a mulligan. A number of positive headlines around AI demand have lifted Nvidia and other stocks that benefit from the adoption of the buzzy tech. "There's kind of a do-over in terms of what happened with [CEO Jensen Huang], what happened with Nvidia," Cramer said on "Squawk on the Street," referring to the response to its much-ballyhooed earnings report Aug. 28 . The Investing Club also has a stake in Broadcom, which like Nvidia had been punished after its recent earnings report. Advanced Micro Devices , another AI chipmaker, and Eaton , which makes electrical equipment used in the expanding data center market, have added about 13% and 7%, respectively, this week.

The Federal Reserve has telegraphed the kickoff of their interest rate cutting campaign to begin next week. I believe a quarter-point interest rate cut is their first step but, a half-point interest rate cut (which has the ability to roil markets) has recently been floated strongly. The Nasdaq-100 dropped 6% last week and is now up nearly 5% this week, these are not normal market conditions. The committee made the estimate after launching investigations into Shein and Temu more than a year ago. "If the de minimis exemption is removed, then the cost of products from marketplaces like Shein and Temu will rise. They will still be cheap marketplaces but they won't have quite the competitive edge on price that they do now," Saunders told CNBC in an email. On Friday morning, the Biden administration announced plans to bar overseas shipments of products that are subject to U.S.-China tariffs from being eligible for the de minimis exemption. Both Shein and Temu declined to tell CNBC if they will raise prices due the proposed changes.

U.S. firms say confidence in China has hit an all-time low

American companies in China are experiencing historically low business confidence and poor profits amid U.S.-China tensions and a slowing Chinese economy. Firms have also lost market share to Chinese competitors which have received more government support, the U.S.-China Business Council added. Their struggles in China have also been felt by EU businesses, according to an EU Chamber of Commerce in China report released on Wednesday. On how the U.S. government could support their firms in China, nearly half of AmCham respondents suggested a reduction of tariffs on Chinese goods. Foreign direct investment into China fell by 29.6% during the January to July period compared to a year ago, according to China's Ministry of Commerce.

Gold prices soared to an all-time high on Friday as the dollar weakened amid prospects of a U.S. interest rate cut next week, while palladium has gained 15% so far this week. Spot gold was up 0.2% at $2,565 per ounce, as of 0258 GMT, after hitting a record high of $2,567.93 earlier in the session. The dollar fell to a one-week low, making gold less expensive for other currency holders. Palladium climbed 0.16% to $1,048.06 and was headed for the best week since Dec. 11, 2023, fueled by export curb concerns.

Biden finalizes increases to China tariffs

Washington CNN —The Biden administration said Friday that it has finalized tariff hikes on certain Chinese-made products that the president first announced in May. The administration’s increases come as Vice President Kamala Harris and former President Donald Trump have clashed over tariffs on the campaign trail. Trump implemented sweeping tariffs on about $300 billion of Chinese-made products when he was in office. “Today’s finalized tariff increases will target the harmful policies and practices of the People’s Republic of China that continue to impact American workers and businesses,” US Trade Representative Katherine Tai said in a press release. China is expected to retaliate by increasing tariffs on US-made goods.

Oil prices extend recovery rally to cap volatile week

Brent crude futures rose by 34 cents, or 0.5%, to $72.31 per barrel by 0016 GMT. U.S. West Texas Intermediate crude futures rose by 38 cents, or 0.6%, to $69.35 a barrel. Official data showed nearly 42% of the region's oil output was shut-in as of Thursday. A shift towards lower-carbon fuels is also weighing on China's oil demand, speakers at the APPEC conference said this week. China's crude oil imports averaged 3.1% lower this year from January through August compared to the same period last year, customs data showed on Tuesday.
