Two people were killed and at least nine others were injured after an apparently impaired driver plowed a pickup truck into a crowd of people celebrating July 4 in a park on Manhattan’s Lower East Side, the authorities said. Several of the injured were transported to hospitals, two of them in critical condition, the authorities said at a news conference on Thursday night. With New York's congestion pricing plan indefinitely delayed, traffic into Manhattan this summer is set to be gridlocked as usual. But travelers staying in some of the city's top luxury hotels can avoid the highways altogether. Announced Tuesday, Marriott International Luxury Group is providing free helicopter transfers from John F. Kennedy International Airport and Newark Liberty International Airport from July 1 to Sept. 2. The transfers can reduce transportation time from the airports into Manhattan to as little as five minutes, the company said. Lightning Is Blamed for Deadly New Mexico Fire

Lightning sparked the larger of the two wildfires that have scorched southern New Mexico, leaving at least two people dead, destroying 1,400 structures and ravaging more than 25,000 acres, the authorities said on Wednesday. The blaze, known as the South Fork fire, began June 17 amid sweltering temperatures and was 87 percent contained on Wednesday evening, the Bureau of Indian Affairs said in a news release. “The identification of the point of origin and all evidence and data support lightning as the cause of the fire,” the agency said in a statement. “Human activity and factors did not contribute to the cause.”On June 23, the F.B.I. said that it was offering a reward of up to $10,000 for information leading to the arrest and conviction of the “person or persons responsible for starting” the South Fork fire and the Salt fire, the other major fire in New Mexico.

Back in 2016, a colleague handed Donald F. McGahn II, then a top legal adviser to the presidential candidate Donald J. A federal judge on Wednesday backed an initial legal challenge to the Federal Trade Commission’s ban on noncompete agreements, which is scheduled to take effect in September. Judge Ada Brown granted an injunction requested by several plaintiffs, saying the ban cannot be enforced against them pending a final ruling. But while the ruling is preliminary, she said that the F.T.C. lacked “substantive rule-making authority” with respect to unfair methods of competition and that the plaintiffs were “likely to succeed on the merits” of their challenge. Judge Brown, of U.S. District Court for the Northern District of Texas, said she expected to issue a final decision by the end of August.
