For the first time in 15 years, thousands of people who cannot afford to live in New York City may be able to get financial help through a highly sought-after federal program. The New York City Housing Authority on Monday reopened a waiting list for housing choice vouchers, a federally funded program also known as Section 8. Now, that waiting list has dropped to 3,700 households, prompting NYCHA to reopen it.
