Companies Petroleo Brasileiro SA Petrobras FollowNov 22 (Reuters) - The transition team for Brazil's President-elect Luiz Inacio Lula da Silva asked the current administration to halt ongoing asset sales by state-run oil giant Petrobras (PETR4.SA) until a new Mines and Energy Minister is appointed, a member of the group said on Tuesday. The remarks by Professor Mauricio Tolmasquim, tapped last week to participate in the mining and energy group of the transition process, came after a meeting in Brasilia. A second member of the team, Senator Jean Paul Prates, said that Lula was expected to make decision on who would be Petrobras' next chief executive by early December. Lula is set to take office from incumbent President Jair Bolsonaro on Jan. 1. Reporting by Roberto Samora in Sao Paulo; Editing by Steven GrattanOur Standards: The Thomson Reuters Trust Principles.
Lula, who takes office on Jan. 1, has already signaled plans for a dramatic overhaul of Petroleo Brasileiro SA (PETR4.SA), as the company is formally known. Into the dustbin, according to Lula and his advisers: the company's privatization. To pull off that reboot of Petrobras strategy, Lula plans for sweeping turnover in the company's first- and second-tier management ranks, said people familiar with his thinking. SHORT LISTAs of last week, Lula had not had any direct conversations with candidates for the top Petrobras job, according to people familiar with the matter, although a short list has taken shape. Lula's advisers also say Petrobras should steer more of its profits into investments rather than its generous recent dividends.
Republican leaders had promised voters during the election they would cut the mining permit review timeline in half and boost domestic EV mining, rather than seek more supply overseas. Westerman and other Republicans will be partially stymied by Republicans' failure to wrest control of the U.S. Senate from Democrats. With their newfound control, Republicans could threaten to withhold funding from agencies perceived as taking too long to approve mines. The Resolution project is opposed by Representative Raúl Grijalva, an Arizona Democrat who will relinquish his chairmanship of the House Natural Resources Committee to Westerman. Republicans say that expanding such deals to other countries is not a priority for the new Congress.

New York CNN Business —Tuesday’s midterm elections come at a time of economic vulnerability for the United States. Americans are feeling the pain of rising interest rates and are facing a winter filled with geopolitical tension. If Republicans get the House, tax hikes are dead in the water,” said David Wagner, a portfolio manager with Aptus Capital Advisors. Biden’s stock market record is the second worst since Jimmy CarterThe stock market under President Biden started with a boom, but as we head into midterm elections, markets are going bust, reports my colleague Matt Egan. By contrast, Biden’s two immediate predecessors headed into their first midterm election with stock markets surging.
The US will be replacing coal plants across the country, President Biden said last Friday. "No one is building new coal plants because they can't rely on it," he said. Nearly one-third of the country's coal plants have been shut down since 2008. While President Biden is unlikely to use his authority to directly shut down US coal plants, legislation like the IRA undoubtedly lays the groundwork for a shift away from the industry moving forward. Even before oil and gas prices surged earlier this year, solar and wind energy was already cheaper to produce.
How does the president's party fare in the midterms?

The last five presidents have been elected with party control of the House and Senate, and four of them lost that control in the following midterm. Tallied up, 13 of the last 19 midterms saw losses in both chambers for the party in power. When looking at only the Senate midterms, the president’s party again shows consistent loss in recent decades. But the party in power gains and loses Senate seats like the House does, especially between presidential elections. Green arrows show gains for the president’s party while yellow arrows show losses.
JOLIET, Ill. (Reuters) - Comments by President Joe Biden about shutting coal-powered energy plants days before critical midterm elections drew fire on Saturday from a key conservative Senate Democrat. Higher energy costs following Russia’s war in Ukraine have helped lift prices, along with the economic rebound from the COVID pandemic. Pennsylvania, where Biden was scheduled to campaign later on Saturday, is both a major producer and consumer of coal. Tuesday’s midterms will determine whether Democrats retain control of Congress and hinge on races like the one for an open Senate seat in Pennsylvania. The power industry is the source of a quarter of the nation’s greenhouse gases and Biden campaigned on a pledge to cut net emissions to zero by 2035.
Clocks in the United States will return to standard time at 2 a.m. EDT on Sunday with no consensus on the matter. The current system of daylight saving is good for business, energy efficiency, and the prevention of vehicle accidents." There's some strong science behind it that is now showing and making people aware of the harm that clock switching has. Congress created Daylight Saving decades ago as a wartime effort, now it is well past time to lock the clock and end this experiment." Permanent, year-round Standard Time is the best match for our biological sleep-wake cycle."

Biden's Republican predecessor Donald Trump put a major emphasis on getting judicial nominations confirmed as he worked to move the judiciary rightward. If Democrats retain control, Biden has a chance to match or surpass Trump's mark of having 234 judicial nominees confirmed over four years. WASHINGTON, Oct 27 (Reuters) - Two U.S. lawmakers on Thursday urged top American bankers to cancel their planned attendance at a Hong Kong financial summit next week, saying their participation would contribute to Chinese government rights abuses. Hong Kong officials hope the event will signal a re-opening from COVID-19 border restrictions, but it has raised the ire of Hong Kong activists after authorities used a national security law to stifle dissent in the former British colony. The State Department last year warned U.S. businesses of civil and criminal penalties should they violate U.S. sanctions by "engaging in certain transactions" with sanctioned Hong Kong and Chinese officials. Hong Kong reverted to Chinese from British rule in 1997 with the guarantee of a high degree of autonomy, which critics say Beijing has significantly eroded. Republicans, who hope to win control of Congress in November midterm elections, have also slammed executives for their plans to attend the Hong Kong event.

President Joe Biden last week doled out $2.8 billion to miners developing new U.S. sources of lithium, nickel, copper and other EV minerals, as well as battery parts manufacturers and recyclers. Those grants followed August's Inflation Reduction Act, which links EV tax credits to minerals extracted domestically or from 20 allies. "People have a misconception about how quickly we can get mines up and running given the U.S. permitting process," said Megan O'Connor, Nth Cycle's CEO. "Hopefully, they'll give us some help and fast track some of the permitting process," said Kent Masters, Albemarle's CEO. The yawning divide between America and China's approaches to funding the EV supply chain is now a top concern for many policymakers and their advisers in the nation's capital.
Executives from Volkswagen (VOWG_p.DE), BMW, and Hyundai (005380.KS) have urged U.S. legislators to give automakers operating in the United States more time to meet the required battery sourcing targets to qualify for tax incentives. CATL sees North America as a crucial market, the two people with knowledge of its planning said. But the new U.S. rules on sourcing battery materials had become a "banana peel" that have slowed the company's investment plans, one said. China, led by CATL, dominates the EV battery supply chain, producing about 70% of battery cells made globally. At the event to announce the investment, Zipse was critical of the new sourcing requirements, saying the "United States should have a regulation that is not entirely unrealistic."
U.S. sets March date for Gulf of Mexico drilling auction

Oct 20 (Reuters) - The Biden administration on Thursday said it will hold a Gulf of Mexico drilling auction in March of next year to satisfy a requirement in the government's new climate change law. Register now for FREE unlimited access to Reuters.com RegisterThe sale would be the first Gulf of Mexico oil and gas auction mandated under the Inflation Reduction Act (IRA), which President Joe Biden signed into law in August. Biden paused drilling auctions on federal lands and waters shortly after taking office as part of a climate change agenda. The IRA requires that BOEM now hold offshore auctions in the Gulf of Mexico and Alaska that the administration canceled earlier this year. It is also in the process of finalizing a five-year proposal for offshore oil and gas development.

"If we prevail in this race, it will make Utah the most influential state in the union, because nothing will get through the Senate without Utah's support," said McMullin. A former CIA operations officer, McMullin was a Republican until 2016, when Donald Trump won the party's nomination to run for president. But this year, Utah Democrats opted not to nominate a challenger to Lee, a two-term hard-line conservative, ceding the field to McMullin's challenge. Lee dismissed his rival on Monday night as "an opportunistic gadfly supported by the Democratic Party." "You've refused to talk about which party you'd join," Lee told McMullin.
MILWAUKEE — Republican Sen. Ron Johnson and his Democratic challenger, Mandela Barnes, traded attacks and insults in a heated Senate debate Thursday night that focused heavily on crime, gun violence and economic issues. The hourlong debate, held at Marquette University, was the second of two showdowns ahead of the Nov. 8 election. At various points, both candidates responded to questions from the moderators by lobbing attacks at each other — sometimes wholly unrelated to the topic at hand. Barnes frequently responded to Johnson's attacks on issues like crime and policing by criticizing his record in the Senate. Thursday’s acidic debate came just days after a new poll found Johnson leading Barnes.
