GUWAHATI/NEW DELHI, Oct 4 (Reuters) - Twenty-three Indian troops were reported missing on Wednesday after a flash flood caused by a cloudburst in the northeastern state of Sikkim, a defence spokesperson said. The rain lashed a valley about 150 km (93 miles) north of Gangtok, the state capital, located along the border with China. Rising water submerged some vehicles following the release of water from a dam, the spokesperson added. Intermittent rain and thundershowers were hampering rescue operations in the area, an army official told Reuters, speaking on condition of anonymity. The lawyer — Laurence Eisenstein, whose firm works to recover artwork looted by the Nazis — said he’d been speaking to a British scholar who’d come across the name René Gimpel in art collectors’ archives. Thousands of objects lost or lootedAs well as being a famous gallerist of his time, René Gimpel was a very well-connected man. Captured sometime between 1916 and 1933, it showed the three Derain paintings in question hanging on the art dealer’s wall. In 2020, seven years after they began their fight, the Gimpel heirs were finally reunited with the three Derain paintings. Dumas said this is often not the case for Jewish families trying to recover their ancestors’ stolen art.

Russian President Vladimir Putin on Saturday insisted that the residents of four Ukrainian regions that Moscow illegally annexed a year ago "made their choice — to be with their Fatherland." A concert was held in Red Square on Friday to mark the anniversary, but Putin did not participate. Serhii Borzov said that air defenses shot down 20 drones over his central Ukrainian region, but that a "powerful fire" broke out in the town of Kalynivka when a drone struck an unspecified infrastructure facility. Russia's Defense Ministry said Saturday that it had shot down nine Ukrainian rockets fired at its southern Belgorod region, which borders Ukraine. Drone strikes and shelling in the Russian border regions are a regular occurrence.

Little more than a year after cannabis decriminalization, following an election that saw a more conservative coalition government come into power, there are signs Thailand’s laws on cannabis could be rewritten once again. Most cannabis dispensaries like his he says, have been responsible and diligent from the start in checking buyers’ IDs and educating customers about cannabis rules. “Thousands of cafes, stores, and other cannabis businesses have sprouted and hundreds of millions of dollars are being spent by tourists in a short amount of time,” Zaytsev said. The debate comes just as the quality of domestically produced cannabis in the country was improving, she added. “The quality of Thai cannabis has gotten better and better.

Hundreds of workers at a factory in Shenyang in northeastern China weld automated machines, 95 yards long, that are used to bore subway tunnels. At another factory there, employees assemble robots that China’s solar panel makers will use to streamline their production. Shenyang is the capital of Liaoning Province, one of three large provinces in the northeast that constitute the cradle of China’s heavy industry. Now the central government, confronting a national economy that has slowed because of a real estate crisis that defies easy fixes, is turning to cities like Shenyang. Fewer people are buying new homes, apartment prices are falling and construction cranes are less active.

But a Finnish military analyst said that so far Russia's defenses had not been broken. The push from Ukraine is part of a gruelling attempt to defeat Russia's formidable "Surovikin line" of defences and disrupt its access to occupied Crimea. That was the case in late 2022 when Ukraine was able to recapture vast amounts of northeastern Ukraine after routing Russian forces around Kharkiv. RIO DE JANEIRO (AP) — Upon spotting a zookeeper laden with a bucket full of fruit-flavored ice pops, black spider monkeys in Rio de Janeiro’s BioParque gracefully swung their way towards him on Friday, chattering excitedly. The ice pops are part of the monkeys’ well-being program. For the monkeys, the ice pops are watermelon, pineapple or grape flavored. Please do something," he said from the Rose Garden, where he was joined by lawmakers and families of victims of gun violence. The office's goals include ensuring a bipartisan gun safety law passed last year is fully implemented nationwide along with Biden's executive actions to stop gun violence. It will seek to find new actions the White House can take unilaterally as further congressional support for gun safety laws seems slim. Still, Biden and Democrats are banking on gun safety as a major party animator for 2024, particularly for younger voters. Overall, stricter gun laws are desired by a majority of Americans, regardless of what the current gun laws are in their state.

WASHINGTON (AP) — President Joe Biden has asked Vice President Kamala Harris to lead the first-ever federal office of gun violence prevention, which will seek to find ways around congressional inaction to stem rising violence. Harris, a former prosecutor and state attorney general, has years of experience on the issue and was the natural fit to lead the effort, White House officials said. “Throughout her career, the vice president has worked tirelessly to protect people from gun violence,” said Kristine Lucius, a domestic policy aide to Harris. In October 1983, a truck bombing killed 241 American service members at the U.S. Marine barracks at Beirut airport. The idea, we Indians were told each time, was to allow the nation to make a clean break once and for all with its colonial past. The question on the minds of many people who follow events in India, is why any name change would be needed. It’s an opportunity to double down on India’s Hindu identity, even in the name by which it is called. The debate is a live one, however: Some disagree, saying that no amendment to the constitution would be needed to change India’s name. Do the country’s Indian Institutes of Technology become BITs?
