Congress sent a short-term funding bill to President Joe Biden's desk Thursday, averting a partial government shutdown this weekend and buying lawmakers more time to fund federal agencies through September. The CR is part of a broader bipartisan spending deal congressional leaders announced Wednesday that includes six of the 12 spending bills that fund federal agencies. The new CR would extend the funding deadline for half of the dozen must-pass spending bills by one week, to March 8. Leaders say that should give Congress enough time to pass all of the spending bills for the fiscal year that ends on Sept. 30. The House and Senate both passed a stopgap bill on Thursday to avert a partial government shutdown at the end of the week. The House vote was 320 to 99 with 113 Republicans voting in favor and 97 Republicans voting against. “The appropriations process is ugly,” Johnson told reporters on Thursday. Rep. Marjorie Taylor Greene of Georgia, who will vote against the stopgap bill, swiped at the speaker over cutting a deal with Democrats on government funding. Rep. Tim Burchett of Tennessee, who was one of the eight Republicans who voted to oust McCarthy, said he opposed the stopgap bill and broader funding deal but was sympathetic to Johnson’s circumstances.

CNN —When President Joe Biden convenes a joint session of Congress, his Cabinet, military leaders and Supreme Court justices for his highly anticipated State of the Union address next week, it’s possible that the government could be partially shut down – and barreling toward a full shutdown. U.S. President Joe Biden will issue an executive order Wednesday intended to safeguard the personal data of American citizens from countries deemed hostile. The executive order centers on the business of selling people's personal information, in which companies and so-called data brokers collect and trade data. The order focusses on specific, sensitive information like genomic data, biometric data, personal health data, geolocation data, financial data and other kinds of personally identifiable information. The executive order will direct the Department of Justice to issue several regulations intended to protect sensitive data. "American privacy concerns in the data broker industry are not new, and existing laws do not sufficiently protect Americans' data from misuse," the letter said.

The House plans to vote Thursday on the one-week stopgap measure to avert a partial government shutdown, a GOP aide told CNN Wednesday, coming just one day before the deadline to fund roughly 20% of the federal government. House Speaker Mike Johnson has offered to move a stopgap spending bill to buy negotiators more time to hammer out a longer-term spending agreement ahead of Friday’s first funding deadline, according to sources familiar with the matter. The speaker’s proposal to the White House, first reported by Punchbowl News, would move that first funding deadline for four government agencies from March 1 to March 8, and kick the rest to March 22. CNN —House Speaker Mike Johnson has the fate of a democracy and a people in his hands. It’s not the United States, which will survive – even if the coming general election results in another existential test for the constitutional system. Johnson, a backbencher who was the last-ditch choice to lead the mutinous House GOP majority last year, could relieve Ukraine’s agony and help ensure its survival as an independent nation in the coming days. Nothing can be guaranteed in a fractious Congress, with a House GOP majority that has rendered the United States close to ungovernable and is threatening America’s global leadership role. CNN —A vigil will be held Monday afternoon for Laken Hope Riley, an Augusta University nursing student who was found dead after jogging on the University of Georgia campus last week, as her suspected killer’s immigration status has drawn the scrutiny of Republican leaders. Riley, who was a UGA student until May 2023, was found dead Thursday near a lake on the university’s campus from blunt force trauma, according to UGA Police Chief Jeff Clark. Riley’s killing has left the University of Georgia to grieve two tragic deaths that occurred less than a day apart: Her body was discovered just hours after the death of a UGA student the previous night. The Monday afternoon vigil will be co-hosted by Riley’s Alpha Chi Omega sorority at UGA in remembrance of both of the dead students, the university said. Clark referred to Riley’s killing as a “crime of opportunity,” noting he believes the suspect acted alone.
