Vietnam has already rail connections to China, but the system is old with limited capacity on the Vietnam side. The upgraded railway would pass through the region where Vietnam has its largest deposits of rare earths, of which China is by far the world's biggest refiner. Chinese and Vietnamese rare earths industry experts discussed last week stronger cooperation on processing the minerals, according to Vietnamese state media. It is unclear how much China would contribute to the upgraded railway track in Vietnam and whether Hanoi would accept sizeable financing from Beijing on this. A strengthened railway link could also boost Vietnam's export to China, mostly of agriculture products, boost Chinese tourism to northern Vietnam and further integrate the two countries' manufacturing industries, which experts already consider as symbiotic, with factories in Vietnam largely assembling components produced in China.

A federal judge in Montana has blocked a law that would have resulted in a state-wide ban of TikTok starting on Jan. 1, 2024. Before the judge's preliminary ruling, Montana was set to become the first U.S. state to ban the popular video and social media app, which is owned by the China-based tech giant ByteDance. ByteDance sued Montana in May to "prevent the state of Montana from unlawfully banning TikTok," the company said at the time. The lawmakers were concerned that the Chinese Communist Party may be able to access the data of U.S. citizens, and have considered implementing a nation-wide ban on TikTok.

WASHINGTON, Nov 30 (Reuters) - Henry Kissinger, the most powerful U.S. diplomat of the Cold War era, who helped Washington open up to China, forge arms control deals with the Soviet Union and end the Vietnam War, but who was reviled by critics over human rights, has died aged 100. While many hailed Kissinger for his brilliance and statesmanship, others branded him a war criminal for his support for anti-communist dictatorships, especially in Latin America. Kissinger won the 1973 Nobel Peace Prize for ending U.S. involvement in the Vietnam War, but it was one of the most controversial ever. When Nixon's pledge to end the Vietnam War helped him win the 1968 presidential election, he brought in Kissinger as national security adviser. And in the India-Pakistan War of 1971, Nixon and Kissinger drew heavy criticism for tilting toward Pakistan.

Vietnam has already rail connections to China, but the system is old with limited capacity on the Vietnam side. The upgraded railway would pass through the region where Vietnam has its largest deposits of rare earths, of which China is by far the world's biggest refiner. Chinese and Vietnamese rare earths industry experts discussed last week stronger cooperation on processing the minerals, according to Vietnamese state media. It is unclear how much China would contribute to the upgraded railway track in Vietnam and whether Hanoi would accept sizeable financing from Beijing on this.

CNN —A judge dismissed a lawsuit filed by the state of Indiana against TikTok accusing the company of making false claims about the safety of user data and age-appropriate content. Judge Jennifer DeGroote of Allen County Superior Court in Fort Wayne, Indiana, said the court “lacks personal jurisdiction” over TikTok and that downloading an app at no cost does not constitute a “consumer transaction” under the Indiana Deceptive Consumer Sales Act, according to court documents. Similar lawsuits now remain active in other states including Arkansas and Utah. The lawsuit alleged TikTok attracts young people to its platform under the pretense that it’s safe yet still exposes them to inappropriate content including drug and alcohol use, nudity and profanity.
