Claims in U.S. dollars rose 0.8% to $6.576 trillion in the second quarter, but were down 1% from a year earlier. The euro's share edged up slightly to 19.9% in the second quarter, from 19.8% the previous three months. The dollar index was up 3.1% in the second quarter, recovering from a 0.9% fall in the first quarter. The IMF data also showed the Chinese renminbi's share of currency reserves slipped to 2.4% in the second quarter from about 2.6% in the first. IMF data also showed total global reserves rose to $12.055 trillion in the second quarter from $12.028 trillion in the first quarter.

Ties between the two countries have been strained after Canadian Prime Minister Justin Trudeau told parliament earlier this month that Canada suspected Indian government agents were linked to the murder of Hardeep Singh Nijjar. India has dismissed Canada's allegations as absurd and both countries have expelled a diplomat in a tit-for-tat move. A U.S. official confirmed that Blinken spoke to India's Foreign Minister Subrahmanyam Jaishankar on Thursday and urged India to cooperate with the Canadian investigation, but a U.S. State Department statement made no mention of the issue.

Unifor had announced GM as its second bargaining target in contract talks with the Detroit Three on Monday, a day after ratifying a new three-year contract with Ford Motor (F.N). Meanwhile, in the U.S., negotiators for the United Auto Workers (UAW) union could strike additional Detroit Three automotive facilities on Friday if there is no substantial progress in labor negotiations. The UAW had launched its walkouts on Sept. 15, its first simultaneous strikes at General Motors, Chrysler parent Stellantis (STLAM.MI) and Ford.

The first phase of the construction of the Northvolt Six factory just outside Montreal will begin this year and it is expected to be operational in 2026. Northvolt will invest $3.2 billion of the total with the local and federal government each contributing $1 billion, Northvolt Co-Founder Paolo Cerruti told Reuters. "We looked at 70 different sites at the beginning of this process," Cerruti said. The $369-billion U.S. Inflation Reduction Act (IRA) passed last year has prompted companies including Northvolt to look across the Atlantic, attracted by hefty subsidies and cheaper energy. "This size of investment and project can not happen if you don't have an anchor customer," he said.
