SALT LAKE CITY (AP) — The U.S. Forest Service on Wednesday withdrew its approval of a right-of-way permit that would have allowed the construction of a railroad project through about 12 miles (19 kilometers) of roadless, protected forest in northeastern Utah. It would allow them to access larger markets and ultimately sell to refineries near the Gulf of Mexico. An attempt to reach the Seven County Infrastructure Coalition, which is spearheading the project, was unsuccessful Wednesday evening. In the August ruling, the Washington, D.C.-based appeals court decided that a 2021 environmental impact statement and opinion from the federal Surface Transportation Board were rushed and violated federal laws. The Forest Service's decision Wednesday to withdraw its approval was based on the appeals court ruling, but Ashley National Forest Supervisor Susan Eickhoff said the agency could issue a new decision if deficiencies in the environmental impact statement are addressed.

EU's Eastern Members Demand Import Duties on Ukraine Grains

BUDAPEST (Reuters) - The European Union's eastern states are demanding the EU impose import duties on Ukraine grains, citing unfair competition, Hungary's agricultural ministry said on Monday. "One of these [measures] could be introducing import duties on the most sensitive agricultural products." Ukraine's larger farm sizes make the country's grain exports cheaper and that is pushing EU farmers out of their traditional export markets, the ministers said. Farmers in Bulgaria, Poland, Hungary, Romania and Slovakia "have suffered significant damages" since the EU suspended import quotas and customs on grain from Ukraine last year, they said. Ukraine responded by complaining to the World Trade Organization against the three countries, while other EU members condemned the unilateral moves.

Denmark's Crown Prince Frederik will take over from his mother, Queen Margrethe II, when she formally steps down as monarch on Sunday. His forename was chosen in line with the Danish royal custom of the heir apparent being named either Frederik or Christian. Crown Prince Frederik began his military education in 1986 in the Queen's Life Guard Regiment. “Crown Prince Frederik is a much more informal person than his mother,” said historian Lars Hovbakke Sørensen.

Young voters could be pivotal in an election year where the race is expected to be very close between presumptive nominees Biden and Republican front-runner Donald Trump. While young voters tend to favor Democrats, even a small drop in turnout among those voters – or a shift toward Republicans – could make a dispositive difference in battleground states. Biden has a dramatic disadvantage, compared with Trump, on the economy, even as young voters report overwhelmingly that their own financial situations are solid. That's on track with Biden's performance among young voters in 2020, when exit polls showed Biden took 60% of the youth vote, compared to 36% of young voters who voted for Trump. The data on young voters reflects a trend other polling has shown throughout the campaign season: Americans are unhappy with the ways things are going and don't want a Biden-Trump rematch.

Earthquakes vs. aftershocksThe modern seismic activity the researchers studied is likely a mixture of aftershocks from the big quakes from the 1800s and background seismicity, Chen said. “Are small earthquakes in the New Madrid seismic zone aftershocks of 1811-1812 or not?” Hough said in an email. “The new study considers the question from a different angle, considering how tightly clustered earthquakes are, and concluding that some of the events are ongoing aftershocks,” Hough said. Aftershocks might still be continuing, but once the normal seismic rate for the area returns, she said, you can no longer identify them as aftershocks. “For this reason, we seismologists sometimes disagree about which earthquakes are foreshocks or aftershocks,” Ebel said, “and I think those disagreements are inherently unresolvable.”
