LOS ANGELES (AP) — Prosecutors charged a man Monday with four counts of murder in the fatal shootings of three homeless men in Los Angeles and a suburban resident last month. Authorities have identified and arrested a suspect in connection with the killings of three homeless men in Los Angeles this week and tied the suspect to a fourth homicide nearby, officials said on Saturday afternoon. The suspect, identified as Jerrid Joseph Powell, 33, a resident of Los Angeles, was already in custody after being arrested on Thursday morning in connection with the killing of a father of two in San Dimas, Calif., in a robbery on Tuesday after the suspect followed the victim home, officials said. The three homeless victims — all men who were in alleys or open areas by themselves — were shot and killed in the early morning hours on Sunday, Monday and Wednesday, authorities had said. The third victim has not been identified as his next of kin has not yet been notified. Michel Moore, the Los Angeles police chief, said that authorities had identified a vehicle they believe was used in all four homicides and tied it to Mr. Powell, who was already in custody in connection with the San Dimas killing of Nicholas Simbolon, 42.

LOS ANGELES (AP) — A Los Angeles man who was already arrested in another shooting investigation has been identified as the suspect in three recent killings of homeless men, police said Saturday. Los Angeles Police Chief Michel Moore said 33-year-old Jerrid Joseph Powell was identified as the suspect in the three killings after authorities determined a firearm found in the vehicle he was driving when he was arrested earlier was linked to the shootings. Powell was arrested this week by Los Angeles sheriff's deputies for investigation of the shooting death and robbery of a 42-year-old man after he returned to his home. Jose Bolanos, 37, was found dead with a gunshot wound around 3 a.m. on Nov. 26 in an alley in South Los Angeles, police said. It was not immediately possible to identify an attorney for Powell, who is due to appear in court Monday.

A federal appeals court has paused enforcement of a federal government regulation that allows abortion providers to receive federal family planning money — but only in Ohio, where state health officials said the policy took money away from them. Since 1981, federal policy has changed several times regarding whether programs receiving family planning funds can provide abortions or refer patients to such services. Circuit Court of Appeals overruled that in a decision Thursday — but only as it applies to how the federal government distributes the grants in Ohio. And when that happened, the award to the state's health department decreased by $1.8 million. But a court blocked enforcement, and voters last month adopted an amendment to the state constitution enshrining the right to abortion.

The killings happened in various locations in the city, including one near Skid Row, an area of downtown Los Angeles known for its large homeless population. The Los Angeles Police Department shared a map of the three locations where three unhoused men were recently killed. “Seek shelter, seek services, stay together, seek support.”Bass called the news “devastating” to the city, which is home to one of the largest unhoused populations in the country. Speaking at a central bank conference in Hong Kong, Bank of England (BoE) Deputy Governor Dave Ramsden also said he saw no financial stability grounds to lower interest rates, which are currently up at 5.25%. “We think that monetary policy is likely to need to be restrictive for an extended period of time," he said. Even with all that tightening, Ramsden said inflation was not expected to return to 2% until the end of 2025. Markets have started to position for the first rate cut, with a move seen as soon as April or June.

WASHINGTON, Nov 27 (Reuters) - Argentina's President-elect Javier Milei will meet with a top security aide to U.S. President Joe Biden in Washington, the White House confirmed on Monday, after the far-right libertarian lunched with former U.S. President Bill Clinton in New York. Upon arriving in the United States, Milei first visited the tomb of a well-known orthodox Jewish rabbi before having lunch with Clinton, according to a statement from the president-elect's office. On Tuesday, Milei will meet with U.S. National Security Adviser Jake Sullivan, while his economic advisers are scheduled to meet with senior U.S. finance officials to discuss the president-elect's economic priorities. Argentina is the IMF's largest debtor nation as it struggles to tame inflation approaching 150%. Milei will take office on Dec. 10 at a time when over two-fifths of Argentina's population is in poverty and a recession looms for South America's second-largest economy.
