There has been plenty of hand-wringing in the West about the prospect of China displacing — or at least rivaling — the United States as the world’s leading superpower. But the evolving security crisis in the Red Sea makes clear that this remains a distant prospect. China, with a trade-led economy dependent on the free flow of commerce through chokepoints like the Bab el-Mandeb strait off Yemen, relies on the United States to protect international sea lanes. Instead, it seems content to largely sit back and offer veiled criticism of the U.S. military response. Beijing is playing a cynical game, free-riding on the same American power that it holds in contempt, trying to have it both ways.

It’s true that in recent days, Israel has signaled a certain shift in its war strategy, using fewer troops and focusing more on central and southern Gaza. These steps appear partly driven by the need to keep down Israeli losses in the close quarters of urban combat, to offer some relief to Israel’s suffering economy — and possibly in preparation for an escalation on Israel’s northern border. Such shifts don’t seem intended to dial back the snowballing regional tensions, nor will they prevent the increasing humanitarian suffering. The first and most critical shift required is for the administration to embrace the need for a full cease-fire now. The Biden administration does not need to support the South African claims, but it can and should commit to being guided by any findings of the court.

After months of congressional hand-wringing, Mr. Santos finally met his demise on Friday, after Republicans and Democrats each offered separate expulsion resolutions. It says something about the way things have been going for President Biden lately that being targeted for impeachment was not the worst news of a tough week. But over the course of the past seven days, Mr. Biden was besieged on multiple fronts, both personal and political, challenging his capacity, threatening his family and jeopardizing his political position. One of his favorite columnists urged him not to run again, sparking more hand wringing in his party. And oh yes, House Republicans opened an impeachment inquiry aimed at charging him with high crimes and misdemeanors. Politics in Washington being what it is today, Mr. Biden and his team exhibited no particular concern over the course of events.

CNN —President Joe Biden is expected to make a final decision soon on sending long-range missiles to Ukraine for the first time, a major step recommended by the State and Defense departments after months of Ukrainian requests, people familiar with the discussions told CNN. Discussions about sending the long-range Army Tactical Missile Systems, also known as ATACMS, picked up substantially in recent weeks, the sources said. Currently, the maximum range of US weapons committed to Ukraine is around 93 miles with the ground-launched small diameter bomb. ATACMS missiles are fired from HIMARS rocket launchers, the same type of vehicle that launches the Guided Multiple Launch Rocket System (GMLRS) missiles that Ukraine already employs. “When we talk about long-range missiles for Ukraine, it is not just a whim, but a real need,” the head of Zelensky’s office, Andriy Yermak, said on Telegram on Monday.
