Mr. Biden has authorized the shipment of cluster munitions, controversial within the alliance, to fill the gap until more shells can be produced for Ukrainian artillery — and, though it was left unsaid, to better be able to destroy Russians in their deeply dug trenches. The concern is that the munitions create a post-conflict hazard much like land mines. “Duds” that are scattered around the battlefield can explode years later, often when children pick them up. Mr. Sullivan noted on Friday that signatories to the treaty cannot ship them to Ukraine or help the United States in doing so, but he said that they did not vocally oppose Mr. Biden’s decision. In fact, Mr. Biden has received more criticism from some members of his own party than from the members of the treaty.

Though steadfast allies throughout much of the pandemic, Trump and DeSantis, as presidential primary rivals, agree on very little about what transpired during one of the most trying periods in their respective tenures in leadership. Unsaid in the ad was that DeSantis had repeatedly praised Fauci early in the pandemic, calling him “really, really good and really, really helpful” and “really doing a good job.” A CNN KFile review found Trump began harshly criticizing Fauci much earlier than DeSantis. Trump has dismissed the conservative back-slapping of DeSantis’ handling of the pandemic, insisting the governor’s performance wasn’t all that great. By preemptively attacking DeSantis’ pandemic policies, Trump, too, appears aware that voters could see his top rival as stronger on the issue. The shift became an early fault line in the fracturing relationship between Trump and DeSantis.

Unlike most tech conferences where tickets cost thousands, Tech Week is mostly free and open to anyone. If last year's hastily arranged LA Tech Week served as venture firm Andreessen Horowitz's LA coming out party, this year's version – taking place just 10 months later – served as the more polished but lower energy summer sequel. Unlike most tech conferences where tickets cost thousands of dollars, Tech Week, which concludes Sunday, is mostly free and open for anyone to attend or even host their own event. Mostly gone unsaid was the dismal state of the tech market, which has worsened considerably since last year's Tech Week; Down rounds and layoffs do not make for great cocktail conversation.

CNN —Lionel Messi apologized to Paris Saint-Germain and his teammates on Friday after taking an unauthorized trip to Saudi Arabia and missing training earlier in the week. “I wanted to make this video after everything that’s been happening,” Argentina’s World Cup-winning captain said in an Instagram story. The 35-year-old’s trip to Saudi Arabia meant he missed the team’s Monday training. “We welcome visitors from all around the world to experience a unique trip to Saudi Arabia and its hospitality.”Messi himself posted a promotion for Saudi tourism on his Instagram six days ago: “Who thought Saudi has so much green? Messi’s contract with the French capital’s premier football club expires on June 30, and his trip to Saudi Arabia comes amid multiple reports that the 35-year-old won’t stay at the Parisian club.
As a member of the Fed's Board of Governors a decade ago, Powell called certain possible debt default responses by the Fed "loathsome." Accepting defaulted securities as collateral for Fed loans, or swapping "good" federal debt already held by the Fed for impaired debt held by private investors, would be an extreme variation on the theme - yet one that may prove less "loathsome" than the alternative economic collapse some predict would follow a default. To a central bank, with no budget constraint and an elastic time horizon, it's just a matter of waiting out the politicians. Powell joined the Fed in 2012 from a think tank where he focused on debt and deficit issues. A debt default may pose another tough decision for a Fed chair who's motto could well be to never say never.
The president of France on Thursday stepped into the cold mountain prison where Toussaint Louverture, a famed leader of the Haitian Revolution, died 220 years ago after being tricked, kidnapped and secreted across an ocean and into the French hinterland. Standing in the armory, not far from the cell where Louverture spent his last days, President Emmanuel Macron called the man who took on France after being freed from slavery a hero who embodied the true values of the Enlightenment and the French Revolution. “Toussaint Louverture strove to give life to the Declaration of the Rights of Man and of the Citizen,” Mr. Macron said in a speech delivered on the 175th anniversary of France’s abolition of slavery. “That which offered freedom, equality, fraternity to all.”It was the first time a French leader paid official tribute to Louverture at the prison where he died, a powerful gesture from a president determined to reconcile the France of today with the shadows of its past.
Known as "all-to-all" trading, the idea would allow any market participant to interact directly with another, without intermediaries. But in the Treasury market, banks have traditionally acted as dealers for buyers and sellers. Whether it happens or not, some changes to the Treasury market appear likely as it has become less liquid. At the same time, the Treasury market skyrocketed after 2008, as the government injected large quantities of stimulus into the economy that sent debt soaring. But all-to-all trading may also introduce less rational investors into Treasury markets, applying a gambling mentality to some trades.

SINGAPORE, April 14 (Reuters Breakingviews) - Singapore’s surprise decision on Friday to keep its monetary policy unchanged leaves one thing unsaid. The Lion City, whose trade volumes dwarf the size of its economy, joins Australia, India and South Korea in standing pat. Singapore has repeatedly warned this would damage the Lion City’s growth outlook. Prime Minister Lee Hsien Loong said in 2019 that it should prepare for these consequences and adapt to new global realities. British officials are looking at easing regulations to lure companies and top chief executives to the U.K.As New York vies with London for high-profile listings, one key advantage is often left unsaid. And the Chinese government’s authoritarian approach to numerous other issues clashes with important American values, said many Asian Americans interviewed for this article. Concerns about China have gone mainstream as US national security officials and lawmakers have publicly grappled with state-backed ransomware attacks and other hacking attempts. People rallied during a "Stop Asian Hate" march to protest against anti-Asian hate crimes on Foley Square in New York, on April 4, 2021. But to Chu, the incident was an example of the way politics surrounding China, technology and national security have fueled anti-Asian sentiment. “Asian American issues are American issues, and all Americans deserve to be treated with respect.
But in recent weeks, as companies brace for tougher times ahead, the assault on middle managers has picked up new steam. At Meta, Mark Zuckerberg is eliminating layers of middle management, demoting many supervisors to the ranks of the supervised. Zuckerberg offered a telling explanation for his decision: He doesn't want to have "managers managing managers, managing managers, managing managers, managing the people who are doing the work." In the UKG survey, 42% of middle managers said they were often or always stressed — a higher share than either frontline workers or C-suite executives. The businesses most likely to weather the current economic turmoil, Harter says, are those that unlock the hidden value of middle managers.
We talked to several workplace experts to gain their insight on phrases you shouldn't say to your boss, even if you're close. 'I can't'A can-do attitude is always a valued trait, and just because you're friends, it doesn't mean you'll get called on the next time an important project comes up. It's fine if you have to leave early, but don't say it's because "things are slow" or you have "nothing to do." 'I'm going to be out these days,' or 'I'm leaving early tomorrow'Just because you're friends, it doesn't mean you should tell your boss you're going on vacation or leaving the office early. "Your boss hopes you're honest 100% of the time, and what you're about to say is not an aberration," said Taylor.
New York CNN Business —It seems like you can’t go anywhere these days without colliding headfirst into another ominous prediction of imminent recession. But hidden behind those “CEO PREDICTS RECESSION” headlines lies a lot of uncertainty. “If I didn’t watch CNBC in the morning, the word ‘recession’ wouldn’t be in my vocabulary,” he said. “You just can’t see it in our data.”It’s almost as though Kirby predicted recession was imminent because other prominent voices predicted that recession was imminent. More than 10,000 ambulance workers represented by the GMB Union will strike again on December 28.
Attending a summit meeting in Bali when the missile hit Poland, Biden quickly arranged the meeting with the leaders of France, Germany, Canada and other allies. Most of the leaders in attendance have agreed to sign on, a Biden administration official said. “We, of course, are ready to stand with our NATO allies and partners,” Vedant Patel, a State Department spokesman, told reporters. NATO, and the mutual defense obligation that underlies it, was nearly a casualty of the Trump administration. They’re still looking for him.” Left unsaid was that as president, Trump skipped summit meetings with Asian leaders in 2018, sending Vice President Mike Pence in his place.

A Taiwan Coast Guard ship travels past the coast of China, in the waters off Nangan island of Matsu archipelago in Taiwan August 16, 2022. REUTERS/Ann WangTAIPEI, Sept 23 (Reuters) - A Chinese blockade of Taiwan or the seizure of an offshore island would be considered an act of war and Taiwan would not surrender, a senior Taiwanese security official told Reuters using unusually strong and direct language. Chinese military action might not be as straightforward as a full frontal assault on Taiwan: it could include actions like a blockade to try to force Taiwan to accept China's rule, strategists say. To show its anger, China mounted military exercises around Taiwan that included firing missiles and steps to mount a blockade. "A blockade is an act of war; seizing an offshore island is an act of war," the official said, adding Taipei believed Beijing was unlikely to take either of those actions at the moment.
Putin’s threats increase the risk of escalation to a nuclear conflict drastically. Beatrice Fihn, Nobel laureate and executive director of the International Campaign Against Nuclear Weapons, urged political leaders to renew efforts to get rid of all nuclear weapons by signing and ratifying the Treaty on the Prohibition of Nuclear Weapons. Beatrice Fihn, Nobel laureate and executive director of the International Campaign Against Nuclear Weapons, told CNBC that Putin's "incredibly dangerous and irresponsible" threats drastically increase the risk of escalation to a nuclear conflict. Fihn called for the international community to "unequivocally condemn any and all nuclear threats" and urged political leaders to renew efforts to get rid of all nuclear weapons by signing and ratifying the Treaty on the Prohibition of Nuclear Weapons. 'No going back'Max Hess, a fellow at the Foreign Policy Research Institute think tank, described Putin's nuclear threats as a "very significant announcement."

The manner of writing is captivating and adding the pictures to the end of the book, was the perfect way to end this autobiography. At the same time, the twists of the plot are merciless – the reader falls under the spell and into the trap. Although he begins his book by recalling how his mother threw him out of a minibus because of a racist, dangerous driver, he defines very well his relationship with her.
