Tuesday marks three full weeks without a House speaker and 24 days until the government runs out of money, to say nothing of aid packages many lawmakers want for Israel and Ukraine. Most Republicans voted for all three men as speaker, but the outside edges of the party were too big to get a majority. Only two of the current speaker candidates supported the 2020 election results: Emmer and Scott. Four of the current speaker candidates voted no, including Sessions. But Trump’s power within the House GOP is limited.

House Republicans entered the weekend without their leading speaker candidate, Rep. Jim Jordan, R-Ohio, who dropped out of the race on Friday. "This is embarrassing for the Republican Party, embarrassing for the nation," former speaker Kevin McCarthy, R-Ca., said Sunday on NBC's "Meet the Press." Former Republican Rep. Liz Cheney did not voice support for any specific candidate, saying on CNN's "State of the Union" that the current state of House Republican dysfunction is not surprising. Former House Speaker Newt Gingrich, who served from 1995 to 1999, said the House Republicans are dragging their feet. Of the nine candidates in the speaker race so far, none are women.

While the Ohio conservative has campaigned as a speaker who can unite the party, he continues to face long odds, a full week after securing the GOP nomination and more than two weeks after former Speaker Kevin McCarthy (R., Calif.) was ousted. Republicans have no current fallback plan after rejecting a proposal to vote on giving more powers to Speaker Pro Tempore Patrick McHenry (R., N.C.).

Jim Jordan is expected to try a third vote to become House speaker, even as his Republican colleagues are explicitly warning the hard-edged ally of Donald Trump that no more threats or promises can win over their support. After two failed votes, Jordan's third attempt at the gavel is not expected to end any better. Jordan had backed the temporary speaker plan as a way to allow more time to shore up support in his own reach for the gavel. What this majority has done is prove it’s not a normal majority.”What was clear was that Jordan’s path to become House speaker was almost certainly collapsing. With Republicans in majority control of the House, 221-212, it appears there is no Republican candidate who can win a clear majority, 217 votes, to become speaker.

It was not clear when the House would vote again on a speaker. House Democrats and the White House have said they are open to that idea, but many Republicans rejected it. Hardline Republicans axed Rep. Kevin McCarthy, the man who spent years orchestrating his rise to become House speaker, after he relied on Democrats to help pass a short-term funding bill to keep the government open last month. When McCarthy got the boot, McHenry was elevated to become the powerless temporary speaker – known as speaker pro tempore – able to keep the House in session but not to pass any legislation. The mechanism for such an arrangement could be a simple resolution giving McHenry the temporary power to move appropriations legislation. I asked her by email about why having a temporary speaker would be appealing, and she suggested it’s not a good option, but maybe the least bad option in the face of an institutional leadership crisis. In fact, Postell predicted an even more partisan atmosphere if the House speaker was to permanently become a less powerful position.

Rep. Jim Jordan again fell short on Wednesday in his bid to become speaker, his prospects growing dimmer as time wore on. Twenty-two House Republicans voted against the Ohio Republican, as his opposition grew from a day prior, spelling trouble for his path forward in the chamber. Adding to Jordan’s troubles was a pledge by lawmakers to support Jordan in the first round as a good-faith show of support to their party’s speaker nominee – but not necessarily beyond. “This is the fight – which Jim Jordan represents – to end the status quo, and it ain’t easy,” Perry said. A group of Republicans on Wednesday were reportedly eyeing moving forward with a motion to empower Rep. Patrick McHenry, who was designated speaker pro tempore when former House Speaker Kevin McCarthy was ousted.

Jordan's bid to become speaker appeared to be in deep trouble Wednesday, after he failed to secure the gavel by a wider margin than expected in the Tuesday vote. On that ballot, 20 Republicans publicly voted against the Judiciary Committee chairman, and 200 voted for him. Jordan's second bid already appeared doom to fail early Wednesday afternoon with at least nine Republicans voting against him so far, more than the congressman can afford to lose. Other Republicans voted for Lee Zeldin, who left Congress in January. "By empowering Patrick McHenry as Speaker Pro Tempore we can take care of our ally Israel until a new Speaker is elected."

Rep. Jim Jordan received his party’s nomination for speaker on Friday, becoming the second nominee after Majority Leader Steve Scalise abruptly abandoned his bid for the role a day earlier. The Ohio Republican fell more than 60 votes short of the threshold needed to become speaker in a test vote on Friday. Jordan, the House Judiciary Committee chairman, was known for years as an outspoken critic of leadership positioned squarely among the party’s right flank. Still, some moderates, along with Democrats, staunchly oppose a Jordan speakership, making a bipartisan path forward possible. Some have floated a bipartisan effort to empower Rep. Patrick McHenry, who has been serving as speaker pro tempore since McCarthy’s ouster, or even elect the North Carolina Republican as speaker.
