KYIV, Ukraine — The shots fired by the Secret Service near former President Donald Trump at a Florida golf course Sunday are ringing out 5,000 miles away — in the Russia-Ukraine war. After what officials called the second assassination attempt on Trump in three months, a man named Ryan Wesley Routh, 58, was taken into custody and charged. Routh had already been extensively profiled in the Western media as an ardent supporter of Ukraine in its fight against Russia’s ongoing invasion. Ukraine sought Monday to distance itself from Routh, with the country’s international legion — the military unit that includes foreign volunteers — saying it had nothing to do with him. “We would like to clarify that Ryan Wesley Routh has never been part of, associated with, or linked to the International Legion in any capacity.

But as a general rule, economists tend to agree that, for U.S. consumers, higher tariffs tend to mean higher prices. "They'll be buying things at higher prices than they otherwise would." Still, a number of organizations say that Trump's new tariff policy would have a negative tangible effect on American consumers' finances. Plus, financial experts say a more aggressive tariff policy could be viewed as a form of economic saber-rattling. It tends to lead to higher prices for consumers in both countries."

After eight years of threatening to repeal the Affordable Care Act, more commonly known as Obamacare, former President Donald Trump still doesn’t have a comprehensive plan to replace it. People in the U.S. pay roughly twice as much for health care than any other nation on earth. But is it feasible to create a new health care law that reduces the escalating costs? “Right now, Obamacare is the status quo in health care,” said Larry Levitt, executive vice president of health policy at KFF, a nonprofit group that researches health policy issues. Harris has committed to extending the subsidies; Trump has remained silent.

WINDER, Ga. — Many students in Georgia’s Barrow County headed back to class Tuesday, six days after a shooting killed two teachers and two students at the school district’s Apalachee High School northeast of Atlanta. No return date has been set for the 1,900 students at that high school, but the 13,000 students in Barrow County’s other schools did return, including at the middle school and elementary school that border the Apalachee campus in Winder. When her 8-year-old daughter said over the weekend that she was scared to go back to school, Shonderi Williams broke down in her bathroom. She has two daughters Yargo Elementary School and one daughter at Haymon-Morris Middle School, the schools next door. “We know the days ahead are going to be difficult, and that we have some staff and some students who are not ready to return to school,” LeDuff said.

PHILADELPHIA — Former President Donald Trump said Tuesday that his biggest challenge in debating Vice President Kamala Harris is that she has shifted her positions on so many issues. She's changed all of her policies over the years," Trump told NBC News in a phone interview Tuesday morning hours before the debate here. He added, however, that he believes that makes it "easier" to define her in the minds of voters. Three sources who speak to Trump regularly, including one directly involved in the debate prep process, described Trump as either nervous or disengaged with debate preparation in the past few weeks. Trump, too, has frequently shifted his positions over the years, including on issues like abortion, TikTok and even birtherism.

Read previewIt was probably the most noteworthy thing to come out of Kamala Harris' much-anticipated CNN interview late last month: The Vice President, if elected, pledged to appoint a Republican to her Cabinet. "It may be difficult to find a rational, sane person who still identifies as a Republican" that would agree to serve in Harris' cabinet, Sen. Richard Blumenthal of Connecticut quipped. "There are a lot of Republicans that I think are capable of assuming Cabinet positions," Rep. Jim McGovern of Massachusetts said. "I'm not floating people's names for particular positions," Rep. Ro Khanna of California said, shortly after heaping praise on Republican Rep. Brian Fitzpatrick of Pennsylvania and former Republican Rep. Mike Gallagher of Wisconsin. Though he said Harris' pledge was a "positive step," he made clear on Tuesday that he's not interested in serving in her administration.

As the election ramps up, many investors are focused on capital gains taxes and how proposals from both parties could impact their assets. Democratic presidential nominee Vice President Kamala Harris last week proposed a 28% tax on long-term capital gains, or profits from the sale of assets owned for more than one year, for those making more than $1 million annually. Her plan would also raise the net investment income tax, or NIIT, from 3.8% to 5%, The Wall Street Journal reported last week. If Harris proposes raising the NIIT to 5%, the combined rate would be 33% for top earners. Biden's plan would raise the combined rate to 44.6%.

It was 2019, and the second Democratic presidential primary debate was unfolding in Detroit when then-Rep. Tulsi Gabbard of Hawaii went for the jugular. Still, it turned into a major moment for Gabbard — even though Harris forcefully responded — and it was a standout episode in her short-lived 2020 presidential campaign. It’s coming into view again now in the run-up to Tuesday’s second presidential debate after Donald Trump tapped Gabbard to assist him in his debate preparations. “Tulsi Gabbard whipped Kamala Harris’ butt on the debate stage,” Trump spokeswoman Karoline Leavitt said. Raising that prospect in the first place at the time rankled the Biden campaign.

Sen. Bernie Sanders, I-Vt., on Sunday said Vice President Kamala Harris should increase her proposed 28% tax rate on long-term capital gains, marking his latest divergence with the Democratic presidential nominee's economic platform. "I would go higher than that," Sanders told NBC's "Meet the Press" of Harris' proposed capital gains tax rate. Harris on Wednesday announced her plan for a 28% tax on long-term capital gains, assets that are owned for more than one year, an increase from the current maximum rate of 20%. President Joe Biden previously proposed a capital gains tax rate of 39.6% in his fiscal 2025 budget. In 2016, Sanders campaigned for the Democratic presidential nomination with an even higher desired rate of 54.2%.

Though many say they are thankful to have Social Security payments at all, they aren't enough to fill the gap. To help pay the bills, nearly 80% of retirees receive some Social Security income, per BI's calculations, and the Social Security Administration estimates that 97% of older adults will ultimately receive benefits. She told BI that her expected $2,000 monthly Social Security payments may not be enough. As pensions dissipate and only higher-earning retirees have savings, Social Security might only become more pivotal for retirees. Businessman Eric Hovde won the Wisconsin Republican primary for Senate, NBC News projects, setting up a critical battleground state race against Democratic Sen. Tammy Baldwin. Baldwin’s seat is a top priority for both parties in the battle for control of the closely divided Senate. Baldwin has also fared better than the top of the Democratic ticket in some recent Wisconsin polling. An independently wealthy businessman, Hovde, who ran unsuccessfully for Senate in 2012, has already loaned his campaign $13 million. A study on long Covid fails to bring researchers closer to finding a diagnostic test. Why there’s no test yet for long CovidAn estimated 17 million people have long Covid, but identifying people with the condition still can't be achieved with one diagnostic test, researchers said this week. So “clinicians are left to continue doing what we have done in the past,” which is to rule out other potential health conditions rather than diagnosing long Covid, they said. The study is part of the National Institute of Health’s RECOVER Initiative, a billion-dollar-plus effort launched in 2021 to research causes and treatments of long Covid. The Freedom Caucus added that in the event of a stopgap bill, funding should be “extended into early 2025” to avoid passing a funding bill that “preserves Democrat spending.” Both demands would spark a standoff with Democratic lawmakers.

Trump campaign says it has been hacked

CNN —Former President Donald Trump’s campaign said Saturday in a statement that it had been hacked. When asked whether the Trump campaign had been in contact with law enforcement, a campaign official said it would not discuss those kinds of conversations. Politico reported it had received emails that contained internal communications from a senior Trump campaign official and a research dossier the campaign had put together on Trump’s running mate, Ohio Sen. JD Vance. The dossier included what the Trump campaign identified as Vance’s potential vulnerabilities. In 2016, days before the Democratic National Convention, WikiLeaks published nearly 20,000 emails from the Democratic National Committee server.
