A U.N. fact-finding mission reporting to the Human Rights Council in Geneva cited as credible estimates that 551 people were killed by security forces, most of them by gunfire, as part of a widespread and systematic crackdown on the protests, which were mostly led by women. The casualties included at least 49 women and 68 children. The Human Rights Council will discuss the report next week. The use of lethal force during largely peaceful protests was unlawful and the deaths amounted to extrajudicial executions, the investigators said. But they also reported that the authorities had summarily executed at least nine young men after cursory trials on charges linked to the protests and that several people had died in custody as a result of torture.

Climate disclosures would be made in annual filings companies make to the SEC, such as a Form 10-K, and in registration statements filed before an initial public offering. In the two and a half years since he resigned as New York’s governor, Andrew M. Cuomo has spent countless hours and millions of dollars to restore his image and vanquish his critics. One of his primary targets is the state’s new ethics panel, which his lawyers argue was formed unconstitutionally and should be disbanded — a result that would plunge the enforcement of state ethics rules into chaos. Mr. Cuomo won the fight’s first round, successfully persuading a State Supreme Court judge last year that the panel, the Commission on Ethics and Lobbying In Government, had been created in a way that violated New York’s Constitution. After the commission appealed the ruling, the parties wound up in an appeals court in Albany, N.Y., on Friday for oral arguments.

Al-Shifa, Israeli officials have argued, is an example of Hamas’s willingness to use hospitals as cover and turn civilians into human shields. The portion of the tunnel visible in the Israeli military video is at least 350 feet long. But beyond accusing the Israeli military of planting evidence at hospitals, Hamas and Gazan officials have not directly refuted the evidence presented by Israel. The Israeli military declined to provide additional imagery to support its assertion that this was a tunnel entryway or part of a tunnel complex. Concrete sections of the Al-Shifa tunnel are visible in this still image from the video released by the Israeli military.

Biden’s reelection campaign has repeatedly declined to commit to joining debates with Trump, his likely opponent in the November general election. Trump, meanwhile, has feuded with the Republican National Committee and refused to join its primary debates. In 2020, he objected to the rules of the nonpartisan commission that has hosted general election debates since 1976. Lowering his voice to a whisper, Coons said: “That was bad.”He then questioned whether a general election debate this year would be worth it. “But this is ultimately a judgment call for President Biden."

The National Football League is an American cultural behemoth: Ninety-three of 2023’s 100 most-watched television broadcasts were N.F.L. Among those who will be watching the game is National Review senior editor Charles C.W. A native of England, Cooke has become an avid football fan (specifically, of the Jacksonville Jaguars) and has written about his growing understanding of America’s one true national sport. He has also written about some on the Right’s aversion to the N.F.L., particularly as some concoct convoluted conspiracy theories involving singer Taylor Swift and her boyfriend, the Chiefs tight end Travis Kelce, while others denounce professional sports as a whole. As Cooke wrote in National Review, “Online, one can say that Taylor Swift is a ‘Deep State psyop’ and prompt a million Lost Boys to clap their hands in glee.

UNITED NATIONS (AP) — The leaders of Serbia and Kosovo sparred at the United Nations over the latter's ban of the use of the Serbian currency in areas where minority Serbs live, the latest crisis between the two governments. The dinar was widely used in ethnic Serbian-dominated areas, especially in Kosovo's north, to pay pensions and salaries to staff in Serbian parallel institutions, including schools and hospitals. In 1999, a 78-day NATO bombing campaign ended a war between Serbian government forces and ethnic Albanian separatists in Kosovo. Serbian forces were pushed out but Belgrade never recognized Kosovo’s independence and still considers it a Serbian province. The European Union and the United States expressed concern that Kosovo’s ban of the dinar could raise tensions in an already volatile region and called for consultations and a delay in the ban.

Denny’s is shuttering its only location in Oakland after more than 54 years, citing public safety concerns. Motor vehicle theft increased by 29% and, since 2019, motor vehicle theft has shot upward by 105%, the study found. HARTFORD, Conn. (AP) — Marijuana retailers in Connecticut say a dearth of licensed growers in the state’s fledgling legal pot industry has left them with a shortage of product to sell. The supply problem has appeared after slow retail growth in neighboring New York last year left growers there struggling with the opposite: an excess of supply. So each state that legalizes marijuana is left with its own process for licensing growers and sellers, and trying to create a balance between the two within state borders. When recreational sales became legal in Connecticut in January 2023, he said, there were seven dispensaries in the state and four producers. New York belatedly hastened the pace of retail openings, and the state listed 61 adult-use dispensaries open statewide Monday.
