CAIRO (Reuters) - The International Monetary Fund said on Thursday it had agreed with Egypt on the key policy components of an economic reform programme, in a further sign that a final deal to augment the country's $3 billion loan is nearing completion. Ivanna Vladkova Hollar, the IMF mission chief for Egypt, said both sides had made "excellent progress" on the discussions of a comprehensive policy package that could kickstart long-delayed reviews of the country's economic reform programme. "To this end, the IMF team and the Egyptian authorities have agreed on the main policy elements of the program. The authorities expressed a strong commitment to act promptly on all critical aspects of Egypt's economic reform program," Hollar said in a statement. The Egyptian pound, fixed at 30.85 to the dollar since then, has been trading on the black market as low as 71 pounds.

Publicly listed data company LiveRamp's $200 million acquisition of data clean room provider Habu looks set to fire the starting pistol for a more buoyant year of adtech and martech M&A, experts have predicted. He noted that while ad teams aren't using these clean rooms en masse, many have activated them, which bodes well for the Habu acquisition. ABUJA, Nigeria (AP) — Africa’s biggest oil refinery has begun production in Nigeria, the company has said, ending a yearslong wait for a plant that analysts said Monday could boost refining capacity in a region heavily reliant on imported petroleum products. The $19 billion facility, which has a capacity to produce 650,000 barrels per day, has started to produce diesel and aviation fuel, the Dangote Petroleum Refinery company reported Saturday. Biden sought to kickstart SAF production with a $1.25 per gallon production tax credit in the IRA. To be eligible for the credit, SAF producers must demonstrate their fuel is 50% lower in emissions than conventional jet fuel. The DOE spokesperson confirmed that ethanol producers must cut emissions of they want a long-term role in SAF production. Still, ethanol producers need carbon pipelines because many ethanol plants are not near geologically appropriate underground storage sites. The rules for short-term accommodation rental services, proposed by the European Commission last year, aimed to tackle the patchwork of different national laws across the 27-country zone regulating Airbnb and similar companies. Officials from EU countries and EU lawmakers will meet to thrash out the final details of the rules on Nov. 15, according to the Parliament agenda. Airbnb said EU-wide rules would be a watershed moment for short-term rental companies. Paris, Venice, Barcelona and other places popular with tourists blame Airbnb for aggravating housing shortages by pushing out lower-income residents.
