CNN —Vice President Kamala Harris and former President Donald Trump are tied among likely voters in North Carolina, while Harris holds a comfortable lead in Nebraska’s 2nd Congressional District, according to two new CNN polls conducted by SSRS. In North Carolina, Harris and Trump stand at 48% each among likely voters. In Nebraska’s 2nd District, the so-called blue dot encompassing Omaha, Harris has 53% to Trump’s 42%, the poll finds. An 86% majority of Democratic likely voters and 69% of independent likely voters favor keeping the current system, while 69% of GOP likely voters say they’d rather move to a winner-take-all system in the state. But just 41% in North Carolina say they’re very confident, rising to a 59% majority in Nebraska’s 2nd District.

Donald Trump’s presidential campaign told NBC News on Wednesday that if the former president were re-elected, his administration would support “universal access” to in-vitro fertilization, potentially opening up the door for same-sex couples to receive coverage for the expensive fertility treatment. Two in three voters say the country is on the “wrong track,” as voters weigh whether Vice President Kamala Harris or former President Donald Trump would be better able to change that less than two months from Election Day. The latest NBC News national poll finds 65% of registered voters surveyed earlier this month say the country is on the wrong track, while 28% say it’s on the right track. “While the wrong track data is now under 70% for the first time since September 2022, it is still a terrible 65% for the party in power,” Horwitt said. NBC News surveys have found steadily high rates of voters saying the country is on the wrong track for years — and especially since the coronavirus pandemic began in March 2020. But Harris does have an advantage over Trump when voters were asked which candidate better represents change, with 47% saying Harris and 38% saying Trump in the poll.

Harris is scheduled to visit a border town in Arizona on Friday, her campaign announced Wednesday. Trump has made the border and immigration a centerpiece of his pitch for the presidency, making multiple visits to the southern border during the campaign. Friday's visit to Douglas, Arizona, will be Harris' second trip to the southern border during her term as vice president. NBC News reported in August that shelters on the southern border and in some major cities experienced sharp declines in migrants seeking shelter over the past several months. Border Patrol agents in June apprehended the lowest monthly number of migrants crossing the southern border since President Joe Biden took office.

In the latest poll, 79% of Black registered voters say they would definitely vote, up from 68% in the June poll. The poll suggests Trump’s improvements among Black voters relative to 2020 are driven largely by Black voters under the age of 60. Harris is also generally viewed more favorably among Black registered voters compared with registered voters overall, even after accounting for Black voters’ overwhelming Democratic lean. Democratic Black likely voters, however, are twice as likely as Democratic likely voters overall to consider the economy their top issue (42%, compared with 19%). Results among Black registered voters have a margin of sampling error of plus or minus 7.8 percentage points; among Black likely voters, it is plus or minus 7.7 percentage points.

A majority of chief financial officers (55%) say Harris will win the election, according to the Q3 CNBC CFO Council Survey. That's a reversal from the prior CFO survey in Q2 (when President Joe Biden was still the candidate) and a majority of CFOs (58%) believed Trump would win. In the Q2 CFO survey, 29% of executives said they were unsure who would win. The majority belief that Harris will win comes despite an equal majority of CFOs (55%) telling the survey that Trump is better on inflation and for the economy. The CNBC CFO Council Survey was conducted between August 19 and September 19, a period which included the presidential debate.
